유럽연합 지도자들은 하마스가 주도하고 있는 팔레스타인 자치정부를 피해 팔레스타인 주민들에게 원조를 제공하는 계획을 승인했습니다.
유럽연합의 엠마 우드윈 대변인은 도움을 필요로 하는 팔레스타인 주민들과 의료, 수도, 전기 등의 분야에 1억2천6백만 달러의 1차분을 제공할 계획이라고 말했습니다.
우드윈 대변인은 팔레스타인에 원조를 제공하기위한 장치에 관해, 중동 평화회담의 4대 당사자들인 미국, 러시아, 유엔과 EU 지도자들이 곧 합의에 이를 단계에 있다고 말했습니다.
서방 원조국들은 지난 3월, EU와 미국이 테러단체로 규정하고있는 하마스가 팔레스타인 정권을 장악하자, 팔레스타인에 대한 재정원조를 중단한 바 있습니다.

European Union leaders have endorsed a plan to channel aid to Palestinians, bypassing the Hamas-led government.
An EU spokeswoman (Emma Udwin) says the bloc is planning to provide an initial allocation of 126-million dollars for needy Palestinians and for the health sector and utilities.
The spokeswoman says EU leaders are close to reaching an agreement on a mechanism for aiding Palestinians with its partners in the Middle East Quartet of peace brokers -- the United States, Russia and the United Nations.
Western donors cut off financial aid after Hamas took control of the Palestinian Authority in March. The EU and the U.S. consider Hamas a terrorist organization.
