그동안 미국 해군의 핵 추진 항공모함의 배치 계획에 강력히 반대했던 일본 요코스카 시의 지도자들은 미국과 일본 정부의 안전 약속을 받아들여 당초의 입장을 번복했습니다.
주일 미 해군 기지가 있는 일본 요코스카 시 가바야 료이치 시장은 14일 시의회 전원협의회에서 미국 핵추진 항공모함 ‘조지 워싱턴 호’의 입항을 저지하려던 노력이 무위로 끝날 것이라는 결론을 내렸다”고 밝혔습니다.
요코스카 시는 재래식 항공모함이 배치될 가능성이 제로가 된 지금, 원자력 항공모함의 배치는 어쩔 수 없는 것으로 받아들인다고 가뱌야 시장은 덧붙였습니다. 미국은 미국 버지니아 주 노퍽 항에 있는 ‘조지 워싱턴호’를 2008년에 일본 요코스카항으로 이동시켜 2008년에 퇴역할 예정인 재래식 항공모함인 디젤 추진 키티 호크호에 대체할 계획입니다.
일본의 아베 신조 관방장관은 이날 기자회견에서 요코스카 시장의 결정에 대해 환영한다고 밝혔습니다. 최근의 일본 국가 안보에 관한 사태 발전을 감안할 때, 원자력 항공모함의 입항 허용은 분별있는 결정이라고 아베 신조 관방장관은 말했습니다. 그동안 요코스카 시는 안전에 너무나 많은 우려가 있다는 이유로 조지 워싱턴 호의 배치를 받아들이라는 압력에 저항해 왔습니다.
이에 앞서 일본의 아소 다로 외상은 지난 12일, 가바야 료이치 요코스카 시장에게 분명히 이런 우려를 불식시킬 수 있는 핵 항공모함 조지 워싱턴호에 관한 안전 보고서를 보냈습니다.
안전에 관한 우려 외에도 많은 일본인들은 2차 세계대전 말기에 미국의 원자탄 투하로 파괴된 히로시마와 나가사키시의 악몽 때문에 원자력이나 원자탄의 일체의 군사적 사용에 반대하고 있습니다. 히로시마와 나가사키는 세계에서 원자탄 피해를 입은 유일한 도시들입니다. 토머스 쉬퍼 주일 미국대사는 요코스카 시의 결정에 감사를 표시하고, “미국 정부는 핵 항공모함 ‘조지 워싱턴호’에 관한 요코스카 시민과 정치지도자들의 견해를 계속 경청하고 신중하게 고려할 것”이라고 말했습니다.
주일 미 해군 대변인 존 월러치 중령은 조지 워싱턴호의 배치는 50년 이상 지속돼온 요코스카시와 미 해군간의 우호관계를 확대해 줄 것이라고 말했습니다. 월러치 중령은 서태평양의 전진배치전략의 일환으로 미국의 최신예 항공모함인 조지 워싱턴호를 배치하는 것은 아주 중요하다면서, 이것은 일본의 방위력 강화 뿐만 아니라 서태평양지역의 평화와 안보 증진에도 기여할 수 있는 미국의 능력을 강화시켜 줄 것”이라고 밝혔습니다.
미국은 현재 일본에 5만여명의 미군을 배치하고 있습니다. 서태평양의 요코스카 항은 미 제 7함대의 모항입니다. 최근 일본과 미국은 주일 미군 가운데 약 만명의 미 해병대를 이동하는 미군 재배치계획에 합의한 바 있습니다.

TEXT: Speaking to the Yokosuka municipal assembly, Mayor Ryoichi Kabaya said he has concluded it would be futile to try to stop the U.S.S. George Washington aircraft carrier from being based in the port city.

The mayor says Yokosuka must face the reality that having a nuclear-powered carrier at its port cannot be prevented.
The U.S. Navy plans to have the George Washington replace the U.S.S. Kitty Hawk, a conventionally powered vessel that will be retired in 2008.

Yokosuka had resisted pressure to accept the George Washington, arguing there were too many concerns about its safety.
The Japanese foreign minister on Monday gave the mayor a safety report about the carrier, which apparently eased those concerns.
/// OPT /// In addition to having concerns about safety, many Japanese oppose all military use of nuclear power or weapons, because two cities - Hiroshima and Nagasaki - were devastated by U.S. atomic bombs at the end of World War Two. They are the only cities hit by nuclear weapons.
The U.S. ambassador expressed appreciation for the Yokosuka decision and said "the U.S. government will continue to listen and seriously consider the views of local residents and political leaders" regarding the carrier. /// END OPT ///
Commander John Wallach, a Navy spokesman in Japan, says the George Washington's deployment will extend the good relationship Yokosuka and the Navy have enjoyed for more than 50 years.

The United States has about 50-thousand military personnel in Japan. Yokosuka, on the Pacific coast, hosts the bulk of the U.S. 7th Fleet.
