언론들은 새로운 안보대책이 1951년에 체결된 기존의 미국- 필리핀 방위조약을 보완하게 될 것이라고 보도했습니다. 기존의 조약은 외부로부터 오는 안보위협에 대처하는 데 상호협력할 것을 규정하고 있습니다.
미국과 필리핀은 또한 대규모 필리핀 군사 훈련에 미군이 참여할수 있도록 하는 방문군 협정도 체결하고 있습니다. 그러나 필리핀 법은 미군이 국내의 전투 작전에 참가하는 것은 극도로 제한하고 있습니다.

Reports in Manila say the Philippines and the United States have agreed to a new security arrangement that would boost cooperation in fighting terrorism and other threats.
The reports, quote officials as saying, the agreement involves setting up a joint panel, the "Security Engagement Board". The panel would focus on tackling non-traditional threats such as terrorism, piracy and outbreaks of disease.
News media reports say the new security arrangement would complement an existing mutual defense treaty signed by the U.S. and Philippines in 1951. That treaty requires both countries to cooperate in battling external security threats.
The U.S. and Philippines also have a Visiting Forces Agreement under which American troops can join Philippine forces in large-scale military exercises.
But, Philippine law strictly prohibits U.S. troops from engaging in local combat operations.
