이같은 부쉬대통령 연설에 뒤이어 민주당측에서는 일리노이주 출신 딕 더빈 상원의원이 민주당의 반응을 나타냈습니다. 더빈 의원은 거듭되는 이라크 파견과 지난해 발생한 허리케인 카트리나같은 자연재해 지역 투입으로 이미 지칠대로 지친 주 방위군을 투입하는 것이 현명한 조치인지 의문을 제기했습니다. 더빈 의원은 대통령의 제안은 주 방위군의 미래에 대해 심각한 의구심을 제기하고 있다고 말했습니다.

President Bush (Monday) announced plans to tighten border security and to stop the flow of illegal immigrants coming through America's border with Mexico. He also called on Congress to pass comprehensive immigration reform legislation. VOA's Kathie Scarrah reports.

President Bush told a national broadcast audience that he wants to strengthen border security with the immediate deployment of up to six thousand National Guard troops to the U.S. southern border with Mexico.
PRESIDENT GEORGE W. BUSH
"The Guard will assist the Border Patrol by operating surveillance systems, analyzing intelligence, installing fences and vehicle barriers, building patrol roads and providing training. Guard units will not be involved in direct law enforcement activities -- that duty will be done by the Border Patrol.

Mr. Bush stressed he is not militarizing the southern border. National Guard units will be deployed for one year, on two-week rotations until additional border agents are trained and hired. President Bush said he will ask Congress to fund the hiring of six thousand new border agents by the end of 2008.
U.S. Senator Dick Durbin of Illinois gave the Democratic party response. He questioned the wisdom of using the National Guard, whose forces have been stretched thin with repeated deployments to Iraq and sites of natural disasters, such as last summer's powerful hurricanes.

"The President's proposal raises serious questions about the future of the National Guard. If guard members are going to forgo their regular training to patrol the border, are they going to be prepared the next time we have an emergency at home and abroad? Will the President guarantee that National Guard troops will be available to protect their own homes and communities if they're needed?"

The immigration issue has been a divisive one. Congress is debating how to stop the flow of illegal immigrants and what to do with the estimated 12 million who now live in the U.S. While saying he is against amnesty for illegals, President Bush again appealed for passage of his so-called "guest worker" program, which would allow immigrants to take low paying jobs and stay in the country temporarily.

"I believe that illegal immigrants who have roots in our country and want to stay should have to pay a meaningful penalty for breaking the law, to pay their taxes, to learn English and to work in a job for a number of years. People who meet these conditions should be able to apply for citizenship - but approval would not be automatic, and they will have to wait in line behind those who played by the rules and followed the law."

Mr. Bush asked lawmakers to make immigration reform a priority. The House of Representatives passed legislation last December calling for the construction of a fence along much of the border with Mexico. It would also make being in the country illegally a felony.
