한국정부, 미군기지 확장 반대 시위 진압 위해 대규모 경찰 투입 (영문 첨부)


한국 당국은 4일, 평택 미군 기지 확장에 반대하는 시위대들을 진압하기 위해 대규모 경찰 작전을 전개했습니다. 시위대의 일부는 이전해야 할 지역주민들이지만, 대부분의 다른 참가자들은 반미 정서의 시민단체 소속원들이었습니다.

수천명의 경찰이 4일 서울에서 남쪽으로 65킬로미터 떨어진 평택시의 한 폐교 교사건물에 투입됐습니다. 이 학교건물에서는 수백명의 시위자들이 미군의 기지 확장에 반대하며 농성을 벌이고 있었습니다.

많은 시위자들이 죽창을 휘두르며 저항했지만, 경찰에 진압되어 적어도 100여명이 연행됐습니다. 시위 진압과정에서 현장에 있던 일부 시위자들이 피를 흘리고 의식불명상태에 빠지기도 했지만, 중상자가 발생했다는 보도는 없었습니다.

4일의 경찰 투입은 반대자들과 한국 정부간의 수개월에 걸친 분쟁 끝에 이루어진 것입니다. 미군기지 확장 반대 지도자들은 1일 밤에 이 지역을 떠나지 않으면 강제 철거에 직면하게 될 것이라는 정부의 최후통첩을 거부했습니다.

최후의 경고는 4일 경찰이 투입되기 전에 국방부 관리들로부터 나왔습니다. 박경서 소장은 미군 기지 확장의 지연으로 이미 수백만 달러의 세금자 부담이 늘어났으며, 이것은 자칫 한미간의 외교문제로 비화될 위험도 있다고 말했습니다.

미국과 한국은 2년 전에 현재 서울 도심지에 자리잡고 있는 미군 사령부의 재배치 등을 위해 평택의 미군 [캠프 험프리스] 기지 주변 지역을 확장하기로 합의한 바 있습니다.

한국 국회에서 비준을 받은 이 협정은 북한과 접해있는 휴전선으로부터 주한 미군을 남쪽으로 재배치하는 계획의 일부입니다. 현재 한국에는 북한이 1950년의 침공을 되풀이하지 못하도록 하기 위해 약 2만 9,000명의 미군이 주둔하고 있습니다.

한국 정부는 미군 기지 확장으로 강제 이주하게 될 주민들에게 충분한 보상을 제공했습니다. 한국 국방부는 약 680가구가 정부의 보상을 받고 이주하는 쪽을 택했지만, 지금까지 약 70여 가구는 이를 거부했다고 밝혔습니다.

그러나 4일 시위에 나선 대부분의 반대자들은 평택 시에 사는 주민들이 아니라, [평택 미군기지 확장저지 범국민대책위원회]라는 전국적인 산하단체에 소속된 사람들이었습니다. 이 단체는 주로 반미정서로 모인 100여개의 한국 시민단체들과 연대하고 있습니다.

[평택 미군기지 확장저지 범국민대책위원회] 지도자인 유영재 씨는 4일 한국의 [YTN] 케이블방송에서 반대자들은 주한 미군의 주둔을 평화에 대한 위협으로 간주하고 있다고 말했습니다.

유영재 씨는 미군 재배치는 미군 전략에서 순수한 방어 목적에서 공격 목적으로의 기본적인 변화를 반영하는 것으로 생각한다고 말했습니다. 그러나 그의 단체는 앞서 어떤 형태의 미군 주둔도 반대한 바 있습니다.

한국군 공병대는 앞으로 충돌을 막기 위해 이 분쟁지역에 철조망을 설치하기 시작했으며, 학교 건물을 철거할 계획입니다.

South Korean authorities launched a massive police operation to clear protesters from the future site of U.S. military headquarters in the country. While some of the protesters were local residents who face relocation, many others belonged to a group known for its anti-American sentiment. VOA's Kurt Achin has more from Seoul.

Demonstrators in an abandoned school building in the city of Pyeongtaek, trying to block the planned expansion of a U.S. military base - just before several thousand police stormed in Thursday to evict them.

Though many of the protesters swung bamboo sticks, they were overwhelmed by the police, who took at least 100 people into custody. No life-threatening injuries were reported, though some individuals at the site of the raid were seen bleeding or unconscious.

Thursday's raid came after months of contention between the protesters and the South Korean government. Protest leaders rejected a government ultimatum Monday night to leave or face eviction by force.

A final warning came from defense officials before Thursday's raid took place. Major-General Park Kyung-Seo says the delayed base expansion has already cost taxpayers millions of dollars, and risks becoming a diplomatic issue between South Korea and the United States.

Washington and Seoul agreed two years ago on the planned expansion of nearby U.S. Camp Humphreys, including relocation of the U.S. military command currently situated in central Seoul.

The agreement, ratified by South Korea's parliament, is part of a plan to relocate U.S. forces southward, away from the North Korean border. About 29 thousand U.S. soldiers are stationed in South Korea to deter the North from a repeat of its 1950 invasion.

South Korea has offered what it describes as generous compensation to families being forced out by the expansion. Seoul's Defense Ministry says about 680 families have chosen to accept reimbursement and move, while about 70 have so far refused.

Most of Thursday's protesters were not residents of Pyeongtaek, however, but members of a nationwide umbrella organization called the Pan-National Committee to Stop Expansion of U.S. Bases. The group binds together more than 100 South Korean civic groups united mainly by anti-U.S. sentiment.

Yoo Young-jae, leader of the group, told South Korea's YTN news network Thursday the protesters view the U.S. military presence as a threat to peace.

Yoo says he believes the base relocation reflects a fundamental change in U.S. strategy, from a purely defensive position to an offensive one. However, his group has previously opposed any deployment of U.S. forces in South Korea whatsover.

South Korean military engineers began building a fence around the disputed area and plan to demolish the school building, in hopes of preventing further clashes.
