<strong><font color = 9c4500>[오늘의 화제]</strong></font> 중국인 광관객에 대비하는 미국 관광업계의 움직임 (영문기사 첨부)


지난 해에 중국의 해외관광객수가 3천만 명에 달했습니다. 그중 미국을 다녀간 중국인 관광객수는 20만 명에 불과했습니다. 그러나 앞으로 미국을 찾는 중국인 관광객이 급격히 늘어날 것으로 미국 관광업계 전문가들은 전망합니다. 미국에 쇄도할 것으로 예상되는 중국인 관광객을 마지할 채비를 갖추는 과제에 관한 미국 관광업계의 움직임에 관해 알아봅니다.

미국에서 발행되는 관광객들을 위한 식당과 여흥 정보를 안내하는 책자로 ‘자가트(Zagat)’라는 책자가 있습니다. ‘자가트’ 창간자이자 발행인인 자가트씨는 중국의 중산층은 현재 소규모이지만 곧 얼마후 13억 인구의 10퍼센트로 늘어날 추세이기 때문에 머지않아 미국 중산층 수효에 맞먹는 약1억5천만 명에 이를 것임을 의미한다고 말합니다. 중국의 중산층 증가는 국가경제의 부흥에 따라 더욱 급속히 늘어날 전망이어서 그만큼 새로운 중국관광객수도 급증할 것으로 예상된다는 것입니다.

중국인들의 해외관광은 지금은 아직 그리 많지 않지만 앞으로는 마치 쓰나미 현상과도 같이 중국인 관광객수가 쇄도함으로써 세계 역사상 유례가 없는 최대 관광집단을 이룰 것이라고 자가트씨는 전망합니다. ”

미국의 3대 텔레비전 방송인 NBC의 피터 그린버그 관광전문기자도 중국의 중산층 가운데 국내와 해외 관광을 원하는 수가 증가할 것으로 전망합니다.

중국 도시들 가운데 인구가 백만 명을 넘는 도시는 120개에 달하고 있고 이들 대부분은, 베이징이나 상하이 광저우등 말고도 외부에 이름이 알려지지 않은 도시들이라는 것입니다. 그리고 이들 도시의 관광수요는 급격히 증가하고 있음을 그린버그씨는 지적합니다.

인터넷 증가에 따라 늘어나는 관광객수를 중국 정부도 더 이상 통제할 수가 없는 실정입니다. 중국인들은 아직 많은 비용이 드는 관광을 하지는 않지만 그런 관광을 원하는 사람들이 늘어나고 있고 NBC 투데이 쇼의 관광 프로그램을 지켜볼 정도로 높은 관심을 갖고 관광정보를 원하고 있다고 그린버그씨는 지적합니다.

중국 정부는 중국인들의 해외관광을 통제하는 방안으로 사업목적이 아닌 일반 여행을 갈수 있는 지역들을 지정해 놓고 있습니다. 그러나 미국은 그런 지역에 속해있지 않습니다.

세계적인 대형 호텔 체인업체의 하나인 메리옷 호텔의 경영자인 J.W. 메리옷씨는 미국이 비사업용 여행허가지역에 포함되도록 할 수 있는 방법은 거의 없지만 일단 그런 지역에 포함되면 중국인 관관객들을 미국에 유치하기 위해 중국 현지에서 상당한 노력을 기울여야 할 것이라고 말합니다. ”

한편, 중국인 관관객들이 쓰나미 현상처럼 쇄도하면 미국의 공항과 항구등 모든 입국관리소에서 요원부족과 보안면에서 악몽 같은 사태가 벌어질 것으로 우려하는 전문가들도 있습니다.

그러나 미국 국무부의 콘돌리사 라이스 장관은 컴퓨터 지문검색과 망막식별 등 새로운 기술을 활용하면 외국인 관광객들의 미국 입국이 보다 손쉽고 신속하며 안전하게 이루어질 수 있어 우려할 필요가 없다고 말합니다.

또한 미국 입국비자 발급문제가 해결되면 미국 관광업계는 중국인 관광객 쇄도에 대비해 공항시설에서부터 안내소에 이르기까지 만반의 준비를 갖추어야 할 것이라고 그린버그 기자는 지적합니다.

앞으로 3년안에 중국인 관광이 폭발적으로 늘어날것으로 예상하는 그린버그씨는 그러나 문제는, 중국의 관광업계는 이들을 소화할 하부구조를 가추고 있지만 미국은 그렇지 않은 점이라고 말합니다.

중국은 공항 활주로와 여행자 출입구 등을 서둘러 건설하고 있고, 실제로 중국인들의 생각은 미국보다 앞서가고 있다고 그린버그씨는 말합니다. ”

그런데 미국 관광업계 관계자들은 이제야 중국에서 미국 관광지 안내활동을 시작하고 있습니다. 지금에서야 중국 관광객들이 미국 이외에도 여행할만한 곳이 많다는 점을 인지하게 되었다고 그린버그 기자는 지적합니다.

“ 국제 관광지가 더 이상 미국만이 아니라는 것입니다. 미국의 라스 베가스라든가 뉴욕 같은 대도시 관광업계 관계자들은 중국내에 홍보사무소를 두려하고 있지만, 다른 미국관광업소들이 하루빨리 그렇게 해야 한다고 그린버그씨는 강조합니다.

또한 식당과 호텔 업계도 새로운 중국 관광객을 수용하기 위해 수요예측과 취향을 파악해야 한다는 지적도 있습니다.

자카트씨는 “ 관광객들의 변화는 곧 그들이 쓰는 돈의 변화, 즉, 점점 더 좋은 식당을 선호하게 될 것임을 의미하고 호텔 수요도 증가할 것임므로 관광업계와 여행업계 모든 수준에 걸쳐 호황이 예상된다고 말합니다.

중국에서 현재 운영되고 있는 미국 호텔은 서른 두 곳이고 14개 호텔이 곧 개업할 태세로 있습니다. 메리옷 호텔은 중국 관관객들 사이에서 상당한 호평을 얻고 있고 이런 측면에서 중국 관광객들은 미국에 올 경우 메리옷호텔을 찾게 될것이라고 메리옷씨는 강조합니다. 메리옷 호텔은 중국내에서 이미 최고급 호텔이라는 명성과 높은 인지도를 얻고 있기때문입니다.

그런가 하면 중국 관광객의 미국 방문이 급증하면 중국인 사업가들이 미국내 중국인들이 머물게될 호텔 과 심지어 여행사등 관광 업체들을 사들이려 할 것이라고 그린버그 기자는 전망합니다. 중국사업가들은 앞으로 3년안에 아메리칸 익스프레스 신용카드사나 유명 호텔인 스타우드사등 중국관광객들을 수용하는 사업체를 매입하리라는 것입니다.

NBC 텔레비전방송의 관광전문, 피터 그린버그 기자는 중국 관광객들의 미국 쇄도는 조만간에 현실화 될 것이라면서 문제는 미국의 관광업계가 그들을 마지할 태세가 되어 있는가 하는 점이라고 경고합니다.

Last year, 30 million tourists from China traveled abroad. Only 200,000 of them visited the United States. But many U-S travel experts predict that number will grow dramatically in the coming years. Preparing for
this expected wave of Chinese visitors was a prominent theme at the recent Global Travel and Tourism Summit in Washington, D.C. Keming Kuo reports.

TEXT: Tim Zagat [Zah-GAT], founder and publisher of the popular Zagat restaurant and entertainment guides, describes the prospect for Chinese tourism this way: China's small but burgeoning middle class, he says, might
soon make up 10 percent of the Chinese population. That would represent about 150 million people, roughly the size of the American middle-class. The number of newly affluent Chinese is likely to grow even more
dramatically as the country's economy strengthens, and that is likely to mean legions of new Chinese tourists:

When the Chinese people begin to travel outside of China -which they aren't doing much of yet- you're going to see a tidal wave, a tsunami, of the biggest group of tourists who have ever come from any place in the world's
history.

TEXT: One of America's best-known travel reporters, NBC television's Peter Greenberg, also believes the Chinese middle class is increasingly willing and able to travel, both at home and abroad:

There are 120 cities in China right now that have more than a million people each. And you and I can't name a single one of them. I'm not talking about Shanghai, Beijing, or Guangzhou. I'm talking about the other 120. There's
a pent-up demand for travel. The Internet has changed the entire equation for the Chinese; the government can no longer control their people. They're going to want to travel and have the means now. It's not going to be high-end [expensive] travel to begin with. But they want to go. When I do a piece on the 'Today' show, I get e-mails from
China saying 'nice job.' They're watching; they're reading. They want to know what's hot, what's hip.

TEXT: J.W. Marriott, Jr., who manages one of the world's largest hotel companies, says one stumbling block for many potential Chinese visitors to the United States is that the U-S does not enjoy China's so-called Approved
Destination Status, a classification which makes non-business trips to the country easier.

We can't do much until we get the Approved Destination Status for the United States. Once we get the Approved Destination Status, we would really work hard in China to bring people to this country.

TEXT: Other travel experts are concerned that the Chinese tourism tsunami will create logistical and security nightmares at U-S ports of entry. But Secretary of State Condoleeza Rice told delegates at the Global Travel and
Tourism Summit that the United States is hoping to deploy new technologies - such as computerized fingerprint and retinal scanners - to make entry easier, faster and more secure for international visitors:

[OPT]We must insure that the security of the visa process remains intact, as does the private, biometric information of applicants. We want to insure safety and privacy. If we can do this successfully,[END OPT] this
new process could make life dramatically easier for many foreign citizens who now have to travel great distances just to be interviewed by a U-S consular officer. We're making entry into America faster; we're also trying to
make it friendlier and still secure.

TEXT: While visa issues are ironed out, Peter Greenberg says China and the United States need to prepare for the new wave of tourism by reconfiguring everything from airport facilities to visitor centers.

I would say in the next three years, [tourism] is going to explode. The question is whether the infrastructure is ready for it. Interestingly, the Chinese infrastructure is ready. You land in some of these cities and you're the onlyplane on the runway or gate. There are 95 gates and you figure they've evacuated the airport. No. They're building
ahead of time; they're thinking ahead.

TEXT: [OPT] The United States and India are also expected to be exchanging more tourists in the years ahead.Mr. Greenberg says India needs to improve its ground transportation system to accommodate the expected boom:

TEXT: Mr. Greenberg says American tourism officials are just beginning to advertise U-S travel destinations in Chinese and other foreign markets, recognizing that Chinese travelers have many places besides America to
choose from:

It's not the 'American market' anymore. The smart people in the American market - cities like Las Vegas and New York- have figured out we need a presence over [in China] and a presence big time. It's not a question of when; it's now.

TEXT: Tim Zagat says the hotel and restaurant industry needs to assess the needs and tastes of the new tourists.

The changes of people who are coming into money means that they will also be [going to] better and better restaurants. As they travel they will be more demanding of their hotels. At every level, this portends for the good
of the travel and tourism industry.

TEXT: [OPT] With 32 hotels already operating in China -and 14 more soon to come- the Marriott brand is well-known among potential Chinese tourists, according to executive J.W. Marriott, Jr. He says that gives his
company a head-start over other hotel chains in attracting Chinese tourists when they're here in the United States:

I would hope they would stay in Marriott hotels. We are probably one of the top brands in China - one of the best-known hotels. People always look for something they understand and are familiar with. [END OPT]

TEXT: It's also quite likely, says travel reporter Peter Greenberg, that as more and more Chinese tourists decide to visit the U-S-A, Chinese entrepreneurs will start buying American travel agencies, hotel companies and related
businesses:

Within the next three years, they're going to try and buy all of the infrastructure in the travel business in which their people are going to be staying. I wouldn't be surprised if they make an offer for American Express, Cendant or Starwood [hotels]. Everybody has a price; why wouldn't you [sell], if someone makes you an offer that takes your stock price into the stratosphere? When [China] starts traveling, they'll want to own it. And if the price is right, people will want to sell to them.
