조지 부쉬 미국 대통령은 20일 미국 주도의 이라크 침공 3주년을 맞아, 이라크의 새 보안군이 자국의 신생 민주주의를 보호할 수 있을 때까지 미군은 이라크에 계속 주둔할 것이라고 다짐했습니다.
부쉬 대통령은 이라크 전쟁에 대한 미국 국민의 지지를 제고하기 위한 연설에서 이같이 다짐하는 동시에, 문제점들이 있음을 인정했습니다. 부쉬대통령은 같은 날 앞서 민주당의 중진 상원 의원이 부쉬 대통령에게 촉구한대로, 문제점이 있음을 인정한 것입니다.
미국 국민의 여론을 겨냥한 일련의 연설계획의 일부로 준비된 연설중에 부쉬 대통령은 이라크인들을 위한 메시지도 담았습니다.
“이라크인들이 이 사실을 듣는것이 중요합니다. 즉 미국은 이라크를 포기하지않을 것이라는 것입니다. 우리는 미국을 공격했고 또다시 미국을 공격하기 원하는 테러 분자들에게 이라크를 남겨두지않을 것입니다. 우리는 이라크를 떠날것이지만, 취약한 위치에서가 아니라 강력한 위치에서 그렇게 할것입니다. 미국인들은 흉악한 살인자들이나 암살자들에 맞서 결코 뒷걸음친 일이 없으며, 지금 우리는 절대로 후퇴하기 시작하지않을 것입니다.”
그러나, 부쉬 대통령은 미국의 중서부 도시, 클리블랜드에서 행한 이 연설의 대부분을, 미국민의 지지가 저조함에도 불구하고 어째서 이라크 전쟁에 대한 자신의 결의를 조금도 굽히지않으려 하는지 그 이유를 설명하는데 할애했습니다.

부쉬 대통령은 이라크를 “테러와의 전쟁에 있어 중심 전선”이라고 규정했습니다. 이라크에서의 이같은 문제점들에 관한 부쉬 대통령의 언급은 민주당의 중진 상원 의원인 조셉 바이든 의원이 행정부에 대해 이라크 상황과 이라크에 대한 미국의 장래 역할을 위한 계획을 좀더 명확히 하도록 촉구한 날과 같은 날에 있었습니다. 바이든 의원의 말입니다.
“미국에서는 어떠한 대외 정책도 상황을 완전히 파악하는 국민의 동의없이는 지속될 수 없습니다. 내용을 정확히 알고 있다는 것은 곧, 성공과 실패 사례, 그리고 우리가 현재 어떤 상황에 처해 있으며, 대통령은 그에 관해 무엇을 할 계획인지를 알고 있다는 것을 의미하는 것입니다.”
도널드 럼스펠드 미 국방 장관도 국민에게 내용을 제대로 전달하려는 노력에 동참하고있습니다. 럼스펠드 국방 장관은 20일 미국의 두 신문 논평란에 기고한 글에서, 미군과 이라크군은 저항 세력과의 싸움에서 속속 승리하고있다고 지적하고 저항 세력은 이라크에서 절대로 내전을 촉발시키지 못할것이라고 말했습니다.
그러나, 럼스펠드 장관은 부쉬 대통령과 마찬가지로 폭력 사태가 계속되고 있음을 인정하고 이라크 민주주의의 진전이 부진하다고 말했습니다. 그럼에도 불구하고, “자유롭고 민주적인 이라크 건설의 정당성은 3년전과 마찬가지로 오늘날에도 절대적인 것”이라고 역설했습니다.
그리고 럼스펠드 장관은 이라크 전쟁이 가치가 없다고 믿는 사람들은 현실적이지 못하며, 중동의 한 복판에서 민주주의를 배양하는 사명의 역사적인 중요성을 이해하지 못하는 것이라고 지적했습니다.

“이라크 상황을 제대로 평가하자면, 다음과 같은 질문들을 검토하지않을수없을 것 같습니다. 즉, 이라크 국민이 자기 나라의 민주주의로의 전환을 지지하고있는 가? 이라크군이 자국의 안보를 위한 책임을 더 지고있는 가? 그리고 이라크에 있는 연합군이 우리 미국을 더 안전하게 만드는데 도움을 주고있는 가? 를 검토해야해야 한다는 것입니다”
럼스펠드 장관은 이러한 질문들에 모두 “그렇다”고 대답했습니다. 럼스펠드 국방 장관은 또한 신문들에 기고한 글에서 부쉬 대통령과 마찬가지로, 이라크와 관련해 “지금은 결의를 다질 때이며 후퇴할 때가 아니라”고 역설했습니다.

President Bush marked the third anniversary of the U.S.-led invasion of Iraq Monday with a pledge that U.S. troops will stay there until Iraq's new security forces can protect the country's fledgling democracy. But in a speech designed to increase U.S. public support for the war, the president also acknowledged some problems,
something a leading Democratic Party senator urged him to do Monday morning. VOA's Al Pessin reports from the Pentagon.
In a speech billed as part of a series aimed at U.S. public opinion, President Bush included a message for Iraqis.
"It's important for the Iraqis to hear this. The United States will not abandon Iraq. We will not leave that country to the terrorists who attacked America, and want to attack us again. We will leave Iraq, but when we do it will be from a position of strength, not weakness. Americans have never retreated in the face of thugs and assassins, and
we will not begin now." (applause, estab and fade)
But the president devoted most of the speech in the mid-western city of Cleveland to explaining to Americans why he is maintaining his commitment to the effort in Iraq in spite of the low level of public support.
"I understand people being disheartened when they turn on their TV screen and see the loss of innocent life. So it's my job, sir, to make it clear about the connection between Iraq and the war on terror. It's my job to remind people that progress is being made in spite of the violence they see. It's my job to make it clear to the people the stakes."
President Bush called Iraq "the central front in the war on terror." resident Bush's comments about the problems in Iraq came on the same day that a leading Democratic Party enator, Joseph Biden, called on the administration to be clearer about the situation in Iraq, and about its plans for he future U.S. role there.
"No foreign policy can be sustained in the United States of America without the informed consent of the American eople. And 'informed' means just that, successes and failures, a realistic assessment of where we are and what the president plans to do about it."
U.S. Defense Secretary Donald Rumsfeld has been a part of the effort to do that. In opinion articles published in two U.S. newspapers Monday, Secretary Rumsfeld wrote that U.S. and Iraqi forces are winning the fight against the insurgents. He said the insurgents will not succeed in starting a civil war in Iraq.
But Secretary Rumsfeld also echoed the president's acknowledgement of ongoing violence and said it is slowing the progress of Iraqi democracy. Still, he wrote that "the rationale for a free and democratic Iraq is as compelling today as it was three years ago." And he said those who believe the fight in Iraq is not worthwhile are not
realistic, and do not understand the historic significance of nurturing a democracy in the middle of the Middle East.
At a news conference last week, Secretary Rumsfeld offered his criteria for evaluating progress in Iraq.
"To properly evaluate the situation in Iraq, it seems to me we ought to consider the following questions: Are the Iraqi people supporting their nation's democratic transformation? Are the Iraqi forces taking on more responsibility for the security of their country? And are the coalition forces in Iraq helping to make our country
safer?"
He answered all of those questions "yes." Secretary Rumsfeld also echoed the president when he wrote in one of his newspaper articles that regarding Iraq, "now is the time for resolve, not retreat."
