안토니오 구테레스 유엔 난민고등판무관이 탈북자들에 대한 중국 정부의 처우 등을 협의하기 위해 베이징에 도착했습니다. 구테레스 고등판무관은 중국에 나흘 간 머물면서 몇몇 부처의 고위관계자들을 만날 예정입니다.
유엔은 중국에 대해 난민 신청 주장을 다루기 위해 탈북자 면담을 허용해줄 것을 줄곧 요구해 왔습니다. 유엔은 또 탈북자들은 송환될 경우 사형 등 가혹한 처벌을 받을 가능성이 있다면서 그런데도 중국 정부는 이들을 북한으로 돌려보내고 있다고 비난해 왔습니다.
중국은 탈북자들은 불법 이주자들이라면서 송환돼야 한다고 주장하고 있습니다.

The U.N. high commissioner for refugees has arrived in Beijing for talks to include China's treatment of North Korean migrants.
Antonio Guterres is to meet top officials from several ministries during his four-day visit.
The U.N. has repeatedly urged China to allow it to interview Korean migrants to file possible refugee claims.
It has also criticized China for returning Koreans to their home country, where U.N. officials say they may face severe punishments including death.
China says the Koreans are illegal immigrants and should be sent home.
