The United Nations General Assembly has voted overwhelmingly to establish a new Human Rights Council.
The vote was 170 in favor, four against and three abstentions. The United States was one of the four countries voting no, along with Israel, the Marshall Islands and Palau. Venezuela, Belarus and Iran abstained.
The new 47-member council will replace the discredited Human Rights Commission, which has been roundly criticized for allowing notorious human rights violators to become members.
The new council will aim to expose human rights abusers and help countries draw up human rights legislation.
The Bush administration has refused to back the new council, saying it would still be too easy for human rights violators to gain a seat on it.
