필리핀의 글로리아 아로요 대통령은 전임자들처럼 임기를 끝내지 못하고 권좌에서 쫓겨나는 일은 없을 것이라고 말하고 있습니다.
아로요 대통령은 지난 1986년 독재자 페르디난드 마르코스 대통령을 몰아낸 “국민 봉기” 20주년을 맞아, 자신은 민중 봉기나 군사 구데타로 권좌에서 강제로 밀려나지 않을 것이라고 경고하고, 임기를 채울것이라고 다짐했습니다.

아로요 대통령은 21일 외국 특파원들에게 자신은 국민에 의해 선출된 지도자이며, 따라서 오는 2010년 임기가 끝날 때까지 대통령직에 남아있을 것이라는 입장을 분명히했습니다.
“저는 전환기의 필리핀을 이끌 가장 훌륭한 사람입니다. 저는 어려운 결정들을 내리도록 대통령직에 선출됐으며, 그같은 임무를 수행하고 있습니다. 저에게 샐책이 없었던 것도 아니고, 확실히 중요한 비판도 나왔지만, 저는 그동안의 많은 경험에서 소중한 교훈을 배웠기 때문에 착실하게 나라를 다스리면서 임기를 마칠 작정입니다.”
아로요 대통령은 지난 해 9월 부패와 선거 부정 혐의로 탄핵을 받을 뻔 했습니다. 그 이래로 아로요대통령의 사임을 촉구하는 목소리들이 야당과, 또 코라존 아키노 전 대통령과 같은 종전의 지지자들로부터 그치지 않고 있습니다. 뿐만 아니라, 그에 대한 구데타 음모 소문도 끊임없이 들려오고 있습니다.
쿠데타 소문은, 마르코스 대통령을 축출시킨 국민 봉기 20주년이 다가온 지난 주에 더욱 증폭됐습니다. 이 “국민의 힘” 운동은, 지난 1986년 페르디난드 마르코스 대통령의 하야를 요구하기위해 엄청난 군중이 모였던 고속 도로의 이름을 딴 “EDSA 혁명”으로도 지칭되고 있습니다.

“세계는 1986년에 EDSA-1을 포용했습니다. 세계는 2001년에 EDSA-2를 묵인했습니다. 그러나 이제 세계는 제삼의 EDSA를 결코 용납하지 않을 것입니다. 그 대신 국제사회는 전혀 희망이 없는 불안정한 정치 체제로 필리핀을 매도하고 또 필리핀국민은 세계에서 가장 훌륭하지만 지금 스스로 묘혈을 파고 있다고 규탄하게 될것입니다.”
아로요 대통령은 또한, 군과 경찰의 대부분 구성원들이 계속 충성심을 보이고있기 때문에 불량한 군 장교들이 자신에 대한 구데타를 모의해봐야 성공하지못할 것이라고 지적했습니다. 아로요 대통령의 이같은 발언이 있기 직전 필리핀군은, 지난 2003년 실패로 끝난 구데타를 주도한 혐의를 받고있는 가운데 지난 달 도망친 두번째 군인을 다시 체포했습니다.
이 구데타 미수와 관련된 혐의를 받고있는 다른 3명의 군인들은 아직도 수배중에 있습니다.
아로요 대통령은 헌법 개정을 재차 촉구했습니다. 이는 국가 안정을 증대시키고, 구데타나 거짓 민중의 힘을 더이상 필요로 하지 않게 될 의회 제도의 도입을 가능하게 할것이라고 아로요대통령은 말했습니다.
하지만, 이같은헌법개정 촉구는 부분적으로는 내년 2007년 국회 의원 총선거를 취소하게 되리라는 이유 때문에, 막강한 로마 가톨릭교 주교단을 비롯해 수많은 단체들의 반대에 봉착하고 있습니다.

Her declaration came on the 20th anniversary of the "People Power "revolt" that ousted dictator Ferdinand Marcos in 1986. Douglas Bakshian reports from Manila.
TEXT: Speaking to foreign correspondents Tuesday, President Arroyo made her position clear. She said she is the elected leader of her people, and she will remain in office until her term ends in 2010.

Mrs. Arroyo survived an attempt to impeach her last September on charges of corruption and vote-rigging. There have been ongoing calls for her resignation since, from both the opposition and one-time supporters such as former President Corazon Aquino. There have been numerous rumors of coup plots against her.
Coup rumors increased in the past week as the anniversary approached. The "People Power" movement is also referred to as the EDSA revolution, after the highway where huge crowds gathered to demand President Ferdinand Marcos's departure in 1986. Crowds pouring onto EDSA in 2001 also drove President Joseph Estrada from office.
President Arroyo says it won't happen a third time.

She also said that rogue military officers would not succeed in plotting against here because most of the army and police remain loyal. Shortly before she spoke, the military recaptured a second soldier who escaped last month while facing charges of leading a failed coup in 2003. Three other soldiers accused in that plot remain at large.
President Arroyo repeated her call for a constitutional change to install a parliamentary system. She says this would bring increased stability, and there would be, in her words, "no more need for coups, or sham 'people power.'"
However, the idea is opposed by a large number groups, including the powerful Roman Catholic bishops, in part because the proposal would lead to the canceling of the 2007 congressional elections. (SIGNED)
