스페인의 마드리드를 방문 중인 푸틴 대통령은 러시아는 하마스를 테러조직으로 보는 서방 각국의 견해에 공감하지 않는다고 말했습니다. 하마스의 한 지도자는 푸틴 대통령의 초청이 있을 경우 반갑게 응할 것이라고 밝혔습니다.
안드레이 네니소프 유엔주재 러시아 대사는 푸틴 대통령의 발언에 대한 질문에 `지난달 실시된 선거에서 하마스가 예상을 깨고 승리한 것을 인정한 것'이라고 말했습니다.
데니소프 대사는 하마스의 선거 승리는 현실이라면서 이 현실에 적응해야 한다고 말했습니다. 데니소프 대사는 당연히 매우 논란을 불러일으킬 수 있는 일이라고 전제하면서 하마스가 미국과 이스라엘을 비롯한 많은 나라들에 의해 테러조직으로 규정되고 있는 것을 잘 알고 있지만 러시아는 하마스를 그렇게 보지 않는다고 말했습니다.
워싱턴의 미 국무부 대변인은 러시아 정부의 이같은 움직임에 대해 신중한 반응을 보였습니다. 션 맥코맥 대변인은 러시아 정부에 그같은 발언의 의도에 대해 설명해줄 것을 요청했다고 말한 것으로 전해졌습니다. 그러나 맥코맥 대변인은 푸틴 대통령의 하마스 지도자 초청을 비판하는 일은 피했습니다.
데니소프 대사는 기자회견에서 러시아는 하마스와의 대화가 그들을 설득해 폭력을 포기하고 이스라엘의 존재를 인정하도록 하는데 유용할 것으로 기대한다고 말했습니다.
데니소프 대사는 하마스 관계자들과의 접촉이 예정된 것이 있다면 대화의 주요 의제가 테러활동 예방과 전면 중단이 될 것임은 매우 분명하고도 절대적인 사실이라고 말했습니다. 데니소프 대사는 하마스와의 대화의 핵심은 현실을 직시하고 이스라엘을 독립국가이자 이웃, 그리고 정치 상대로 인정하도록 하는 것이라고 덧붙였습니다.

아난 총장은 하마스에 대해, 4인조의 호소 외에 정당으로 전환할 것을 요구하는 지역 내 다른 나라들의 목소리에도 귀를 기울일 것을 촉구한다고 말했습니다. 아난 총장은 세계에는 무장운동이 정당으로 전환한 사례가 많이있다면서 하마스도 이같은 선례를 따를 것을 촉구한다고 말했습니다.
그러나 미국 정부의 한 관리는 하마스의 변화 가능성에 대해 회의감을 나타냈습니다. 데이비드 웰치 미 국무부 근동 담당 차관은 9일 하마스가 테러에 대한 입장을 바꿀 것으로 보이지 않는다고 말한 것으로 전해졌습니다.
웰치 차관은 워싱턴의 외신기자클럽 연설에서 팔레스타인인들에게 더 나은 미래를 가져다 주는 일은 하마스의 짐이며, 이를 어떻게 실행할지 결정하는 것 역시 하마스의 몫이라고 말했습니다.

INTRO: Russia is inviting leaders of the Palestinian group Hamas to Moscow. VOA's Peter Heinlein at the U.N. reports the U.S. State Department reacted coolly to the move.
TEXT: Russian President Vladimir Putin said Thursday he would invite Hamas leaders to the Kremlin for talks that could focus on persuading the Palestinian group to renounce violence.
During a visit to Madrid,Spain he pointed out that Russia does not share the view widely held in the West that Hamas is a terrorist organization.
A Hamas leader was later quoted as saying he would be delighted to accept the invitation.
Asked about the invitation, Russia's U.N. Ambassador Andrey Denisov said it was merely a recognition of Hamas's surprise election victory last month.

The Hamas victory in Palestine is a reality. It is what was given to us, and we have to live with it. Of course that is a very controversial event. We know and are fully aware that Hamas is acknowledged as a terrorist organization by a number of countries including the United States and Israel, but as far as Russia, it is not.

A State Department spokesman in Washington reacted cautiously to the Russian move. Spokesman Sean Mc Cormack was quoted as saying the United States was asking for clarification from Moscow as to what their intentions are. But he carefully avoided criticizing the Putin invitation.
Ambassador Denisov told a news conference Russia is hopeful that the talks can be useful in persuading Hamas to renounce violence and recognizing Israel's right to exist.

Russia is a member of the so-called Quartet attempting to broker a Middle East peace deal, along with the United States, the European Union and the United Nations.
U.N. Secretary-General Kofi Annan Thursday called on Hamas's leaders to heed a Quartet statement issued last week demanding a clean break with terrorism and acceptance of the two-state solution envisioned in the Quartet's road map for peace.

I urge Hamas to listen to the appeals, not just from the Quartet, but from other governments in the region, asking it to transform itself into a political party. We must also understand that this is not the first time that an armed movement has transformed itself into a political party. There are lots of examples around the world. And I urge Hamas to go the same route.

A U.S. official, however, expressed skepticism that Hamas could, or would, change. Undersecretary of State for Near Eastern Affairs David Welch was quoted Thursday as saying "It doesn't seem that you can push a pause button on terror and say, 'Today I won't do it but perhaps tomorrow I will'".
Speaking at the Foreign Press Center in Washington, Welch said the burden is on Hamas to deliver to the Palestinian people a better future. How they go about it, he said is their decision". (Signed)
