미국 의회 상원에서는 6일, 알베르토 곤잘레스 연방 법무장관이 출석한 가운데 연방 요원들이 법원의 허가를 받을 필요 없이 미국인들의 해외 통화를 감청할 수 있도록 허용해 논란을 불러 일으키고 있는 부쉬 대통령의 비밀 도청 프로그램에 대한 청문회가 열립니다.
상원 법사위원회 위원장인 펜실베니아 주 출신 공화당 소속의 알렌 스펙터 상원의원은 곤잘레스 법무장관에게 외국 정보 감시를 위해 마련된 특별 법원으로부터 먼저 도청 허가를 모색하지 않은 이유를 질문할 것이라고 말했습니다.
스펙터 의원은 미국 내 전화 통화를 도청하기 위해서는 법원의 명령이 필요하다고 말했습니다.

On Capitol Hill, senators will question the nation's top law-enforcement official today (Monday) about President Bush's controversial secret eavesdropping program, which allows federal agents to monitor Americans' overseas communications without any need to obtain a court's permission.
The chairman of the Senate Judiciary Committee, Republican Arlen Specter (of Pennsylvania), says he will ask Attorney General Alberto Gonzales why the administration did not first seek such permission from a special court devoted to foreign intelligence surveillance.
Senator Specter says a court order is required to monitor calls within the United States.
