남북한 장성급회담, 2월 말 ~3월초 판문점에서 개최 합의 (영문기사 첨부)


남북한 군관계관들은 한반도의 군사적 긴장완화를 위한 움직임의 하나로 조속한 시일 안에 남북한 장성들이 자리를 같이할 것이라고 말했습니다.

남북한은 3일 판문점 북한측 지역 통일각에서 제 3차 남북 장성급 군사회담 개최를 위한 실무대표회담을 갖고 이달 2월말에서 3월초사이에 통일각에서 이틀일정의 장성급회담을 갖기로 합의했습니다.

남북한은 세계에서 가장 중무장된 휴전선일대에서 분쟁을 촉발시킬 수도 있을 상호 오해를 불식시키길 원하고 있습니다. 좀더 자세한 소식입니다.

남북한 장성급 군사회담을 개최하기로 한 합의는 양측 중견급 군사당국자들사이에 3일 판문점에서 열린 실무 대표회담에서 이룩되었습니다. 남북한이 중무장 군사력을 배치하고 있는 비무장지대에서는 1953년 한국전쟁의 전투종식을 위한 정전협정이 서명되었습니다.

한국측 수석대표인 국방부 대북한 정책팀장, 문성묵 육군대령은 이달 2월말에서 다음달 3월초 사이에 남북한 고위장성들이 자리를 함께할 것임을 강조했습니다.

근년들어 서해상에서는 남북한 해군함정들이 어로잡이 분규로 몇차례 무력 충돌을 벌인바 있습니다. 한국 군사당국자들은 남북 장성급회담이 그같은 무력충돌을 사전에 방지하고 남북한사이의 경제협력 속도에 버금가는 군사협력을 실현하는데 도움이 되기를 희망하고 있습니다.

남북한 군 장성들은 지난 2004년 6월 제 2차 회담을 가졌습니다. 그러나 북한은 그이후 한국의 한미 연례 군사훈련에 항의하기 위해 제 3차 장성급 군사회담을 연기했었습니다. 북한은 한미 연례 군사훈련을 가리켜 북한침략을 위한 도발적인 예행연습으로 간주하고 있습니다. 그러나 이제 그로부터 1년 9개월만에 남북한 군사당국자들이 머리를 맞대고 군사긴장완화와 신뢰구축 방안을 논의하게 된것입니다.

한국에는 현재 거의 3만명의 미군병력이 주둔하고 있습니다.

미국은 미군병력의 한국 주둔은 지난 1950년에 한국을 침공했던 북한의 남침이 되풀이되지 않도록 저지하는데 목적이 있는, 어디까지나 방어적인 성격을 띄고 있다고 강조합니다.

미국과 중국, 일본, 러시아 그리고 한국은 북한에게 자체 핵무기 개발노력을 포기하도록 종용하기 위해 지난 3년간 다자회담을 개최해 왔습니다. 미국관리들은 북한이 테러단체나 불량국가들에게 핵무기를 판매하거나 미국을 겨냥해 핵폭탄을 사용하려는 유혹을 받게 되지 않을까 우려하고 있습니다.

한편 3일 오전 한미 연합군사령부에서는 한미 연합사령관겸 주한 미군사령관 이취임식이 거행되었습니다.

미 합참의장, 피터 페이스 해병대장은 이날 행사에서 지휘권을 버웰 벨대장에게 이양했습니다.

신임 버웰 벨대장은 유럽주둔 미 육군 사령관과 북대서양 조약기구, 나토 합동 지상군 사령관을 지냈고 한국과는 지난 1979년 주한 미군 작전과장으로 근무해 첫 인연을 맺었습니다.

INTRO: In a move aimed at decreasing military tension, North and South Korean military officials say generals from the two countries will soon resume talks. The two countries aim to prevent misunderstandings that could spark conflict along the world's most heavily armed border. V.O.A.'s Kurt Achin reports from Seoul.

TEXT: Friday's agreement resulted from a meeting between mid-ranking North and South Korean military officials at the border village of Panmunjom. The Demilitarized Zone, which bisects the heavily armed border between the two countries, is where an armistice was signed to halt fighting in the Korean War in 1953.

Moon Song-mok, chief of North Korea policy at the South's Defense Ministry says senior generals from the two sides will soon meet face to face.

Moon says the generals will meet in Panmunjom for two days either later this month or in early March.

North and South Korean naval forces have clashed on several occasions in recent years over fishing disputes in coastal waters. South Korean authorities hope next month's talks will help prevent such clashes, and bring military cooperation up to pace with North-South economic cooperation.

North and South Korean generals have not met since their second round of talks in June 2004. North Korea has postponed a third round of meetings to protest the South's annual military drills with the United States. Pyongyang views the exercises as provocative rehearsals for an invasion of the North.

Nearly 30-thousand U.S. troops are stationed in South Korea.

Washington says its military presence is purely defensive, aimed at deterring North Korea from repeating its 1950 invasion of the South.

The United States, China, Japan, Russia and South Korea have been trying for three years to persuade North Korea to abandon its efforts to build nuclear weapons. Washington officials fear that Pyongyang might sell nuclear weapons to terrorist groups or rogue states, or that it might be tempted to use a bomb against the United States.

On Friday, U.S. forces in South Korea formally welcomed a new commander.

U.S. Joint Chiefs of Staff Chairman General Peter Pace led a ceremony at Seoul's Yongsan base to replace General Leon LaPorte with General Burwell Bell.

General Pace told reporters that the U.S. is able to defeat any North Korean aggression on the peninsula. He said that capability will be maintained, even though the U.S. plans to cut its forces in the South to 25-thousand by 2008. (Signed)
