미국은 다음달 2월부터 유엔 안전보장 이사회의 의장국이 됩니다. 안보리 이사회의 의장직을 수행하게 되는 죤 볼튼 유엔주재 미국 대사로부터 다음 달 안보리의 주요 의제들에 관해 알아봅니다.

유엔주재 미국 대사로서 안보리의 의장직을 처음 맡게되는 죤 볼튼 대사는 VOA 유엔주재 특파원과의 대담에서 미국의 외교정책 우선순위에 따른 안보리의 의제들에 관해 이렇게 설명합니다.

“ 내가 생각하기엔 가까운 장래의 주된 안보리 의제는 대량 살상무기 확산방지를 위한 효과적인 방안이 될 것으로 봅니다. 또한 국제적인 테러리즘과의 전쟁 참여 문제도 주요 의제가 될 것입니다. 2월중 안보리에서 이 두 가지 의제가 매우 중요한 시험적 사례가 될 것으로 생각됩니다. 이와 관련해서 이란의 핵무기 개발계획 문제를 어떻게 다룰 것이냐가 특히 중요한 의제가 되겠습니다만, 우리 미국으로선 국제원자력기구가 이란 핵문제를 안보리에 회부하게 되기를 바랍니다.”

볼튼 대사는 이란 핵문제가 안보리에 회부될 경우, 안보리의 주된 역할은 국제원자력기구로 하여금 이란이 핵관련 조약의 의무사항을 다시 준수하도록 그 권한을 강화시켜주는 것이라고 말합니다.

“ 이란은 현재 국제원자력기구, I-A-E-A 이사국회의에서 승인된 결의사항을 위반하고 있기 때문에 안보리는 우선 첫 단계로 이란에게 I-A-E-A 결의를 준수하도록 촉구할 것입니다. 이와 관련해서 안보리와 I-A-E-A가 아주 긴밀하게 협력하는 가운데 첫 번째 조치로 I-A-E-A의 권한을 강화시키게 될 것입니다. ”

볼튼 대사는 그러나 이란 핵문제가 반드시 안보리에 회부된다고 단정 할 수는 없다면서 이란으로선 어떤 경우에든 강력히 저항할 것으로 예상한다고 말합니다.

“ 이란으로선 앞으로 몇 주일에 걸쳐 위협과 방해 그리고 혼란을 일으키려 할 것입니다. 이란은 의무요건을 다시 준수할 것처럼 꾸미려 들 것이고 협상에 관심을 갖고 있는듯이 보이려 할 것입니다. 어떤 것이든 이란이 진정으로 관심을 두는 것은 거의 20년 동안 그래왔던대로 핵무기 획득을 위한 자체의 전략을 추구하는 것이지만 우리는 그렇게 하도록 용납할 수가 없습니다. ”

볼튼 대사는 안보리에서 미국이 추진하려는 많은 우선적인 의제들 가운데 2월중에 집중적으로 논의될 또 다른 의제는 평화유지에 관한 것이라고 강조합니다. 유엔은 현재 18건의 평화유지 활동을 수행하고 있고 8만 명 규모의 유엔 평화유지군이 배치돼 있습니다. 그 가운데 코트 디부아르, 아이티, 에티오피아-에리트리아 같은 나라들에 배치돼 있는 유엔 평화유지군의 활동문제는 안보리의 정기적인 의제가 되고 있습니다.

볼튼 대사는 유엔 평화유지군이 전세계에 너무 많이 배치돼 있다고 지적하면서 그토록 많은 평화유지 활동의 필요성에 의문을 제기하고 있습니다. 볼튼 대사는 그런 가운데도 아프리카 수단의 다르푸르 지역에서 계속되고 있는 폭력사태와 인도적 재난을 진정시키기 위해 또 다른 유엔 평화유지 활동을 추가할 것인지 여부가 2월의 안보리에서 다루어지지 않으면 안될 것이라고 말합니다.

“ 수단, 특히 다르푸르 지역에서 벌어지는 집단학살과 악화되는 안보상황을 다루지 않으면 안될 것입니다. 이와 관련해서 유엔 평화유지군 파견문제를 결정해야만 합니다. 그 밖에 세계 여러 곳의 중대한 평화유지 활동 문제들도 다루어져야만 합니다.”

볼튼 대사는 미국이 안보리 의장국 맡는 것을 계기로 유엔의 개혁에도 중점을 두려 한다고 말합니다. 유엔 회원국 지도자들은 지난 해 9월 정상회의에서 유엔의 모든 책임과 임무에 관한 검토보고서를 작성하도록 결정했고 그 보고서가 다음 달에 발표될 것으로 보입니다.

“ 유엔이 안고 있는 커다란 문제는 60년 동안에 방대한 기구로 확대됐다는 점입니다. 어떤 전략적 계획도 없이 기구만 자꾸 추가됐고 폐지된 기구는 하나도 없습니다. 유엔의 모든 활동에 대한 종합적인 재검토가 필요합니다. 2월에 유엔 총회 사무국이 보고서를 발표하면 그 때 아주 중요한 검토가 시작될 것입니다. 많은 논란이 일어날 것이지만 이는 미국과 다른 여러 회원국들이 유엔의 복잡한 기구를 자세히 살펴보는 기회가 될 것입니다. 그런 다음에 비효율적이고 구태의연한 계획들은 폐지되어야 할 것입니다. .”

이는 또 다른 큰 논란을 불러일으키게 될 것이라고 볼튼 대사는 예측하고 있습니다.

INTRO: The United States takes over the presidency of the U.N. Security Council for the month of February. From U.N. headquarters, VOA's Peter Heinlein reports Washington's U.N. ambassador expects Iran and peacekeeping issues to be at the top of a busy month's Council agenda.

TEXT: As he prepares for his first term in the rotating Security Council presidency, U.S. ambassador to the United Nations John Bolton is brimming with ideas. In a wide-ranging VOA interview in his office, Ambassador Bolton described a packed schedule topped by U.S. foreign policy priorities.

///BOLTON ACT/// "I think the main task ahead for the Council for the foreseeable future is to be more effective in the fight against the proliferation of weapons of mass destruction, and its participation in the global war on terrorism. And I think we are likely to have in February a very important test case on those issues, that dealing with Iran's nuclear weapons program, which we're hoping will be referred to the Council by the International Atomic Energy Agency." ///END ACT///

Bolton says, if a referral is made, he expects the Council's role to be mainly in reinforcing the authority of the atomic energy agency to bring Iran back into compliance with its treaty obligations.

///2ND BOLTON ACT/// "I think our first step would be to call on Iran to abide by the existing IAEA board resolutions, which the Iranians have been violating, so in a sense I can envision the Council and the IAEA working very closely together and the Council in the first instance would be strengthening the hand of the IAEA." ///END ACT/// ///OPT///

The U.S. envoy admits there is no guarantee the issue will be referred to the Council. In either case, he said he expects strong resistance from Iran.

///3rd BOLTON ACT/// "So the Iranians will threaten over the next several weeks, they will throw sand in our eyes, they'll try to confuse the issue, they'll try to pretend they're coming back into compliance, they'll try and pretend their interested in negotiations. What they're really interested in is what they've been doing for nearly 20 years, which is pursuing a strategic decision to acquire nuclear weapons, and that we cannot allow." ///END ACT///END OPT///

The ambassador outlined a long list of other U.S. priorities, but predicts much of the Security Council's work during February will be on matters of peacekeeping. The world body currently operates 18 peacekeeping missions staffed by 80-thousand U.N. troops. Many of them, in places such as Ivory Coast, Haiti and Ethiopia/Eritrea, are regularly on the Council agenda. The U.S. envoy has questioned the need for so many missions, arguing that the world body is overstretched. But he says that among the pressing issues facing the Council in February is whether to add yet another mission in an attempt to quell the violence and address humanitarian calamity in Sudan's Darfur region.

///4TH BOLTON ACT/// "We're looking at what to do in the situation in Sudan, in particular in the Darfur region where genocide has been occurring, where the security situation is deteriorating. We have to decide what to do in terms of a U.N. presence there. There are a number of other critical peacekeeping decisions around the world that we're working on. So it's going to be a very busy period, no question." ///END ACT///

Ambassador Bolton says he also hopes to use the Council presidency to focus the world body's attention on reform. He predicts that a main event during the month will be release of a report ordered by world leaders at last September's U.N. summit that will review and evaluate all responsibilities given to the world body since it was founded 60 years ago.

///5th BOLTON ACT/// "A large part of the problem is that the U.N. has grown over the course of its history like a coral reef. No strategic planning, things added, nothing being taken away, and what we need is a comprehensive look at all of these mandates. We think that, the opportunity for that will come in February, when the secretariat delivers the report the leaders asked for at the summit. This will result in a very significant review opportunity, possibly a lot of controversy, but a real chance for the United States and other countries to try and get through some of the complexities of the U.N., to try and get rid of outmoded and ineffective programs. That will be the next big arena of dispute."
