일본, 미국산 쇠고기 수입 다시 금지 (영문기사 첨부)


일본이 다시 미국산 쇠고기 수입을 전면 금지한다고 전격 발표한가운데 미국 정부가 이 같은 조처가 번복되길 희망하며 일본 정부를 설득하기 위해 고위급 대표를 일본에 급파할 예정입니다. 일본에서는 한 달여만에 수입이 재개된 미국산 쇠고기에서 광우병을 유발할 수 있는 등뼈가 발견되자 여론이 악화되고 있습니다.

일본 주재 미국 대사관은 미국 농무부의 한 고위 대표가 23일 비상 차원에서 일본을 방문한다고 발표했습니다. 미국 대표의 방문 목적은 미국산 쇠고기와 관련된 파동을 최소화하고 문제를 해결하려는데 있습니다.

앞서 일본 정부는 21일 미국산 쇠고기 수입을 부분적으로 재개한지 몇 주 만에 다시 수입 금지 조치를 내렸습니다.

미국 관리들은 J. B 펜 농무부 차관이 미국 대표단을 이끌것이라고 말하고 있습니다. 미국 대표단은 일본 정부와 국민들을 안심시키기 위해 일본의 강도 높은 쇠고기 수입 규제에 부응하는 모든 절차를 밟을 예정입니다.

일본에서는 나리타의 세관 검역소 직원들이 뉴욕의 한 회사에서 수입한 송아지 고기에서 광우병 유발 물질인 등뼈를 발견한 뒤 미국산 쇠고기에 대한 여론이 악화되고 있습니다.

일본의 소비자 단체들은 지난달 2년 미만의 미국산 쇠고기에 한해서 수입이 재개된후 처음으로 일본에 하역된 쇠고기 가운데 소과의 뇌질환이나 광우병을 유발 할 수 있는 물질이 검출된 것은 모욕적인 일이라고 말하고 있습니다.

야당인 민주당의 유키오 하토야마 사무총장은 일본 정부는 미국이 잘못된 자체 검역 시스템의 시정을 입증해 보일때까지 미국산 쇠고기 수입을 재개하지 말아야 한다고 말했습니다.

하토야마 사무총장은 미국의 압력때문에 지난달 쇠고기 수입 금지 해제 조치가 조기에 이뤄졌다며 일본 정부는 작년말 부시 미국 대통령의 순조로운 일본 방문을 확신시키기 위한 압박때문에 큰 실수를 저지르고 말았다고 말했습니다.

아베 신조 내무장관은 21일 연설에서 미국 정부에 대해 유감을 표시했습니다.

아베 신조 장관은 미국 정부가 이번 문제의 원인에 대해 해명할 수 있을때까지 미국산 쇠고기에 대한 수입 금지 조치를 해제하지 않을 것이라며 다음주초 일본을 방문하는 로버트 죌릭 미국 국무부 부장관에게 이에 대한 공식적인 이의를 제기할 것이라고 말했습니다.

쬘릭 부장관은 당초 일본 정부에 미국산 쇠고기 금지 조처를 더 폭넓게 해제해줄것을 요구할 예정이었습니다. 그러나 이번 쇠고기 파동으로 인해 수입 해제에 대한 압박대신 오히려 일본 정부와 국민에게 해명을 해야할것으로 보입니다.

INTRO: The U.S. government is rushing a high-level delegation to Japan, in hopes of persuading Tokyo to reverse its sudden reinstatement of a total ban on U.S. beef imports. VOA's Steve Herman reports from Tokyo, where emotions are running high, after a newly allowed shipment of U.S. beef was found to contain parts that could possibly carry mad cow disease.


TEXT: The American Embassy here announced that a high-ranking U.S. Agriculture Department delegation would make an emergency trip to Japan Monday. The delegation's job will be damage control. Japan has again banned all imports of U.S. beef, just a couple of weeks after allowing a partial resumption of shipments.

U.S. officials say the delegation will be lead by Agriculture Undersecretary J.B. Penn. He and his colleagues will try to assure the Japanese government - and the Japanese public - that the United States will take all steps to comply with Japan's strict beef import regulations.

Public anger is high here, after the discovery by customs agents of spinal material in a shipment of veal chops from New York. Consumer organizations are expressing outrage that after last month's partial lifting of a two-year ban on American beef, one of the first shipments contained material that could contain bovine spongiform encephalopathy, or mad cow disease.

Yukio Hatoyama is secretary-general of the opposition Democratic Party. He told reporters Saturday that U.S. beef imports should not resume until the United States shows it can correct its faulty inspection system.

Hatoyama says the ban was lifted prematurely because of pressure from the United States. He says the Japanese government made a big mistake, caving in to that pressure in order to ensure a smooth visit to Japan by President Bush last year.

Japan's chief cabinet secretary, Shinzo Abe, expressed the government's anger with the United States in a speech Saturday.

Abe says Japan will not re-open its borders to American beef until the U.S. government is able to explain how and why this mistake happened.

He says he will lodge a formal protest when he meets here early next week with U.S. Deputy Secretary of State Robert Zoellick.

Zoellick had intended to press for an even wider lifting of the ban on American beef. Now he will find himself on the defensive instead, with the Japanese government and consumers expecting to hear an explanation. (Signed)
