Foreign ministers from Britain, France and Germany will meet in Berlin today to discuss Iran's resumption of nuclear fuel research.
British Foreign Secretary Jack Straw says the talks will focus on whether to call for an emergency session of the International Atomic Energy Agency and ask the I.A.E.A board of governors to refer Iran to the U.N. Security Council.
Russian media quoted Foreign Minister Sergei Lavrov as saying top envoys from Russia, the United States, China and the three European nations will meet in London next week to discuss the Iran nuclear issue.
Western nations are warning that such a referral is more likely now, after Iran resumed nuclear research this week.
Meanwhile, diplomatic sources say although Iran finished removing U.N. seals from three nuclear sites (Natanz, Pars Trash and Farayand), it will not be able to immediately start enriching uranium.
