오랫동안 비효율적인 기구로 간주됐던 아랍연맹이 최근 헌장 개정 등을 통한 내부 개혁 논의를 시작했습니다. 비민주적인 아랍권에서 창설 60년을 맞은 아랍연맹은 실제로 어떤 존재인지를 심층 분석하는 보도입니다.

아랍연맹의 22개 회원국 대표들은 지난달 29일 이집트 카이로의 연맹 본부에서 열린 회의에서 지난해 튀니지에서 승인된 13개 항목의 개혁안에 관한 논의를 시작했습니다. 이 자리에서는 만장일치, 혹은 전체 3분의2 다수결을 요하는 투표제도의 변경 필요성이 주요 의제로 다뤄졌습니다.

역사적으로 보면 만장일치 투표제도는 아랍연맹의 안보와 중재 노력, 주권, 지난 1990년 이라크의 쿠웨이트 침공 등 아랍국가들에 대한 공격에 대처하기 위한 결의안 채택에 방해가 돼 왔습니다. 아랍국가들의 더 나은 미래를 위해 지난 1945년 7개 국가가 주도해 설립된 아랍연맹의 헌장은 어떤 회원국도 다른 회원국에 대해 무력을 사용하지 못하도록 하고 있습니다.

아랍연맹의 창설회원인 이라크의 쿠웨이트 침공 이후 많은 비판론자들은 아랍연맹의 존재 이유에 대해 의문을 제기해 왔으며 이 단체의 유엔주재 대사인 클로비스 마크수드씨는 이와 관련한 항의 와중에 사임했습니다.

마크수드씨는 자신의 사임 이유에 관해 아랍연맹은 사무처 안에 예방외교를 펴기 위한 기구를 갖고 있지 않았다면서 그 결과 정상회의를 통하지 않고는 이라크의 쿠웨이트 침공을 다룰 길이 없었으나 정상회의마저 분열됐기 때문에 사임했다고 밝혔습니다.

이라크의 쿠웨이트 침공에 앞서 1990년 5월과 8월 두 차례 열린 아랍 정상회의는 이라크와 쿠웨이트 사이의 석유 분쟁을 해결하지 못했습니다. 아랍연맹 사무총장의 대변인인 알라 루시디씨는 지난 3월로 창설 60주년을 맞은 이 기구가 잘못을 저지른 점을 인정하면서도 이같은 잘못에서 배우고 있다고 밝혔습니다.

루시디씨는 아랍연맹이 하는 일에 결함이 있었다는 것은 의문의 여지가 없다면서도 그렇다고 이 것이 아랍연맹이 해체돼야 한다는 것을 뜻하지는 않는다고 말합니다.

루시디씨는 그런 논리라면 성공한 것도 있지만 마찬가지로 잘못도 있는 유엔에 대해서도 같은 평가를 할 수 있을 것이라면서 현재 각국이 유엔 내부개혁에 대해 논의하고 있는 점을 지적합니다. 루시디씨는 아랍연맹 내부에서도 유엔에서와 똑같은 일이 일어나고 있다고 말합니다.

연례 정상회의 개최 등 아랍연맹의 일부 개혁안은 이미 채택된 상태입니다. 루시디씨는 현재 진행 중인 개혁이 아랍연맹 회원국들의 지지를 받고 있다고 말합니다.

루시디씨는 유엔이든 지역 기구 등 어떤 조직이 성공하려면 당연히 각국 정부의 정치적 의지가 반영돼야 한다면서 지금까지 도입된 개혁 조처들은 모든 아랍국가의 지지를 받고 있다고 말합니다. 루시디씨는 현재 이들 개혁 조처들이 시행되고 있다면서 이미 성공 가능성이 엿보인다고 말합니다.

일부 분석가들은 중동지역 국가들은 대부분 비민주적 상태에 있기 때문에 이런 조처들은 미국과 유럽의 민주화 압력에 대처하려는 시도일 수 있다고 우려합니다.

인터넷 출판물인 <중동 모니터>의 편집자인 게리 갬빌씨는 1990년대에 라틴아메리카 국가들 대다수가 민주주의를 채택했을 때 미주기구가 그 이행을 감시했던 것처럼 지역기구들이 아랍의 민주주의를 뒷받침할 수 있을 것이라고 말합니다.

갬빌씨는 일단 이집트와 요르단, 심지어 사우디 아라비아까지 개혁의 길로 들어선다면 아랍연맹은 이 문제에 대해 좀더 강력히 행동에 나서거나 아니면 최소한 개혁의 필요성을 강조하는 결의안을 통과시킬 것이라면서 그러나 아직 그런 단계에까지 가지는 않았다고 말합니다.

갬빌씨는 자국의 주권을 아랍연맹의 집단적 의사결정에 맡기려 할 나라는 하나도 없을 것이라면서, 민주주의가 없는 상태에서 아랍연맹은 유럽연합과 같은 완전히 통합된 범 아랍 조직이 될 수 없었다고 말합니다.

일부 전문가들은 아랍연맹이 유럽연합과 같은 통합을 이룰 수 없었던 것은 민족주의적 군주국들과 전통적 군주국들 사이의 역사적 분열 때문이라고 지적합니다. 샌프란시스코대학교의 정치학 교수인 스티븐 주네스씨는 효과적인 지역기구라면 회원국들의 이해에 더 잘 부합할 것이라고 말합니다.

주네스씨는 아랍연맹이나 일부 다른 범 아랍연합이 아랍인들의 이익을 옹호하지 못했기 때문에 급진적인 이슬람 운동이 일어날 수 있었다면서 이는 당연히 오늘날 아랍 민족국가들에게 가장 큰 위협으로 부상했다고 말합니다. 주네스씨는 이들 민족국가들은 현재 아랍연맹을 강화해 지역을 위해 좀더 역할을 할 수 있는 조직으로 만들지 못한 데 대한 대가를 여러 방식으로 치르고 있다고 지적합니다.

일부 전문가들은 아랍연맹은 국제회의에서 아랍의 이익을 대변하는외에 지역분쟁이나 경제 및 개발 문제 등 다른 분야에서도 역할을 수행할 수 있다고 말합니다. 아랍연맹은 이런 지적에 대해 현재 이들 분야 모두에서 활동을 하고 있으며 진전을 보고 있다고 말합니다.

아랍연맹의 개혁이 얼마나 효과적일지는 두고 봐야 할 일입니다. 일부 전문가들은 투표제도 변경만으로도 아랍연맹은 좀더 효과적이 될 수 있다고 말합니다. 하지만 비판론자들은 아랍연맹이 오는 3월로 예정된 차기 정상회의를 서부 다르푸르 지역의 대학살을 지원한 혐의로 비난을 사고 있는 수단에서 열기로 한 점을 들어 의구심을 제기하고 있습니다.

INTRO: The Arab League, long regarded as an ineffective organization, began talks this past week to reform its 60-year-old institutions and rewrite its charter. In this Focus report written by Aida Akl [A-kel], V-O-A's Bob Doughty looks at this body and its relevance in a part of the world that remains largely undemocratic.

TEXT: Meeting at the Arab League headquarters in Cairo, Egypt, on December 29th, delegates representing all 22 members began discussing a 13-point reform program approved at last year's summit in Tunisia. High on their agenda was the need to change the Arab League's voting system from one that requires unanimity to a two-thirds majority.

Historically, the unanimity policy has prevented the Arab League from passing resolutions to deal with security issues, mediation efforts, sovereignty and attacks on Arab states, such as Iraq's invasion of Kuwait in 1990.

The charter of the Arab League, established by seven states in 1945 to ensure a better future for all Arab countries, forbids any member country from using force against another member.

Following the invasion of Kuwait by Iraq, a founding member of the Arab League, many critics questioned the relevancy of the Arab League. Its former Ambassador to the United Nations, Clovis Maksoud, resigned in protest.

"We did not have in the Arab League Secretariat what you might call a preventive diplomacy operation. As a result of that, there was no way of handling it [i.e., the invasion of Kuwait] except through the summit. And the summit was divided. As a result of the division, I resigned."

TEXT: Two Arab summits that preceded the invasion in May and August of 1990 failed to resolve the dispute over oil between Iraq and Kuwait.

Ala'a Rushdie [aah-LAAH ROOSH-dee], the Spokesman for the Arab League Secretary General in Cairo admits that the organization, which celebrated its 60th anniversary last March, has made mistakes. But he says it is also learning from them.

"There is no doubt that there were shortcomings in the work of the Arab League. However, that does not mean that it should be shut down. If we look at things from this perspective, then we can very well say the U-N- - and there were successes for the U-N; there were shortcomings for the U-N - - [should also be shut down]. But instead, I think everybody is now talking about reform within the U-N. And exactly the same is happening here at the Arab League."

Other issues under discussion include financial problems that left the Arab League with a shortfall of $100 million last year because of delinquent member contributions.

Mr. Rushdie says the reforms under way have the support of Arab League member governments.

"The issue of the success of any organization, whether the U-N or the regionals [i.e., regional organizations], is of course a reflection of political will on the part of the governments. So far, I can say that the reforms that have been introduced are getting support from all the Arab governments. They're being implemented. We can see maybe some basis of success."

TEXT: Because most governments in the Middle East remain undemocratic, some analysts worry that these reforms may only be an attempt to address American and European pressure for democratization.

But Gary Gambill, Editor of the online publication The Middle East Monitor, says regional bodies can support democracy the way the Organization of American States did in the 1990s, when it took on an enforcement role to safeguard democracy once it was adopted by a majority of Latin-American countries.

"I think that once countries like Egypt, Jordan, maybe even Saudi Arabia, embark on a path toward reform, you might see the Arab League acting more forcefully on the issue, or at least passing resolutions that underscore the need for reform. But certainly we're not there yet."

TEXT: Mr. Gambill says no Arab state would be willing to cede its sovereignty to collective decisions made by the Arab League. He argues that, in the absence of democracy, the Arab League has been unable to become a fully integrated pan-Arab organization like the European Union.

Some area experts attribute the Arab League's inability to achieve similar integration to historical divisions between nationalists and traditional monarchies.

San Francisco University Professor of Politics, Stephen Zunes [ZOO-ness] says an effective regional organization will better serve the interests of the member countries.

"Indeed, it's the failure of the Arab League or some other pan-Arab association to assert the interest of the people in that part of the world that led, in part, to the rise of radical Islamist movements. And, of course, these have emerged as the greatest threat to the Arab nation-states today. So I think, in many ways, these nation-states are paying the price for not strengthening the Arab League, and not making it a more relevant regional body."

TEXT: In addition to representing Arab interests on the global forum, some experts say the Arab League can be relevant in other areas, including tackling regional disputes, economic problems and development issues.

The Arab League says it is working on all of these levels and making progress.

It envisions a common Arab market similar to the European market, and counts among its victories a successful conference held recently in Cairo to reconcile Iraqi factions, and the inauguration of the Provisional Arab Parliament in December.

TEXT: How effective these reforms will be remains to be seen.

Some experts say changing the voting mechanism will make the Arab League more effective.
But critics are more skeptical, pointing out that the organization chose Sudan, a country accused of supporting genocide in the western Darfur region, as venue for its next summit in March.
