“이란 핵 문제 유엔 회부 필요성 보다 분명해 지고 있어” – 라이스 美 국무장관 (영문기사 첨부)


미국의 콘돌리자 라이스 국무장관은 이란 핵문제를 유엔 안전 보장 이사회에 회부해야 한다는 국제적 공감대가 형성되고 있다고 말했습니다.

라이스 국무장관은 5일, 구체적인 일정은 제시하지 않고 그러나 유엔 회부의 필요성이 보다 분명해지고 있다고 말했습니다.

이란이 핵무기를 추구하고 있다고 주장하고 있는 미국은 이란 핵개발 포기를 위한 유럽측의 설득 노력이 실패로 돌아간다면, 대 이란 제재조치와 관련해 유엔 안전 보장 위원회에 이문제를 회부해야 한다는 태도를 줄곳 견지해왔습니다.

라이스 장관은 이날 국무부 출입 기자단과의 조찬 간담회에서 유엔 회부는 단순히 헛된 위협 또는 무력을 과시하는 것이 아니라면서 미국주도의 외교는, 이른바 [적절한 시기, 우리가 선택하는 시기]에 그러한 행동을 하기 위한 공감대가 형성되어 있다고 말했습니다.

라이스 장관은 이란이 핵확산위험을 고조시키지 않는 민간용 핵 시설을 준비하고 있는것인지 아닌지 여하간에 국제사회는 이란의 결정을 보기 원한다고 생각한다고 말했습니다.

라이스 장관은 이어 이란이 민간용 핵시설을 준비하고 있는게 아니라는 점이 분명해 지면 다른 후속 행동에 대한 매우 강력한 공감대가 형성될 것이라면서 현재 점점 더 분명해지고 있다고 강조했습니다.

라이스 장관은, 유엔 안전 보장 이사회내의 외교적 노력이 지치지 않기를 바랬다고 말했습니다. 그러나 영국과 프랑스 독일등 유럽 3국이 제시한 핵 이니시어티브에 대해 이란측의 반응을 얻지못하고, 러시아에 의한 중립적 노력도 수포로 돌아감에 따라 이란 정부는 스스로 고립을 더욱 심화시키고 있다고 지적했습니다.

라이스 장관은 이스라엘에 대한 위협,또 이란의 핵기술은 결코 신뢰받을 수 없다고 국민들을 상기시키려는 의도가 있는 것 같은 마흐무드 아흐마디네자드 이란 대통령의 최근 성명등으로 그러한 과정이 더욱 가속화되어왔다고 말했습니다.

라이스 장관은, 테헤란의 현 지도부와 이란 국민간에는 괴리감이 있다면서, 미국이 이란 국민들과 교감할 수 있는 방안이 있기를 희망한다고 말했습니다.

라이스 장관은 이란 국민이 고립되기를 바라는 사람은 아무도 없다면서, 축구와 음악, 교육 등을 예로 들면서 만일 이란 국민을 더 많이 포용할 수 있고 그들에게 다가갈 수 있는 더 좋은 방안이 있다면 기꺼이 검토할 것이라고 말했습니다.

라이스 장관은 또 이란 국민들은 어쩌다 국제적 체계와의 협력보다는 대치를 선택한 지도부를 가진 것 뿐이라고 강조했습니다.

미국과 이란은 지난 1979년 이란의 급진 과격 대학생들이 이란 주재 미국 대사관을 점거하고, 미국 외교관들을 일년여간 인질로 억류했던 이란 회교 혁명이 발생한 이래 외교 관계를 맺고 있지 않습니다.

INTRO: Secretary of State Condoleezza Rice said Thursday an international consensus is growing for referring the issue of Iran's nuclear program to the U.N. Security Council. She gave no time-line but said the need for such action is becoming clearer. VOA's David Gollust reports from the State Department.


TEXT: The United States, which maintains that Iran is seeking nuclear weapons, has long held out the prospect of a Security Council referral for possible sanctions if European efforts to persuade Iran to give up its nuclear ambitions fail.

In a breakfast talk with State Department reporters, Ms. Rice said a referral is not just an idle threat or saber rattling, and that U.S.-led diplomacy has produced a consensus for such action, in her words, at the right time, at the time of our choosing:

"I think that what you're seeing is that people want the Iranians to decide whether or not they're prepared to live with a civil-nuclear structure that does not raise proliferation risks, or not. And when it is clear, as it is becoming clear, that they are not prepared to do that, I think you'll have a very strong consensus behind a different course of action."

Ms. Rice said she hoped diplomatic efforts short of action in the Security Council are not exhausted. However, she said that by failing to be responsive to nuclear initiatives by the E.U.-Three, Britain, France and Germany, and an alternate effort by Moscow, the Tehran government is increasing its own isolation.

She said that process has been accelerated by threats against Israel and other recent statements by Iranian President Mahmoud Ahmadinejad, who she said has seemed intent on reminding people why Iran never could be trusted with nuclear technology.

Ms. Rice drew a distinction between the current leadership in Tehran and the Iranian people, and said she wished there were ways by which the United States could interact with Iranians:

"Nobody wants to isolate the Iranian people. If there were ways to better engage and reach out to the Iranian people, I would love to see them. You know, soccer matches and musicians and university students and all of those things, because this is a great civilization and these are a great people. They happen to have a leadership that seems at this point to have chosen confrontation rather than cooperation with the international system."

The United States and Iran have not had diplomatic relations since Iran's Islamic revolution in 1979, when student militants invaded the U.S. embassy and held U.S. diplomats hostage for more than a year.

The two countries have had occasional political contacts but cultural exchanges have been minimal. (Signed)
