고이즈미 일본 총리, 이웃 국가들과 관계 개선 다짐 (영문기사 첨부)

아키히토 일왕은 새 해 첫날, 도쿄 황궁에서 유리창이 닫혀져 있는 발코니에 일곱 차례 나와서 국민들에게 손을 흔들며 새해를 축하했습니다. 아키히토 일왕은 이보다 앞서 신년 메시지를 발표했습니다.


아키히토 일왕은 새해를 맞아 일본 국민들의 행복과 전세계의 평화를 기원한다고 말했습니다. 2005년 12월 31일에 발표된 일왕의 메시지는 제2차 세계대전때 희생된 수 백만 명의 영령에 대한 위로를 표명했습니다.

일왕의 이번 신년 메시지는 일본 왕실 역사상 처음으로 세계대전의 외국인 희생자들에 대해 처음으로 공식 위로를 표명했습니다.

한편, 고이즈미 준이치로 일본 총리는 신년 메시지에서 일본의 이웃 나라들과의 관계를 개선하겠다고 다짐했습니다. 고이즈미 총리는 특히 가까운 이웃 나라들과 일본의 우호관계를 증진시켜 나갈 것이라고 말했습니다.

아키히토 일왕의 세계대전 외국인 희생자 언급과 고이즈미 총리의 이웃 나라들과의 관계개선 다짐은 한국과 중국의 대일본 관계가 최하의 수준으로 내려가 있는 상황을 감안한 것으로 풀이됩니다.

그러나 중국 당국은 일본 당국이 1년 반 전에 상하이 주재 일본 영사관 직원의 자살을 중국 스파이와 연관된 것처럼 시사함으로써 중국의 이미지를 손상시키려 한다고 비난했습니다.

중국 외교부의 진강 대변인은 지난 달 29일, 정례 뉴스 브리핑에서 일본이 자국 영사관 직원 자살사건을 1년반뒤에 다시 문제삼으면서 이미 매듭지어진 사건에 중국 관리를 연관시키려 하는데는 다른 속셈이 있는 것이라고 주장했습니다.

일본과 중국의 관계악화에는 이 밖에도 다른 요인들이 있습니다. 중국은 일본이 세계대전 기간과 그 이전에 일본이 중국인들에 대해 저지를 파괴적인 행위에 대한 반성의 뜻을 표명하려 하지 않는 것과 동중국해의 중국명 댜오위다오, 일본명 센카쿠 열도 영유권 분쟁 등이 그것입니다.

또한 한국의 반기문 외교통상부 장관도 지난 달, 일본 지도자들에게 일본의 아시아인들에 대한 과거 역사에 관한 인식을 바로잡을 것과 2차 세계대전중 일본이 아시아에서 자행한 잔혹행위를 인정할 것을 촉구했습니다.

반기문 장관은 일본의 과거사 인식 문제와 독도 문제로 한국과 일본간 관계가 긴장상태에 있음을 유감으로 여긴다면서 이같이 촉구했습니다.

TEXT: Emperor Akihito, along with other members of the imperial family, made seven appearances on Monday behind a glass-covered balcony, to greet more than 50-thousand well wishers at his Tokyo palace.

The emperor expresses his wish for the happiness of the Japanese people in the New Year, as well as peace for the world.

In a New Year's statement released on Sunday, the emperor remembered the millions of people who died in the Second World War. He made special mention of the non-Japanese who died - the first time a Japanese monarch has paid such a public honor to foreigners who died in the fighting.

Prime Minister Junichiro Koizumi, in his written New Year's message, vowed to improve relations with Japan's neighbors.

Mr. Koizumi said he would advance friendly relations with other nations, including neighboring countries.

The emperor's reference to the foreign war casualties and the prime minister's comment on regional ties come as Japan's relationships with China and South Korea are at a low point.

Beijing on Saturday accused Tokyo of smearing China's image after Japan suggested that Chinese spies drove a diplomat at the Japanese consulate in Shanghai to kill himself last year.

This latest incident follows other spats between Japan and China. They include territorial disputes and Chinese anger over Japan's perceived unwillingness to demonstrate remorse for the destruction it caused in China before and during World War Two.

South Korean Foreign Minister Ban Ki-moon last month called on Japan's political leaders to correct their understanding of history and face up to the country's atrocities committed during the early 20th century. He called it regrettable that relations between Seoul and Tokyo are strained by historical and territorial disputes. (Signed)
