부쉬 미국 대통령, “비밀도청 계속 허용할 것” (영문기사 첨부)


죠지 부쉬 미국 대통령은 미국 국내와 다른 나라들에서 사람들의 전화통화와 이-메일을 일부 비밀도청하도록 허용한 자신의 결정은 정당한 것이라고 말했습니다.

부쉬 대통령은 정부가 법원의 영장없이 도청한 것은 대통령과 군최고사령관으로서 국가를 보호하기 위한 권한을 갖고 있기 때문에 합법적이라고 밝히면서 이같이 말하고 테러리즘과 싸우는데 있어서 필요하다면 비밀도청을 계속할 것이라고 강조했습니다.

부쉬 대통령은 19일 기자회견에서 미국 정부당국의 비밀도청 사실이 지난 주 뉴욕 타임스 신문에 보도된 것과 관련해 이같이 피력했습니다. 부쉬 대통령은 그러나 대통령의 권한이 확인되지 않는 것은 아니라면서 행정부는 항상 의회에 설명하고 있다고 밝혔습니다.

부쉬 대통령은 또 비밀도청은 국제 테러리스트 조직 알-카이다 또는 그 관련조직들에 연계된 것으로 알려진 사람들만을 대상으로 하는 것이라고 강조했습니다. 부쉬 대통령은 그러나 전쟁의 시기에 누군가 그러한 비밀시책을 밝히는 것은 부끄러운 행위라고 지적했습니다.

한편, 미국 상원의 민주당 소속 의원들은 부쉬 대통령에게 미 국내외에서 비밀도청을 할 수 있는 권한이 있는지에 대해 의문을 제기했습니다.

칼 레빈 의원은 미국의 헌법이나 현존하는 법규에서 부쉬 대통령에게 법원의 감독없이 미국 시민들에 대한 비밀도청을 허용하는 권한이 있다는 것을 찾아볼 수 없다고 지적했습니다.

레빈 의원은 부쉬 대통령의 비밀도청 정당화 주장은 미국 시민의 사적인 자유를 보호하는 권리장전에 위배되는 것이라면서 이같이 지적했습니다.

또한 민주당의 러셀 파인골드 의원과 잭 리드 의원도 부쉬 대통령의 비밀도청 허용을 비난하고 이 문제의 합법성 여부를 조사해야 한다고 촉구했습니다. 파인골드 의원은 또 테러와의 전쟁에서 자신이 유일한 결정권자라고 생각하는 대통령은 의회가 용인할 수 없다고 강조했습니다.

President Bush has defended his decision to authorize the secret monitoring of some telephone calls and e-mail between people in the United States and other countries.

He said he will continue approving the program as long as needed to fight terrorism. He said the surveillance was legal, despite the lack of court warrants required for most U.S. wiretapping, because as president and commander-in-chief he has the constitutional authority to protect the country.

The president faced a number of questions at a news conference today (Monday) on the program, revealed last week in the New York Times.

He stressed that the surveillance program is limited to those known to have ties to al-Qaida or its associates. Mr. Bush said his power is not unchecked, and that his administration briefs Congress "all the time." He said it was a shameful act for someone to disclose the program in a time of war.

The Republican chairman of the Senate Judiciary Committee Arlen Specter has called for a congressional hearing on whether the domestic spying violates the U.S. constitution.

Mr. Bush also defended his Iraq policy and called for the renewal of the Patriot Act, which expands the government's search and surveillance powers.

But, Three high-ranking Democratic senators have questioned whether President Bush has the legal authority to secretly monitor telephone calls and e-mail between people in the United States and other countries.

Senator Carl Levin says he cannot find anything in existing laws or the U.S. constitution that gives Mr. Bush the authority to approve wiretapping of U.S. citizens in America without court oversight.

He says Mr. Bush's arguments go against the Bill of Rights that protects the privacy of Americans.

Mr. Levin accused Mr. Bush of "taking the law into his own hands" and with Senators Russ Feingold and Jack Reed, called for the matter to be investigated.

Mr. Feingold stressed that the current laws allow authorities to seek court approval for the intercepts after surveillance has already been carried out in urgent cases.

He added that Congress will not tolerate a president who thinks he is the sole decision maker in the war on terror.
