The U.S. House of Representatives has endorsed a measure forbidding cruel and inhumane treatment of prisoners in U.S. custody.
The House voted 308 to 122 Wednesday to instruct members working on a final version of a defense spending bill to accept an amendment by Republican Senator John McCain barring torture.
The U.S. Senate approved the amendment in October.
The Bush administration opposes the amendment, saying it could limit the president's ability to stop a terrorist attack.
The House vote came after a meeting between Senator McCain and President Bush's national security adviser, Stephen Hadley, produced no compromise.
The administration has been buffeted by revelations of prisoner abuse by U.S. soldiers at Iraq's Abu Ghraib prison and harsh interrogations at U.S. facilities in Afghanistan and Guantanamo Bay, Cuba.
