수천명의 반세계화 운동가들 과격 폭력 시위 벌이는 가운데 WTO 개막 (영문기사 첨부)


세계무역기구, WTO 각료회의가 관세장벽의 철폐와 수백만명의 사람들을 기아로부터 구해내는 것을 목적으로, 149개 회원국 대표들이 참석한 가운데 13일 홍콩에서 개막되었습니다.

이번 회담은 전세계에서 몰려든 수천명의 반세계화 운동가들이 홍콩 시내 거리 곳곳에서 시위를 벌이는 가운데 진행되고 있습니다. 좀더 자세한 소식전해드립니다.

이번 회의는 협상에 많은 이견이 있는 것은 사실이지만, 협상 타결의 희망이 있다는 파스칼 라미 WTO 사무총장의 개막연설로 시작되었습니다.

시위자들의 반대 구호 소리가 들리는 가운데 라미 사무총장은 회원국들이 이번 협상에서 어떤 성과를 거둘 수 있을 것이라고 낙관적인 견해를 피력했습니다.

그러나 협상에 관해 일부 난관이 제거되어야 하겠지만, 유명한 중국 속담에 호랑이 굴에 들어가지 않으면 어떻게 호랑이를 잡을 수 있느냐는 말이 있듯이, 범에 굴에 들어가야 범 새끼를 잡을 수 있는 것이라고 라미 총장은 말합니다.

회원국들은 부유국들은 우선 개발도상국들이 산업제품과 서비스에 자국 시장을 개방하기를 원하고 있는 반면에 가난한 나라들은 부유한 나라들이 농업 교역을 자유화해야 한다는 주장을 둘러싸고 교착상태에 빠져 있습니다.

한편 많은 반 세계화 운동가들이 회의장 밖에서 “WTO꺼져버려라!”는 등의 구호를 외치며 시위를 벌이는 가운데, 일부는 시위자들은 경찰의 저지선을 뚫고 회의장에 진입하려고 시도하기도 했습니다.

그럼 이번에는WTO 회의 첫날, 반대 운동가들의 주도로 축제 분위기속에 시작된 WTO 반대 시가 행진이 시위대들이 시위 장소로 정해진 곳에 도착하면서 폭력적으로 변질됐다는 소식을 현장에 나가있는 미국의 소리 특파원이 보내온 보도로 전해드립니다.

시위자들이 WTO 회의장과 가까운 시위장소에서 경찰과 충돌하며 고함과 구호를 외치고 있습니다.

이번주 WTO 각료 회의를 위해 지난 수개월을 준비해온 홍콩 경찰은 플라스틱 방탄와 최루탄을 사용하며 수많은 과격 시위자들과 대치했습니다.

홍콩 시내를 통과하는 평화적 시위 행진이 폭력으로 비화된 것은 13일 오후 늦게였습니다. 시위자 수십명이 WTO에 반대하는 그들의 불만을 극적으로 표출하기 위해 주황색 구명 조끼를 입고 홍콩의 항구로 뛰어들었습니다.

물속에 뛰어든 시위자들은 자국시장의 쌀개방 움직임에 과격히 반대해온 것으로 알려진 한국의 농민들이 분명해보입니다. 그들중 한명은 열지어 있던 경찰 선박들로 헤엄쳐 다가와 태극기를 흔들어댔습니다.

다른 수많은 시위자들은 플라스틱 방탄 너머로 대열을 이뤄 최루탄을 발사하는 경찰과 격렬히 충돌했습니다.

룽 쿠옥 헝 홍콩 국회 의원도 이날 시위에 가담해 최루탄 세례를 받았습니다.

이같은 충돌은 수천명의 각국 대표들이 일주일간의 일정으로 세계 무역 개방화에 관한 합의를 도출하기 위해 회담을 벌이고 있는 회의장으로부터 0.5킬로미터 떨어진 곳에서 발생했습니다.

13일 하루 대부분을 시위자들은 평화적 시위와 무역 개방에 반대하는 여러 행사들을 벌였습니다. 홍콩WTO 반대 운동가들이 뮤지컬 공연을 벌이고 있습니다.

대부분의 시위 단체들은 농어민과 노동자, 이민자, 또 무역 개방이 자신들의 삶에 역효과를 가져올 것이라고 말하는 이들을 대표해 아시아 여러 나라에서 온 단체였습니다.

시위에 참가한 이 여성은 자신들은 이 WTO회의가 제대로 준비되지 않았으며 제 3국들의 이익을 보호해줄 것으로 생각하지 않는다고 말합니다.

이 남성은 어민들은 WTO의 규정과 법규로는 채산성을 맞출수가 없게 된다면서 이러한 일이 벌어진다면 어민들의 생계는 위협을 받을 것이라고 말합니다.

앞서 이날 오전에는 아시아 여러 나라에서 온 어민들이 회의장 정면에 있는 항구에서 선박들에 올라가 시위를 벌였습니다.

그들가운데 여러명도 물속에 뛰어들었지만 이들의 시위는 평화적으로 끝났습니다. 시위는 이제 WTO 회의의 익숙한 장면이 되고 있으며,많은 경우 과격한 폭력 행위가 벌어지고 있습니다.

An anti-WTO march that began in a festive atmosphere turned hostile (Tuesday) as the protesters reached their designated demonstration area. As Claudia Blume reports from Hong Kong, activists had earlier said they wanted to derail the trade talks being held this week.

Protesters shout as they scuffle with police at a demonstration site close to Hong Kong's Convention Center. Hong Kong police, who have prepared for months for this week's World Trade Organization convention, faced down the several dozen militant demonstrators with plastic shields and pepper spray.

What began as a peaceful march through the streets of Hong Kong turned hostile late Tuesday afternoon. Several dozen activists put on orange life vests and jumped into Hong Kong's harbor to dramatize their grievances against the WTO.

The protesters in the water appeared to be South Korean farmers, who are known for their militant protests against the liberalization of the rice trade in their country. One man swam up to a row of police boats and defiantly waved a South Korean flag at them.

Several dozen other protesters scuffled with police, who formed a line and sprayed pepper foam at the demonstrators over the tops of their plastic shields.
A Hong Kong legislator, Leung Kwok-hung, had joined the protesters and received pepper spray in his eyes.
The scuffles took place about half a kilometer from the Convention Center, where thousands of trade negotiators are meeting throughout the week to hammer out agreements on the liberalization of world trade.

For most of the day, the activists had conducted peaceful demonstrations and other events to protest trade liberalization.


Hong Kong activists stage on a musical performance. Most of the protest groups were from Asia, representing farmers, fishers, workers, migrants and others who explained how the liberalization of trade negatively affects their lives.


"We believe that this WTO is not properly organized, they are not protecting the interests of the Third World countries."


"Fishermen cannot be marginalized with the rules and regulations of the WTO. If these things happen then fishermen will die."


Earlier in the day, fishermen from different Asian countries staged a protest on boats in the harbor in front of the Convention Center. Several of them also jumped into the water, but their protest ended peacefully.


Protests have become a regular feature of WTO conferences, and in several cases, serious violence has broken out.
