Senior trade officials from around the globe are in Hong Kong (this week) for a key round of World Trade Organization talks, but chances appear to be slipping away for agreement on an issue of vital importance to poor countries.
The continuing dispute centers on farm subsidies -- the payments rich countries give to their farmers to enable them to compete with nations that have lower costs of labor and production. The European Union's trade commissioner (Peter Mandelson) said today (Monday) that his bloc will not be offering any concessions on agriculture at the six-day WTO meeting, which officially begins Tuesday.
Brazil's foreign minister (Celso Amorim), on the other hand, says this week's talks will fail unless Europe promises further substantial cuts in its farm subsidies. The chief American representative at the trade talks (Rob Portman) says European nations and others must support tariff cuts in order to expand global farm trade.
