아세안 지도자들, 버마의 민주화 촉구 - 정치문제 개입 이례적 (영문기사 첨부)


동남아시아 국가연합-아세안 지도자들은, 버마 군사정부에 대해, 민주화 개혁을 가속화하고, 정치범들을 석방하라고 촉구했습니다. 그동안 아세안은 전통적으로 회원국들의 내정에는 간섭하지않는다는 정책을 고수해왔으나, 이번에 버마정부에 대해서는 이례적으로 이같이 촉구했습니다.

동남아시아 국가연합-아세안의 열개 회원국 지도자들은, 의장명의로 발표한 성명에서, 버마 군사정부의 민주화 청사진을 주목하긴 했으나, 버마정부는 민주화 과정을 더욱 가속화 해야한다고 말했습니다. 아세안 의장직을 맡고있는 말레이시아의 압둘라 바다위 총리는, 버마정부가 아세안의 요청을 받아들여, 버마의 개혁과정을 점검하기위해 시에드 하미드 알바 말레이시아 외무장관이 버마를 방문하도록 수락했다고 말했습니다.

압둘라 총리는, 버마정부가 진전상황을 알려왔으며, 또한, 아세안의 상임위원회 위원장인 시에드 하미드 씨의 방문을 환영한다는 뜻을 전해왔다고 말했습니다. 시에드 하미드 말레이시아 외무장관은, 아세안 지도자들이 버마문제에 관해 솔직한 논의를 가졌고, 버마의 민주화 과정에서 어떤 실질적인 진전이 있어야한다는데 모두 인식을 같이 했다고 , 기자들에게 말했습니다.

그러나 비판자들은, 여러 독자적인 정치인들이 이번 제헌 회의에 참가하지 못하고있다고 말하면서, 이번 회의는 버마 군사정부의 정권유지를 합법화하기위한 수단에 불과하다고 말하고있습니다. 버마 정부는, 비판자들의 반대는 단지 일을 지연시켰을 뿐이라고 반박했습니다.

인권단체들은, 천명이상의 정치범들이 버마당국에 의해 수감돼있다고 말하고있습니다. 이 가운데는 친 민주단체인 민족민주동맹 소속 반정부 인사 백명과 이들의 지도자인 아웅산 수지 여사가 포함돼있습니다. 아웅산 수지 여사는 지난 10여년동안 대부분 가택연금 상태에 처해져왔습니다.

INTRO: Southeast Asian leaders have urged Burma to speed democratic reforms and release political prisoners. Breaking with their traditional policy of non-interference in each other's internal affairs, the 10 leaders of the Association of Southeast Asian Nations issued the statement at a summit in Malaysia. Correspondent Scott Bobb reports from Kuala Lumpur.

TEXT: In the chairman's statement, the ASEAN leaders said they took note of the Burmese military government's road map to democracy, but urged Rangoon to expedite the process. The summit chairman, Malaysian Prime Minister Abdullah Badawi, also said Burma had accepted a request by ASEAN and invited Malaysian Foreign Minister Syed Hamid Albar to review progress on reform.

Foreign Minister Syed Hamid told reporters the discussion on Burma had been frank and the ASEAN leaders were very clear there must be some tangible movement toward democracy in Burma, or Myanmar.

Burma's military government announced a road map to democracy two-years ago and last week re-opened a constitutional convention that is the first step in the process. But critics say many independent politicians have been excluded from the convention, and say it is meant mainly to legitimize the military's hold on power. The Burmese government says objections by its critics have only slowed the process. In addition, human-rights organizations say more than one-thousand political prisoners are being held in Burma. These include 100 leaders of the pro-democracy National League for Democracy and its leader, Aung San Suu Kyi who has spent most of the past decade under house arrest. (SIGNED)
