최초의 동 아시아 정상 회의를 위해 16개국 대표들이 오는 14일 말레이시아 수도, 콸라룸푸르에 모입니다. 동 아시아 정상 회의는, 동남 아시아 국가 연합, 아세안의 10개 회원국과 남 아시아 및 동 아시아, 그리고 이제 남 태평양의 대국들이 한자리에 모이는 것입니다. 이 회의는, 자체의 지역 역할을 정의하려는 아세안의 노력을 강조하는 것입니다. 그러나, 분석가들은 아세안의 전반적인 목적을 의문시하고 있습니다. 이에 관한 미국의 소리 자카르타 특파원의 배경 보도입니다.

아세안 10개국의 총 인구수는 5억여명입니다. 이들 아세안 회원국은, 도합 23억이 넘는 인구를 가진 두 이웃 대국, 중국과 인도의 증대일로에 있는 경제력을 상대할수있는 방안들을 찾고 있습니다. 아세안의 옹 켕 용 사무 총장은, 동 아시아 정상 회의에서 아세안이 그 이웃 국가들과 상대할수있는 방안들이 탐색될것이라고 말합니다.

“지금은 아시아 성장기입니다. 아시아 국가들이 서로 어떻게 상대하고있는 가? 또 우리가 서로간에 보다 더 예측가능하고 안정된 상대 방식을 어떻게 만들어낼 것인가? 등이 논의될 것입니다.”

히로씨는 아세안이 어떤 한 나라와 지나치게 밀접한 것으로 보이길 원치않고 모든 나라에 우호적인 것으로 보이길 원한다고 지적합니다.

“저는 그것이 아주 전략적인 것으로 봅니다. 비록 아세안은 경제적인 능력이나 안보 능력같은 유형의 힘은 갖고있지않으나, 외부 강대국들 각자와 좋은 관계를 유지함으로써 역내에서 모종의 영향력을 계속 행사할수있을 것입니다. 아세안은 이미 미국과 좋은 관계를 갖고있습니다. 따라서 미국없이 무엇을 한다는 것은 또한 아세안에게는 대단히 전략적인 행동입니다.”

동 아시아 정상 회의에 호주가 포함된데 대해 동남 아시아의 적어도 한 걸출한 국가로부터 비판이 쏟아지고 있으며, 이는, 일부 분석가로 하여금 이 정상 회의의 목적이 무엇인가를 의문시하도록 만들고 있습니다. 말레이시아의 마하티르 모하메드 전 총리는 원래, 아시아 국가들이 스스로 한데 모여 문제들을 논의하고 정책들을 성안할 수도 있는 미국 주도의 포럼에 대한 평형추로 지난 1991년 이 정상 회의를 구상했습니다.

일부 분석가들은, 아시아인들과, 호주 및 뉴질랜드의 서구인들 사이에는 세계관에서 차이가 있음을 지적하고, 따라서 동 아시아 정상 회의가 어떠한 목적에 기여할 것인지를 알기는 어렵다고 말하고 있습니다. 호주 관계관들은 동 아시아 정상 회의를 유럽 연합과 북미 자유 무역 협정에 경쟁할수있는 미래의 “아시아 자유 무역 공동체”의 핵심 토대가 될수도있을 것으로 본다고 말하고 있습니다. 브로드푸트씨는 이 지역 국가들이 새로운 집단들을 형성하고 케케묵은 냉전 사고 대신에 현대의 현실에 토대를 둔 관계를 재정립하려 모색하고있다고 말합니다.

“현재 목격되고 있는 현상은 어떤 형태의 관계가 가장 편안한지를 시험해보고 있는 일단의 국가들이 하나로 결집하는 것입니다. 제 생각으로는, 향후 10년에 걸쳐 전혀 새로운 국가들의 집합체들이 대거 등장할 것으로 봅니다. 또는, 아세안과 같은 기존 집합체가 종전과는 완전히 다르게 재정의될 것입니다."

아세안은 브루네이와 버마, 캠보디아, 인도네시아, 라오스, 말레이시아, 필리핀, 싱가포르, 태국, 그리고 베트남으로 구성돼 있습니다. 최초의 동 아시아 정상 회의에는 중국과 일본, 한국, 호주, 뉴질랜드 그리고 인도가 이들 아세안 국가들과 동석할 것입니다.

Representatives of 16 nations will gather in the Malaysian capital on December 14 for the first meeting of the East Asian Summit. The event brings the 10 countries of the Association of Southeast Asian Nations together with the giants of South Asia, East Asia and now the South Pacific. It underscores ASEAN's efforts to define its regional role, but analysts have questioned the overall purpose of the group.

The 10 ASEAN nations have a combined population of more than 500 million. They are searching for ways to deal with the growing economic power of their larger neighbors, two of whom alone, China and India, hold more than 2.3 billion people.

Ong Keng Yong, the ASEAN secretary general, says the East Asian summit will explore ways ASEAN can engage with its neighbors.

"This is the Asia growth period. How do the Asian countries engage each other? How do we organize a more predictable and stable way of engaging with each other?" he said.

Analysts say ASEAN's purpose goes beyond simple engagement, however. They see the mostly small Southeast Asian nations, with their relatively limited economic and military strength, searching for their proper role amid the likes of China, India, Japan, Australia and the United States.

Hiro Katsumata, an expert on ASEAN at the Institute of Defense and Strategic Studies in Singapore, says ASEAN will use the summit to try to define that role.

"The whole notion, the idea of this East Asian Summit, at least for ASEAN, the main purpose is to balance its interest, ASEAN's interest, regarding the external powers such as China, India, Japan, and so on," he explained.

Mr. Hiro says ASEAN does not want to be seen as too close to any country, but friendly to all.

"I think it's very strategic," he added. "Although ASEAN does not have any material power such as economic or security capabilities, but by maintaining good relations with each of the external powers, ASEAN will continue to exercise a certain influence over the region. ASEAN has already a good relationship with the U.S. So to do something without the U.S. is also a very, very strategic act for ASEAN."

The inclusion of Australia in the summit has prompted criticism from at least one prominent Southeast Asian, and has led some analysts to question what the summit's purpose is.

Former Malaysian Prime Minister Mahathir Mohamad originally conceived the summit in 1991 as a counterweight to U.S.-dominated forums - a place where Asians could get together by themselves to discuss problems and formulate policies.

On Wednesday, Mr. Mahathir lashed out at Australia's participation, calling the country "the deputy sheriff for America," and saying Canberra's views could well outweigh those of the smaller Southeast Asian nations.

However, Robert Broadfoot, of the Hong Kong-based firm Political and Economic Risk Consultancy, says Japan pushed for both Australia's and India's involvement, as a counterweight to the growing might of China.

"Now what it's trying to do in this meeting is stand up more to China, so that China doesn't drive the agenda of the group," said Mr. Broadfoot. "ASEAN's not going to drive the agenda, but it doesn't want China to drive the agenda. And because Japan is in somewhat weaker position because of legacy issues, it would very much like Australia at the table, and India."

Some analysts have noted the difference in world views between the Asians and the Westerners of Australia and New Zealand, and say it is difficult to see what purpose the summit might serve.

Australian officials themselves have said they see the summit as the possible nucleus of a future Asian free-trade community, to rival the European Union and the North American Free Trade Agreement.

Mr. Broadfoot says countries in the region are searching for new groupings, and realignments of relationships based on modern realities instead of out-dated Cold War considerations.

"What you're seeing now is a gathering of a group of countries that are testing out what types of relationships are they most comfortable with," continued Mr. Broadfoot. "I think over the next 10 years, you're going to get a whole lot of new acronyms coming up, brand new groupings. Or you're going to get old acronyms like ASEAN being completely redefined from what they were before."

ASEAN groups Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam. It will be joined at the summit by China, Japan, South Korea, Australia, New Zealand and India.
