일본, 동중국 해에 자위대 증강키로 - 갈등 심해지는 중국-일본 관계 (영문기사 첨부)


일본정부는 중국과 영유권 갈등을 빚고 있는 동중국해상에 해상 자위대의 정찰 병력을 더욱 증강시킬 방침입니다. 일본의 이같은 움직임으로 이미 악화되어 있는 양국간의 관계는 앞으로 더욱 골이 깊어질 것으로 예상됩니다.

일본 관리들은 2일, 일본 해안 경비대가 해저 가스전을 둘러싸고 중국과 갈등을 빚고 있는 동중국해 주변에 새로운 군함과 군용기를 배치할 준비중임을 확인했습니다. 일본 해안 경비대는 약 2억 5천만 달러의 일년 예산 요청을 승인받을 것으로 예상되고 있습니다. 이 예산은 낙후된 군함과 군용기 교체외에도 21척의 신형 군함과 7대의 전투기 구입에 사용되게 됩니다.

일본 해안 경비대는, 정찰선과 군용기 추가 보유는 현재 마찰을 빚고 있는 가스전 주변에서 이루어지고 있는 중국의 탐사와 군사 활동에 대한 일본의 우려를 반영하는 것이라고 말하고 있습니다. 중국은 최근 몇달간 이지역에 군함을 배치해놓고 있으며, 일본과 미국 정부 관리들은 중국의 군함들이 레이더로 일본의 정찰 활동을 차단하거나 표적으로 삼는 도발적인 행위를 하고 있다고 말하고 있습니다.

미국의 민간 정책 연구소인 헤리티지 재단의 중국 문제 전문가 존 타시크씨는 일본인들은 중국이 미국과 일본간의 동맹관계를 시험하는 수단으로 이용하고 있는 계획적인 도발에 반응하고 있는 것이라고 지적합니다.

타시크씨는 중국이 꽤 공세적 자세를 취하고 있다면서 중국 정부는 이문제에 대해 미국이 어떤 반응을 보일지 , 미국이 개입해 이 경제수역에서 중국을 물리치고 일본을 방어해줄지, 아니면 본정부가 해상 자위대를 먼저 파견해 스스로를 보호하고 그리고 미국은 후방에서 일본을 지원하겠다고 나설지 사태의 추이를 보고 싶어한다고 말했습니다.

타시크씨는 또 중국정부는 이문제가 미-일 동맹간에 긴장을 야기할런지, 실제로 미일간의 동맹에 균열이 생긴다면 그것이야말로 바라던 바라면서 환호할 것이라고 말했습니다. 일본 집권 자민당은 향후 7년간 수십억 달러의 비용이 들여서라도 일본의 해상에서 일본의 군함들을 보호해야 한다고 말하고 있습니다.

중국과 일본간의 최근 긴장은 두나라간의 배타적 경제수역이 겹치고 있는 해상에서 두나라가 각기 천연 자원 탐사작업을 시작하면서 고조되어 왔습니다. 일본은 중국이 국제수역을 무시하고있으며 본의 영역에서 천연자원을 추출하고 있다고 비난하고 있습니다. 두나라간의 관계는 일년전부터 악화되어 왔으며 그중 상당 부분은 일본이 20세기 초 중국을 침략한데 대해 깊이 사과하지 않고 있다고 여기는데 기인하고 있습니다. 고이즈미 준이치로 일본 총리는 일본 전범들을 기리는 야스쿠니 신사를 거듭 방문함으로써 문제를 더욱 악화시키고 있습니다.

INTRO: In a move expected to further worsen already poor relations with China, Tokyo is preparing to significantly boost its defense patrols in disputed areas in the East China Sea. VOA's Steve Herman reports from the Japanese capital.

TEXT: Japanese officials on Friday confirmed that the country's Coast Guard plans to deploy new vessels and aircraft in the East China Sea around a disputed underwater gas field. The Japan Coast Guard is expected to win approval of a one-year budget request of about a quarter of a billion dollars. The money will be spent on 21 new boats and seven new jets, in addition to replacing a number of older ships and aircraft.

The Coast Guard says the extra patrol boats and planes reflect increasing Japanese concern about Chinese exploration and military activities around the contested gas fields. China has dispatched warships to the area in recent months and Japanese and U.S. government officials say the military vessels have acted provocatively by "locking onto" or targeting Japanese patrol planes with radar.

John Tkacik (pron: THA-sihk) is the senior China analyst for the Heritage Foundation, a U.S. based policy research institute. He says the Japanese are responding to deliberate provocations by Beijing meant to test the U.S.-Japan alliance.

The governing Liberal Democratic Party says it wants Japan to spend several billion dollars over the next seven years to protect Japanese ships in the country's waters. Tensions have been rising between China and Japan recently as both countries begin exploiting resources in a maritime region where their exclusive economic zones overlap. Japan has accused China of ignoring international boundaries and extracting resources from the Japanese side.

The relationship between the two countries has been deteriorating for a year, in large part because of what Beijing considers a lack of remorse by Japanese for their brutal aggression in China in the early 20th century. Prime Minister Junichiro Koizumi has exacerbated the issue by repeatedly visiting a shrine where Japanese war criminals are honored. (Signed)
