이란에 대한 유럽연합, EU의 이 같은 경고는 이란이 우라늄 농축 활동 중단을 계속 거부하고 있는데 대한 대책을 마련하기 위해 오스트리아 비인에서 24일 열린 국제원자력기구, IAEA 35개국 이사회 회의 도중에 나왔습니다.
이번 회의의 주요 의제는 이란의 핵문제를 유엔안보리에 회부할 것인 지의 여부를 결정하기 위한 것이었습니다. 미국과 다른 나라들이 이란의 핵무기 개발 계획과 관련해 진짜 핵무기를 제조할 의도로 있는 것이 아닌가 의심하고 있는 가운데 영국 수석 협상 대표인 피터 젠킨스 대사는 이란에게 자체 핵무기 개발 계획을 둘러싸고 EU 대표들과 협상할 더 많은 시간을 주기로 EU가 합의했다고 발표했습니다.
이란은 이 같은 기회의 창이 어떠한 상황에서도 계속 열릴 것으로 단정해서는 안될 것이라고 젠킨스 대사는 전제하고 정당한 근거와 성의를 갖고 대화를 재개하려는 현 상황을 악화시킬, 어떠한 일방적인 조치도 취하지 말도록 이란에게 거듭 촉구해온 가운데 EU는 이란이 신뢰 구축 조치들을 이행하기 위한 호의적인 태도를 취하길 기대하고 있다고 말했습니다.
젠킨스 대사는 EU의 계획으로는 이란의 우라늄 농축 계획은 이란에서 러시아로 옮기도록 돼 있다고 말했습니다. 이 같은 생각은 이란의 우라늄 농축계획이 핵무기 제조를 위한 것이 아닌 연료 만을 위한 것임을 확립하기 위해 러시아가 이를 감독하도록 만들기 위한 것입니다.
EU는 과거 파키스탄의 핵 과학자 A.Q. 칸 박사의 핵관련 국제암시장으로부터 이란이 핵무기 제조를 위한 핵심 기술을 제공받았다는 내용이 담긴 비밀 문서 대해 여전히 우려하고 있습니다.
로버트 아인혼 전 미국 국무부 비핵확산 차관보는 이 비밀 문서는 핵무기를 제조하기 위한 첫 단계 조치들을 상세히 설명하고 있다고 말합니다.
이란은 칸 박사의 핵암시장 조직이 이 같은 정보를 무상으로 제공했다면서 요청한 적도 없는 정보를 저절로 얻게 됐다고 주장하고 있지만 이란의 그 같은 주장은 믿기 어렵다고 아인혼 전 차관보는 말했습니다.
아인혼 전 차관보는 칸박사 밀매 조직이 정보를 제공했다고 상상한다면 이란은 흔쾌히 이를 받았을 것이고 이 정보를 읽어보거나 분석하지 않은 채 보관하지는 않았을 것이 분명하다고 덧붙였습니다. 이란 당국자들은 상당히 귀중한 정보를 보유한 데 대해 매우 만족해 했을 것이 분명하다는 것입니다.
이 같은 문서들이 존재한다는 사실은 이란이 비밀리에 핵무기를 개발하려 하고 있다는 미국측 주장을 더욱 뒷받침 해주고 있습니다. 미국은 이란의 핵문제를 제재 조치가 가능한 유엔안보리에 회부할 것이라고 위협해 왔습니다. 그러나 이란은 자체 핵 개발 계획은 오로지 전력을 생산하기 위한 것이라고 주장하고 있습니다.
미국 국무부의 숀 매코맥 대변인은 EU의 우라늄 농축 제안이 이란의 핵활동 협상을 위한 기반을 다질 수 있기 원하고 있다고 말했습니다.
매코맥 대변인은 협상과 외교 절차를 통해서 이란이 민간용 핵개발 계획이라는 미명 하에 핵무기 개발 계획을 비밀리에 추진할 능력이 없을 것이라는 점을, 전 세계는 확신하게 될 것이라고 말했습니다.
국제원자력기구는 새로 개최될 이사회 회의에서 유럽연합이 내놓은 제안을 승인할 것으로 보입니다.

The European Union said Thursday documents, Iran admits to having in its possession, serve no other purpose than showing how to produce nuclear warheads, and warned it could be hauled up before the U.N. Security Council. Iran in turn suggested it was considering a compromise meant to reduce tensions.
The E-U accusation came as the 35-nation board of directors of the International Atomic Energy Agency met in Vienna, Austria to consider its response to Iran's continuing refusal to suspend its uranium conversion activities. VOA's Kathie Scarrah reports.

At the heart of the IAEA board of director's meeting is whether to refer Iran to the U-N Security Council. Britain's chief negotiator, Ambassador Peter Jenkins, announced the European Union had agreed to give Iran more time to negotiate with E.U. delegates over its nuclear program, which the United States and others suspect is really intended to make nuclear weapons.

"Iran should not conclude that this window of opportunity will remain open in all circumstances. We expect Iran to adopt a responsive attitude to implement the confidence-building measures for which the board has repeatedly called and to refrain from any further unilateral move which could aggravate the situation and to re-engage in dialogue on a reasonable basis and in good faith."

Ambassador Jenkins said the E-U plan would move enrichment programs from Iran to Russia. The idea is Russia would supervise uranium enrichment to ensure it is only for fuel and not weapons use.
The E-U remains concerned about documents given to Iran by the black market weapons network of former Pakistani nuclear scientist A.Q. Khan.

"What Iran claims is that the A.Q. Khan people provided this information gratuitously. Iran never asked for it, but it was volunteered to Iran. I find that story a little hard to believe. Conceivably the A.Q. Khan network volunteered the information. I'm sure Iran was grateful to receive It. I'm sure they didn't file it away unread and unanalyzed. I'm sure the Iranian authorities were very happy to have this very valuable information."

The existence of the documents gives more substance to U-S allegations that Iran is secretly attempting to develop a nuclear arsenal. The U-S had threatened to refer Iran to the U-N Security Council for possible sanctions. Iran insists its nuclear program is aimed at developing electricity.
Sean McCormack, spokesman for the U-S State Department hopes the E-U enrichment proposal can form the basis of negotiations on Iran's nuclear activity.
