아메리카 지역 34개국 지도자들은 아르헨티나의 휴양도시 마르 델 프라타에서 열리고 있는 제 4차 미주정상회의에 참석하고 있습니다. 지도자들이 실업과 빈곤, 자유무역 등 현안을 논의하고 있는 회의장 주변에는 현재 수많은 시위대들도 집결해 있습니다.
이들 시위대가 부시 대통령과 그가 제안한 미주 자유무역지대 방안을 격렬히 비난함에 따라 회담장 주변은 철통 같은 경비가 이뤄지고 있습니다. 부시 대통령은 이 지역에 번영을 가져오기 위한 방안의 하나로 자유무역협정 체결을 기대하고 있습니다.

현재 29개국이 이 협정을 지지하고 있지만 베네수엘라와 브라질, 아르헨티나, 파라과이, 우루과이 등은 반대하고 있습니다.
무역 뿐 아니라 대부분 현안과 관련해 미국에 반대하는 우고 차베스 베네수엘라 대통령은 나름대로 기업 국유화와 사회보장제도 증진 등의 계획을 갖고 있습니다.
차베스 대통령은 이번 정상회의 시작에 앞서 부시 대통령이 제안한 자유무역과 기업활동 증진 등 요구에 반대하는 수많은 시위 참가자들에게 연설했습니다.
차베스 대통령은 쿠바 혁명을 와해시키려던 북미의 제국주의가 실패했던 것처럼 베네수엘라에서의 볼리비아 혁명을 와해시키려는 시도 역시 실패할 것이라고 말했습니다.
차베스 대통령은 자신은 이번 정상회의를 미국을 비난하고 또 개발도상국들의 경제를 착취하는 자본주의와 제국주의 모델 민주주의를 비난하기 위한 기회로 활용할 것이라고 밝혔습니다.
미국과 베네수엘라 관계는 1998년에 차베스 대통령이 집권한 이래 순탄치 못했습니다.
부시 대통령은 차베스 대통령과 일대일 회담을 하지는 않을 전망입니다. 하지만 차베스 대통령에게 무슨 말을 할 것이냐는 물음에 자신은 그에게 정중하게 대할 것이라고 말했습니다.
부시 대통령은 미국인들은 자기나라 대통령이 남에게 정중하기를 바란다면서 차베스 대통령을 맞딱뜨리게 되면 그렇게 할 것이라고 말했습니다. 부시 대통령은 자신은 지도자가 건강한 민주사회를 위한 제도를 보호할 용의가 있는지에 따라 그를 판단한다면서, 어떤 지도자든 자유 언론을 해친다면 미국은 분명히 나설 것이라고 말했습니다. 또 종교의 자유를 어렵게 만드는 지도자에 대해서도 그가 누구든 미국은 분명한 입장을 밝힐 것이라고 말했습니다.

Leaders of 34 Western Hemisphere nations are attending the Fourth Summit of Americas this weekend in the Argentine resort city of Mar del Plata. As they discuss unemployment, poverty and free trade, tens of thousands of protestors have also gathered. VOA's Kathie Scarrah reports.
NARRATOR:
The two-day conference opened under tight security as thousands of protestors turned out to denounce President George W. Bush and the proposal for a Free Trade Area of America, or FTAA. Mr. Bush hopes to win a free trade agreement as a way to bring prosperity to the region.
Twenty-nine nations support the FTAA. Venezuela and the four Mercosur-bloc nations of Brazil, Argentina, Paraguay and Uruguay do not.
Venezuelan President Hugo Chavez, who opposes the United States on trade and many other issues, has his own vision of nationalized industries and enhanced social programs.
Prior to the official start of the summit, Mr. Chavez spoke to thousands of protestors at a rally for those who disagree with President Bush's call for liberalized trade and increased entrepreneurship.

"Just as North American imperialism fell apart in its attempt to break the Cuban revolution so it will fall apart in its attempt to break the Bolivarian revolution in Venezuela."

Mr. Chavez had made it known, that he would use the summit as an opportunity to denounce the US as, in his words, "a capitalist, imperialist model of democracy that exploits the economies of developing nations."
U -S / Venezuelan relations have been uneven since President Chavez was elected in 1998.
Although he is not expected to hold any one-on-one meetings with Mr. Chavez, Mr. Bush was asked what he might say to the Venezuelan leader during the course of the summit. He said he would be polite.

That's what the American people expect their president to do, is to be a polite person. And if I run across him, I will do just that. My attitude toward leaders, and I judge leaders based upon their willingness to protect institutions that will, for a viable democratic society. And to the extent that any leader undermines the free press, we will speak out. To the extent that any leader makes it difficult to worship freely, we will make our positions known."

Some feared disagreement between the United States and Venezuela would upstage any progress reached by the 34 leaders on other issues such as unemployment and poverty.
