럼스펠드 국방장관 방문으로 더욱 밀착되는 미국과 몽골 군사협력 (영문기사 첨부)


도널드 럼스펠드 미국 국방장관이 22일 몽골을 방문해 몽골 정부가 이라크와 아프가니스탄에 병력을 파견한 데 대해 감사의 뜻을 밝히고 두 나라 간 군사관계 증진 문제를 논의했습니다.

럼스펠드 장관은 몽골 국방장관과 만난 뒤 기자들에게 몽골군은 이라크와 아프가니스탄 국민들을 해방시키는데 기여했으며 이들 두 나라가 민주주의의 길로 들어서도록 지원했다고 말했습니다.

럼스펠드 장관은 몽골의 이웃인 러시아와 중국이 미국과 몽골 간 군사관계 증진에 대해 우려를 나타내지 않았느냐는 질문에 "그들이 왜 그래야 하느냐"고 반문했습니다. 럼스펠드 장관은 미국과 몽골 간 관계는 특히 평화유지 능력에 초점을 맞추고 있다면서 이는 세계가 필요로 하는 일이며 또 이를 통해 혜택을 볼 수 있다고 말하고, 기자가 왜 그런 질문을 하는지 상상할 수 없다고 말했습니다.

럼스펠드 장관은 22일 이 병사를 직접 만났습니다. 몽골은 또 아프가니스탄에 훈련단을 파견해 아프간 병사들에게 박격포 등 화기 작동법을 가르치고 있습니다. 미국 역시 몽골 육군에 몇 가지 기술을 전수하고 있는데 이는 몽골의 옛 소련 시대 군을 현대식 병력으로 바꾸는 한편 전세계 활동에 나설 수 있는 5천명 규모의 세계적인 평화유지군을 만들기 위한 것입니다.

몽골에 대한 미국의 군사지원금 1천8백만달러 가운데 일부는 몽골 수도 부근의 기지에 평화유지 센터를 세워 전세계 병사들이 훈련받을 수 있도록 하는데 쓰일 것입니다. 몽골의 일부 지도자들은 미국을 중국과 러시아에 이어 그들의 세번째 이웃으로 지칭하고 있다고 한 미국 관리는 말했습니다.

럼스펠드 장관은 몽골을 떠나기에 앞서 문화행사에 참석했으며 말 한 필을 선물로 증정받았습니다. 몽골은 귀빈에게 말을 선사하는 전통이 있는데 럼스펠드 장관은 자신의 다음 방문 때까지 사육사들이 이 말을 잘 보살펴 달라고 당부했습니다. 럼스펠드 장관은 몽골의 지형은 미국 서북부 몬타나를 연상케 한다면서 이 말의 이름을 몬타나로 명명했습니다.

럼스펠드 장관은 몽골에 이어 카자흐스탄을 방문할 예정이었으나 선거를 앞둔 상황에서 카자흐스탄 대통령과의 일정 조정에 문제가 생겨 이를 취소하고 곧바로 리투아니라로 향했습니다. 럼스펠드 장관은 리투아니아에서 북대서양조약기구 관계자들을 면담하는 한편 우크라이나 국방장관과도 만날 예정입니다.

INTRO: U.S. Defense Secretary Donald Rumsfeld visited Mongolia Saturday to thank the country for its participation in the military operations in Iraq and Afghanistan, and to promote the growing U.S.-Mongolian military relationship. VOA's Al Pessin is traveling with the secretary, and filed this report from Ulanbataar.

TEXT: After meeting with Mongolia's defense minister, Mr. Rumsfeld said Mongolian troops had contributed to the liberation of the people of Iraq and Afghanistan, and helped put them on the path to democracy. Asked whether Mongolia's neighbors, Russia and China, have expressed any concern about the growing U.S. military relationship with Mongolia, Secretary Rumsfeld asked, "why should they?"

Mongolian Defense Minister Sharavdorj (eds: one name only) said he has heard no expressions of concern from China or Russia. He said the new danger in international security is terrorism, and Mongolia wants to establish close defense relations with all countries. He said Mongolia also has military relations with its two huge neighbors.

Later, Secretary Rumsfeld spoke to nearly 200 Mongolian soldiers who have served in Iraq and Afghanistan, to thank them for their service. Mongolia has about 135 troops in Iraq, providing security at a coalition base south of Baghdad. One Mongolian soldier is credited with shooting a suicide bomber as he approached the base driving a large truck filled with fuel. The truck exploded in a fireball that a U.S. official says would have caused widespread death and destruction on the base. Secretary Rumsfeld had a chance to meet that soldier on Saturday.

Mongolia has also deployed a training team to Afghanistan to teach soldiers in the country's new army how to operate mortars and artillery. In addition, the United States is training the Mongolian army in several skills, in an effort to help the country transform its Soviet-era military into a modern force, and build a five-thousand-strong, world-class peacekeeping unit that can participate in international operations around the world. Some of the annual 18-million dollars in U.S. military aid to Mongolia will go to building a peacekeeping "center of excellence" at a base near the capital, where troops from around the world can train.

One U.S. official says some leaders in Mongolia, which is surrounded by China and Russia, have come to refer to the United States as their "third neighbor." /// OPT /// Before he left Mongolia, Secretary Rumsfeld attended a cultural show and was presented with a horse, a traditional gift for honored guests. In keeping with the tradition, he asked the herder to take care of it for him, until his next visit. He named the horse Montana, because he said the Mongolian landscape reminded him of the northwestern U.S. state. /// END OPT /// The secretary's plan to visit Kazakhstan on this trip was canceled, due to what officials called a "scheduling problem with the country's president," apparently related to next month's election.
