인도의 샴 사란 외무차관은 24일, 국제 원자력 기구 IAEA는 비밀 핵 계획을 갖고 있는 나라들 뿐만 아니라 핵 기술을 제공한 의혹이 있는 나라들에 대해서도 조사해야 한다고 촉구했습니다.
사란 장관은 뉴 델리에서 열린 한 강연회 연설에서, 특히 이란과 리비아, 북한에 핵 기술을 제공했다고 지난 해 시인한 파키스탄 핵 과학자 압둘 콰디르 칸 박사를 지목했습니다.
사란 차관은 이란 핵 문제와 관련해서, 앞서 신고되지 않았던 활동들을 설명하는 과정에서 이란이 IAEA에 협력하겠다고 약속한 것을 환영한다고 말하면서, 그러나 파키스탄의 칸 박사 조직이 연루된 나머지 문제들 또한 만족할 수 있을 만큼 분명하게 밝혀지는 것이 중요하다고 강조했습니다.
사란 차관은 이란 과학자들에 대한 개별 면담을 고집하면서 국제적인 핵 암시장을 운영한 혐의가 있는 칸 박사에게는 예외를 인정해야 할 아무런 이유도 없다고 지적했습니다.
그동안 이란과 인도는 밀접한 관계를 유지했습니다. 그러나, 지난 달 인도는 비밀 핵 활동과 관련해 이란을 유엔 안전보장 이사회에 회부하겠다고 경고하는 걀의안 표결에서 미국 및 다른 여러 유럽나라들과 함께 찬성표를 던짐으로써 관측통들을 놀라게 만들었습니다.
사란 차관의 이번 발언은 인도가 스스로를 책임감있는 핵 무기 보유 국가로 보이도록 시도하고 있는 것과 때를 같이해 나왔습니다.
지난 7월 미국은 그동안 핵 확산 금지 조약 NPT에 가입하지 않은 나라들에게는 거부해 왔던 민간용 핵 기술을 인도에 제공하기로 합의했습니다. 그러나, 그같은 합의는 미국 의회와 비 NPT 회원국과의 협력을 금지하고 있는 핵 공급 그룹 NSG의 승인을 받아야만 합니다.
일부 회의적인 미국의 국회의원과 국가들은 인도를 국제적 규칙의 예외로 만드는 것은 핵 무기 확산을 억제하기 보다는 촉진시킬 것이라고 지적하고 있습니다.
사란 차관은 국제 사회가 인도를 표적보다는 동반자로 대우해야 할 것이라고 강조했습니다.
국제 사회 또한 인도를 포함시키는 것이 국제 비확산 체제에 좋은지 배제시키는 것이 좋은지, 인도와의 민간용 핵 에너지 협력이 비 확산 체제를 강화시킬 것인지 약화시킬 것인지 자문해 볼 필요가 있다고, 사란 차관은 지적했습니다. 사란 차관은 필요한 기준을 충족시킬 수 있는 능력이 없다면 그같은 체제 속에 포함될 수 없을 것이 분명하다면서, 물론 인도는 그런 능력이 있는 것으로 확신한다고 덧붙였습니다.
미국과의 민간용 핵 기술 합의는 인도가 급격히 증가하는 에너지 수요를 충족시키기 위한 핵 발전소를 건설하는데 도움이 될 것입니다.

INTRO: India is calling on the international community not to gloss over a Pakistani scientist's alleged role in encouraging Iran's controversial nuclear program. Anjana Pasricha reports from New Delhi, where a top official has strongly defended India's own record on nuclear non-proliferation.
TEXT: India's top foreign ministry official, Shyam Saran, said Monday the International Atomic Energy Agency should not only investigate countries suspected of having a clandestine nuclear weapons program, but also those suspected of supplying the technology.
Speaking at a lecture in New Delhi, Foreign Secretary Mr. Saran specifically referred to Pakistani scientist Abdul Qadeer Khan, who admitted last year to providing nuclear technology to Iran, Libya and North Korea.

Mr. Saran's comments come as India attempts to project itself as a responsible nuclear state.
The United States agreed in July to give New Delhi civilian nuclear technology so far denied to countries outside the nuclear Non-Proliferation Treaty, or NPT.
But the deal has to be approved by the U.S. Congress and the international Nuclear Suppliers Group, which bars cooperation with non-NPT members.
Some skeptical U.S. lawmakers and countries have suggested that making India an exception to international rules will promote rather than curb the spread of nuclear weapons.
Mr. Saran says the international community should treat India as a partner rather than a target.
