The former Clinton Administration Energy Department head and U.N. Ambassador says he is traveling as a private individual and not as an official representative of the United States. The State Department says he is not carrying any official message from Washington, but he is planning to brief officials when he returns.
The Associated Press quotes Mr. Richardson as saying he will lobby officials for concrete steps on dismantling Pyongyang's nuclear weapons program and a commitment to allow verification of the disarmament.
