이라크인들은 15일 철통 같은 경비 속에 새 헌법안에 대한 찬반을 묻는 국민투표에 참가하고 있습니다. 잠시 후 이라크 내 18개 주에서서 투표가 모두 끝날 예정인 가운데 투표일인 이날 몇 건의 고립된 폭력사태만이 보고됐을 뿐입니다.
미국의 소리 바그다드 특파원은 바그다드에서는 수많은 사람들이 투표에 참가하고 있으며 수니 아랍계가 다수인 아부 그라이브 지역의 투표소들 역시 투표 참가자가 너무 많아 투표용지가 떨어진 상태라고 말했습니다.
또 쿠르드족이 대부분인 북부와 시아파가 주로 거주하는 남부에서도 긴 투표행렬이 이어졌으며, 이들은 헌법안에 대한 찬성 여론이 압도적인 지역입니다.
이라크 중부의 수니 아랍계 지역 역시 지난 1월의 총선거 때보다 훨씬 많은 사람이 투표에 참가하고 있으며, 다만 서부 안바르주의 주도인 라마디는 투표자가 적은 상황입니다. 현재 국제감시단이 이번 투표를 지켜보고 있습니다.
이라크 내 수천개 투표소가 15일 문을 연 가운데 국경은 폐쇄되고 차량통행은 극도로 제한되는 등 투표를 위한 철저한 경비 조처가 시행되고 있습니다. 자랄 탈라바니 이라크 대통령과 이브라힘 알-자파리 총리는 철통 같은 경비가 이뤄지고 있는 바그다드 시내의 안전지대에서 투표에 참가했습니다.
탈라바니 대통령은 이라크 저항세력의 주축인 수니 아랍계에게 투표에 참여해줄 것을 촉구했습니다.

Iraqi men and women headed to the polls amid tight security today (Saturday) to cast their "yes" or "no" vote on the country's new constitution. With voting in the country's 18 provinces expected to end shortly (1400 UTC), there have only been isolated reports of violence.
VOA's Baghdad correspondent reported heavy turnout in the capital. She added that polling stations in the heavily Sunni Arab district of Abu Ghraib, on the city's outskirts, ran out of ballots because of the large volume of voters. Long lines also were reported in mainly Kurdish northern Iraq and the Shi'ite south, where the constitution has strong support.
Sunni Arab cities in central Iraq were reporting much better turnout than in January's parliamentary election, which many Sunnis boycotted. But in the Sunni city of Ramadi, the capital of western Iraq's volatile Anbar province, voters were few. International and local monitors are observing the vote.
More than 15 million Iraqis are eligible to cast ballots at about 61-hundred polling stations across the country.
