미국과 중국은 지난 2002년 베이징에서 인권 회담을 열었으며, 이후 중국이 이 회담에서의 약속을 지키지 않음에 따라 더 이상의 회담이 열리지 않고 있는 상태입니다. 금년에 발표된 2004년 미 국무부 인권보고서는 중국의 인권 진전상황을 “실망스러운 것”이라고 지적했습니다.

The United States says it is close to resuming formal talks with China on human rights after a three-year break in discussions.
A State Department spokesman (Sean McCormack) says a return to the talks hinges on a visit to China next month by a United Nation's expert on torture. Once complete, the spokesman says Washington will take another look at restarting discussions with Beijing.
The last U.S.-China human rights meeting was held in Beijing in 2002. Since then, discussions have stalled because China had not fulfilled commitments made during the 2002 talks. The U.N. visit to China is the last remaining commitment from those discussions.
The U.S. State Department's 2004 human rights report released earlier this year called China's progress on human rights "disappointing."
