이민 다양화 위한 미국의 영주권 추첨제 (Diversity Visa Lottery)


INTRODUCTION:
Starting on October 5th, immigrants who want to reside in the United States can try their luck with the 'Diversity Visa Lottery,' a program that gives out green cards to a few people all over the world. VoA's Paige Kollock reports.

NARRATOR:
The U.S. Department of State has announced that registration for the annual Diversity Visa, or DV Lottery, will be held from October 5th to December 4th. The program is designed to bring greater racial and ethnic diversity to the United States. Maura Harty, Assistant Secretary of Consular Affairs for the State Department, is in charge of the program.

MAURA HARTY:
"Traditionally, immigration occurs through a family tie or from a job opportunity. The DV Lottery expanded the opportunity, and gave folks from all over the world a chance to try their hand in what is a very level playing field…the lottery."

NARRATOR:
Through the lottery, the U.S. gives out 55-thousand immigrant visas each year to people from countries with low rates of immigration to the United States, such as Ethiopia, Egypt and Morocco. If accepted, an immigrant can live and work permanently in the United States. All that is required to
apply is a high school degree from the immigrant's country or two years of equivalent work experience.

Gabriela Kliewer is from Ecuador. She came to the U.S. in 2002 through the Diversity Visa Lottery.

GABRIELA KLIEWER:
"I applied because there was a tough time in Ecuador in 1999 //edit// I really didn't want to come. I was 24 at the time and I was having a great time in Ecuador. I had a good job and I didn't want to come. But then my mom tried to convince me to do this because of the opportunities and the new things that I would experience moving here, so I did it."

NARRATOR:
John Keeley from the Center for Immigration Studies says it is exactly this approach that the United States should discourage.

JOHN KEELEY:
"I think the program also really cheapens the notion of immigration to the U.S. This program doesn't have any merits, in terms of saying to an individual immigrant, what are your skills sets, what is your education, what talents are you bringing to the United States."

NARRATOR:
And Mr. Keeley says the United States needs to be particularly careful about who it is letting in.

JOHN KEELEY:
"At a time where we are very concerned about the porous nature of our borders, and prosecuting a war on terror globally, the idea that we would say to our immigration bureaucrats here in Washington, you now get to process the claims of 10 million people from around the world, is
patently stupid. //(edit)// In a post 9/11 world, we need to know who is coming to the United States and not drawing names out of a hat."

GABRIELA KLIEWER:
"I don't think it's totally random. //edit// All the people that I have met that have won the lottery, it's the same characteristics: single, professional, young. So I think the States is trying to have workers here, and good workers, like professional people that they know for sure they are not going to come here and live from the government."

NARRATOR:
Gabriela Kliewer ended up marrying an American, and has a job working in human resources at the National Council of La Raza in Washington D.C.

Since the program does not include a system of tracking people once the visas are awarded, there is no way to tell how other winners are faring in the United States. Despite any security concerns, officials say the program will continue, because it is good publicity for the United States, and
attracts people the country is happy to have.

에쿠아도르 출신의 가브리엘라 클리웨르 씨는 지난 2002년에 실시된 영주권 추첨을 통해 미국에 이민왔습니다.

가브리엘라 씨는 에콰도르가 어려운 시기에 있었던 1999년에 영주권 추첨 신청을 했으며 그 당시 자신은 24살이었고 에콰도르에서 좋은 직장에 다니면서 일종의 전성기에 있었기 때문에 사실 미국으로 이민오길 원하지 않았지만 어머니가 여러 기회와 새로운 것들에 접할 수 있을 것이라면서 자신을 설득하기 위해 노력한 나머지 미국으로 이주해 와서 지금 잘 해내고 있다고 말했습니다.

이민연구소의 존 킬리 씨는 국무부의 영주권 추첨 계획은 미국이 바로 중단해야할 접근 방식이라면서 이 계획은 사실 일반적으로 생각되는 미국 이민에 대한 품격을 떨어뜨리고 있다고 지적합니다.

이 같은 접근 방식은 기술이나 교육 또는 재질을 갖춘 이민자들을 미국으로 끌어들인다는 측면에서 어떠한 이점도 갖추지 못하고 있다는 것입니다.

킬리씨는 이민자들을 끌어들이는데 있어 미국은 특별히 조심해야할 필요가 있다고 지적합니다.

미국이 허점 투성인 국경 지대에 대해 상당히 우려하고 국제적인 테러 전쟁에 전념하는 시점에서 전 세계에서 천 만 명을 받아들이려는 이곳 워싱턴 이민 관료들의 발상은 어리석은 것이 분명하다는 것입니다.

하지만 영주권 추첨을 통해 미국에 이민온 에콰도르 출신의 가브리엘라 클리웨르 씨는 국무부가 실시하는 영주권 추첨은 완전 무작위인 것으로는 생각치 않는다고 말합니다.

가브리엘라 씨는 영주권 추첨에서 당선된 자신이 만나본 모든 사람들은 한결같이 전문직을 가진 젊은 독신들이었다는 것입니다. 따라서 미국 국무부는 정부의 도움을 받지 않고 살아갈 수 있는 여건이 확실한, 다시 말해 전문직의 사람들과 같은 좋은 일꾼들을 미국에 끌어들이기 위해 노력하고 있는 것으로 보고 있다고 가브리엘라 씨는 덧붙였습니다.

가브리엘라 클리웨르 씨는 현재 미국인과 결혼해 살고 있으며 이곳 워싱턴 시내 히스페닉을 위한 비영리 단체 전국 라 라자 위원회 (National Council of La Raza) 인적 자원부 직원으로 일하고 있습니다.
