백악관, 북한 핵무기 계획 철폐합의 환영 (영문기사 첨부)


백악관은 에너지 원조와 경제협력, 안보보장을 받는 대신 핵무기를 포기하고 국제사찰을 받기로 한 북한의 약속을 환영했습니다. 백악관의 스카트 매클레란 대변인은 19일, 베이징 6자회담에서 타결된 합의는 좋은 것이라고 환영하면서, 그러나 그 실천이 해결의 열쇠라고 말했습니다.

6자회담 대표들은19일 베이징에서 전원일치로 북한의 핵무기 계획을 폐기토록하는 성명에 합의했습니다.
미국과 북한은 서로 상대국의 주권을 인정하고 관계정상화를 위한 단계를 밟기로 합의했습니다. 이 성명은 또 북한은 평화적인 핵 에너지를 사용할 권리를 갖는다고 밝혔습니다.

참가국들은 특정시일이 명시되지 않은 적절한 시기에 북한의 민간용 경수로 문제를 논의하기로 합의했습니다. 미국 수석대표인 크리스토퍼 힐 국무차관보는 이번 합의를 “윈윈” 상황이라고 찬양하면서 이는 큰 결정이며 북한에게도 옳은 것이었다고 말했습니다.

유엔의 모하메드 엘바라데이 국제 원자력 기구 사무총장은 핵 사찰단이 가능한한 조속히 북한을 방문할 것이라고 말했습니다. 남북한과 미국, 중국, 러시아, 일본등 6개국은 11월에 다시 만나기로 합의했습니다.

The White House has welcomed North Korea's pledge to give up its nuclear weapons and allow international inspections in return for energy aid, economic cooperation and security assurances.

White House spokesman Scott McClellan says the agreement reached at the six-party talks in Beijing today (Monday) is a good one, but implementation is going to be the key.

North Korea and the United States agreed to respect each other's sovereignty and take steps to normalize relations. The statement also says North Korea has the right to peaceful use of nuclear energy.
The parties have agreed to discuss, at an unspecified appropriate time, provision of a light-water reactor for Pyongyang's civilian use.

Chief U.S. negotiator (Assistant Secretary of State) Christopher Hill praised the agreement as a "win-win situation," saying it was a big decision, but the right one for North Korea. U.N. atomic energy chief Mohamed ElBaradei said nuclear inspectors should return to North Korea as soon as possible. All six parties to the talks -- the two Koreas, China, Russia, Japan and the United States -- agreed to meet again in November.
