6자회담 재개위해 참가국 대표들 베이징 도착 (영문기사 첨부)


북한의 핵계획 폐기를 위한 4차 6자 회담이 13일 중국 베이징에서 속개될 예정인가운데 참가국 대표들이 베이징에 도착하고 있습니다. 참가국가운데 처음으로 러시아 대표단이 12일, 알렉산드르 알렉세예브 외무차관을 단장으로 베이징에 도착해, 북한의 핵폐기를 주도하는 합의문 도출과 이를 위한 6자 회담 참가국들의 협력을 촉구했습니다.

13일 속개될 이번 북핵 회담은 지난 2년간 중국과 일본, 북한, 러시아, 남한, 그리고 미국등 6개국이 베이징에서 계속해온 5번째 회동입니다.

지난번 4차 6자 회담은 북한이 전력 필요를 충족시키기 위한 비군사적 목적의 민간용 핵 계획 보유가 허용되야 한다고 주장하면서 지난달 8월 7일 휴회에 들어갔습니다.

북한의 이러한 민간용 핵보유 요구는 남한이 북한의 핵폐기를 전제로 2백만 킬로와트의 대북한 전력 공급을 약속한 뒤를 이어 나왔습니다.

미국은 북한이 핵 무기를 제조할수 있다는 우려 때문에 북한 당국은 모든 핵 계획을 폐기해야 한다고 말하고 있습니다.

중국과 남한은 가장 최근, 북한의 주장에 대해 개방적인 자세를 보이면서도, 그러한 북측의 요구는 현 핵폐기 사안의 해결을 전제로해야 한다고 말했습니다.

워싱턴의 민간정책연구기관인, 우드로 윌슨 센타의 아시아 전문가인 셀리그 해리슨 연구원은 13일 속개되는 4차 회담에서 되풀이 될수 있는 장애물은 북한의 핵 폐기와 그에 따른 보상과 안전보장 등 우선 논의절차에 있다고 말합니다.

해리슨 연구원은 한반도의 비핵화 실현여부가 지난해에도 그렇고 올해에도 가장 중요한 사안이지만 실질적으로 진지하게 논의된 일이없다고 지적합니다. 미국과 다른 6자회담참가국들은 북한이 먼저 자체 핵개발계획을 검증가능한 방식으로 폐기해야 한다고 요구하고 있습니다. 북한의 핵계획은 이미 국제협정에 위배되는 것입니다. 그러나 북한은 기본적으로 자체 핵계획을 포기하기전 대규모 원조와 안전보장을 우선 요구하고 있습니다.

지난 네 차례의 회담은 모두 아무런 성과를 도출하지 못했습니다. 13일 속개될 2단계 4차 회담의 우선적인 목적은 구체적인 협상의 토대를 마련하기 위한 기본원칙들에 합의한다는 비교적 단순한 성격입니다.

상호간의 불신이 주요 장애물로 남아있는 가운데 일부 전문가들은 이번 회담에서 참가국들이 기본원칙을 담은 공동 합의문이 도출된다면 그것은 매우 기초적인 내용이 될것이라고 말합니다.

동아시아 안보관련 전문가로 현재 미국 공군 대학원 (U.S. Air War College)에서 방문 교수로 활동하고 있는 토시 요시하라씨는 공동 합의문은 어느 누구도 흡족시킬수 없는 가장 낮은 차원의 공통 분모로 요약될 것이라고 말합니다. 이는 본질적으로 하나의 문서가 될 수 있지만 근본적으로 아무 실질적인 내용도 담지 못할것이라고 요시하라씨는 지적합니다.

그러나 베이징의 외교 관리들은 비록 기초적인 형태의 합의문이라해도 회담의 진전을 위한 첫 단계가 될 것이라고 말하고 있습니다. 이번 회담은 13일 오후 만찬과 함께 속개되며 본격적인 정식 협상은 14일부터 시작될 예정입니다.

INTRO: Delegates have begun arriving in Beijing for the resumption Tuesday of six-nation talks on disarming North Korea's nuclear programs. VOA's Luis Ramirez reports from the Chinese capital.

TEXT: The Russian delegation was the first to arrive in Beijing Monday, with the chief envoy - Alexander Alexeyev - urging all parties to work together to reach a consensus that will lead to North Korea's nuclear disarmament. It is the fifth time China, Japan, North Korea, Russia, South Korea, and the United States have gotten together in the past two years.

Talks among the six recessed last month with North Korea insisting it be allowed to have a non-military nuclear program to help fill its electricity demands. This new demand came only after South Korea promised to provide the North with all the power it needs in exchange for disarmament. The United States has ruled out letting Pyongyang have any nuclear program because of concerns it could still make weapons.

China and South Korea have very recently indicated they would be open to the idea, but only once current disarmament issues are resolved. The reoccurring obstacle is over so-called sequencing. Selig Harrison is an Asia expert at the U.S. policy institute of the Woodrow Wilson Center in Washington, D.C.

The sequencing crisis centers on demands by the United States and others for North Korea to first verifiably dismantle its nuclear programs - which violate international agreements. North Korea essentially wants massive aid and security guarantees before it gives up any nuclear ambition. Four rounds of talks have produced nothing of substance.

The modest aim of this week's meetings is to agree on a set of principles on which to base further negotiations. Mutual distrust remains the key obstacle, and some analysts say that if this round of talks does produce a joint statement on a set of principles, it will be a very basic one. Toshi Yoshihara is a visiting professor at the U.S. Air War College in the United States who is an expert on East Asian security issues.
