미국 하원의원들 북한 방문, 6자회담 조속 복귀 촉구 (영문기사 첨부)

이번 미국국회 중진의원들의 평양 방문은 북한의 관영 언론 매체들이 한-미 합동 군사 훈련을 또다시 비난한 것과 때를 같이했습니다. 북한의 민주조선 신문은 미국이 한반도의 핵문제를 진정 평화적으로 해결하기 원한다면 북한에 대한 군사 위협을 전면 중단해야 한다고 주장했습니다.

또한 관영 조선중앙통신은 북한 외무성 대변인의 말을 인용해 대화와 전쟁 훈련은 결코 동시에 병행될 수 없다면서 전쟁 연습의 먼지가 자욱한 속에서 미국과 마주 앉아 회담을 한다는 것은 ‘상상도 할수 없는’ 일이라고 보도했습니다.

지난 22일부터 시작된 한-미 연합군의 을지포커스렌즈 연습은 오는 9월 2일 끝날 예정입니다. 미국은 이 훈련이 6자 회담과는 무관하며 북한에 대해 어떠한 위협도 가하지 않고 있다고 주장하고 있습니다.

북핵관련 6자 회담은 지난 2003년에 시작된 이후 지난 달에 4번째로 열렸으며 3주간의 휴회를 거친 뒤 이번 주에 속개될 예정이었습니다. 그러나 북한은 앞서 29일, 현재 진행중인 한-미 합동 군사 훈련이 끝나기 전에는 6자 회담에 복귀하지 않을 것이라고 발표했습니다.

미 하원 아시아 태평양 소위원회 위원장인 공화당소속 짐 리치 하원 의원은 신속한 합의를 이루기 위한 과정에서 북한은 지연 행동을 그치고 다른 당사국들과 공동 협력해야 할 것이라고 강조했습니다.

리치 의원은 6자회담 복귀 지연이 북한 주민들이나 신속한 해결을 원하는 모든 당사국들에게 이롭지 않을 것이며 북한에게도 마찬가지 일 것으로 생각된다고 말했습니다. 중국과 일본, 러시아, 한국, 미국은 북한에 대해 경제 지원과 안보 보장을 해주는 대가로 핵무기 개발 계획을 포기하도록 압력을 가하고 있습니다.

13일 동안 계속된 4차 6자 회담은 북한이 평화적 핵 이용권 허용을 요구함으로써 지난 7일 결렬됐습니다. 미국은 북한이 민간용 핵개발 계획을 핵무기 제조에 사용하지 않을까 우려하고 있습니다.

Two U.S. lawmakers have traveled to North Korea to encourage officials in Pyongyang to stop delaying their return to negotiations on nuclear disarmament. VOA's Luis Ramirez reports from Beijing.

The two congressmen, Tom Lantos and Jim Leach, spoke to reporters in Beijing Tuesday before boarding an airplane for the North Korean capital. Mr. Lantos said he is optimistic the ongoing six-nation disarmament talks will succeed, despite the North's announcement that it would delay returning to the table until two weeks later than scheduled.

The fourth round of multi-party negotiations held since 2003 recessed three weeks ago and was supposed to resume this week. However, North Korea announced Monday it would not return to talks until after the conclusion of ongoing joint military exercises between the United States and South Korea. Congressman Leach said North Korea should stop stalling and work with other nations in the process to reach an agreement quickly.

China, Japan, Russia, South Korea, and the United States have been pressing North Korea to give up its nuclear weapons programs in exchange for economic and security guarantees.

The last round of talks broke off after 13 days on August 7th, with North Korea demanding it be allowed to have a non-military nuclear program. The United States is concerned that Pyongyang may use a civilian nuclear program to manufacture atomic weapons. (Signed)
