北, '정전협정은 평화협정으로 바뀌어야'  - 조선중앙 통신 (영문기사 첨부)


북한은 13개월 동안 자체 핵무기 개발 계획에 관한 6자 회담 불참을 종식하고 4차 6자 회담에 복귀하기 불과 몇일 전인 22일, 한반도의 정전 협정을, 전쟁을 공식 종식시키기 위한 평화 협정으로 바꿀 것을 촉구했습니다.

미국과 한국 모두 한반도에서의 평화 협정 체결이 궁극적인 목표라는 점에 동감하고 있지만 북한의 이 같은 촉구는 북한의 핵무기 개발 계획을 포기하도록 설득시키려는 노력을 혼란시키려는 것이 아닌가 하는 의심을 갖도록 만들고 있습니다.

북한의 관영 조선 통신은 22일 1953년 체결돼 한국 전쟁을 종식시켰던 정전 협정을 ‘평화 체제’로 전환할 것을 촉구했습니다. 이 정전 협정은 한국과 북한을 원칙적으로 계속 전쟁 상태에 놓이도록 만들었으며 그 이후 미국과 북한은 외교 관계를 한번도 수립하지 않았습니다.

북한은 그 같은 평화 체제 전환으로 북한에 대한 미국의 적대 정책은 종식될 수 있을 것이라고 말했습니다. 북한은 자체 핵무기 개발 계획 추구가 미국 탓이라고 비난하고 있습니다.

한국과 미국, 러시아, 일본, 중국은 북한의 핵무기 개발 계획을 포기하도록 설득하기 위해 다음 주 중국 베이징에서 북한과 4차 6자 회담을 가질 예정입니다.

한국 외교 통상부의 이 규형 대변인은 이들 참가국들이 북한의 제안을 경청할 것이지만 북한이 새로운 문제들을 제기함으로써 6자 회담의 주 의제가 측면으로 벗어나도록 허용하지는 않을 것이라고 경고했습니다.

이 대변인은 6자 회담의 목표는 매우 분명하다고 전제하고 이는 북한의 핵무기 개발 계획을 어떻게 포기하도록 만들 것인가 하는 문제라면서 한반도의 장기적인 평화 정착 방안은 또다른 문제라고 말했습니다.

북한은 1950년에 한국을 침공했습니다. 한반도 정전 협정은 미국 주도의 유엔 연합군이 북한 군과 그들의 동맹국인 중국 군 병력을 현재 남북한을 가르고 있는 38선 이북으로 몰아낸 뒤인 1953년에 체결됐습니다.

6.25 전쟁 당시 한국에서 가장 존경받은 영웅 가운데 한명인 퇴역 장성 백선엽 장군은 북한은 여전히 남한을 정복하기 원하고 있기 때문에 한국과 미국간 동맹 관계는 여전히 중요하다고 지적합니다.

북한의 목적은 직접 또는 간접적으로 한국을 점령하기 위한 것으로 옛날이나 지금이나 변하지 않고 여전히 똑같다는 것입니다.

미국은 북한 측이 발표한 22일 담화와 관련해 아직 어떠한 반응도 보이지 않고 있습니다. 미국은 지난 2003년 북핵 관련 6자 회담이 시작된 이후 북한 측에 의해 제기된 핵무기 개발 계획 문제에 대한 여러 말초적인 문제들을 다루기 거부해 왔음에도 불구하고 북한 측의 우려 사항들을 면밀히 경청할 것이라고 말해 왔습니다. 제 4차 6자 회담은 오는 26일 재개될 예정입니다.

Just days before it ends a 13-month boycott of nuclear disarmament talks, North Korea has called for a peace treaty to formally end the Korean War. While South Korea and the United States agree a treaty is an eventual goal, they are leery of distracting attention from convincing North Korea to abandon nuclear weapons.

North Korea's Central News Agency called Friday for a "peace mechanism" to replace the 1953 armistice that ended fighting in the Korean War.

The armistice left North and South Korea technically at war, and Pyongyang and Washington have never established diplomatic relations.

Pyongyang says such an agreement would end what it calls a "hostile policy" by the United States, which the North blames for its nuclear weapons pursuits.

The United States, Russia, China, Japan and South Korea are to meet North Korea in Beijing next week to try to persuade the North to give up nuclear weapons.

South Korean Foreign Ministry Spokesman Lee Kyu-hyung says the partners will listen to North Korea's suggestions - but warns they not allow the talks to be sidetracked by new issues.

"You know that (the) goal of the six-party talks is very clear: how to dismantle the nuclear development program of North Korea… How to make a peace settlement, in legal terms, on the Korean peninsula, is another
matter."

North Korea invaded South Korea in 1950. The 1953 armistice was signed after a U.S.-led United Nations coalition drove North Korean forces and their Chinese allies back to the present inter-Korean border at the 38th parallel. About 25-thousand U.S. forces are currently stationed in South Korea to help ward off another invasion.

Retired General Paik Sun-yup is one of South Korea's most respected heroes from the 1950s war. He says the alliance between South Korea and the United States remains relevant today, because he believes North Korea
still hopes to conquer the South.

"Their object (is) still same. No change. Direct, or indirect, they try to occupy South Korea."

The United States has not yet responded to Friday's statement by North Korea. Washington has said in the past it would listen closely to Pyongyang's concerns, although since the six-party talks started in 2003, it has rejected several issues raised by Pyongyang as peripheral to the question of nuclear weapons. The talks are scheduled to resume on Tuesday.
