인도-파키스탄, 천연가스 파이프라인 건설 공사 전념키로 (영문기사 첨부)

인도와 파키스탄 당국자들은 이란에서 파키스탄을 거쳐 인도까지 천연 가스를 수송하기 위한 2,600킬로미터의 파이프라인을 건설하는 사업을 시작하기 위해 법률 고문과 재정 고문을 각각 별도로 임명할 것이라고 말했습니다.

또한 뉴 델리에서 이틀 동안 열린 회담에서는 파이프라인 건설 자금 조달과 보안 문제, 천연 가스의 가격과 공유 문제 등도 함께 논의됐습니다. 이 사업은 당초 40억 달러가 소요될 것으로 추산됐었지만, 철강 가격의 상승으로 건설 비용이 상당히 증가할 수도 있는 것으로 알려지고 있습니다.

인도 산업 연맹의 에너지 전문가 라구라만 씨는 인도로서는 파이프라인 건설이 꼭 필요하다고 지적하면서, 인도의 경제 성장에 따라 2020년에는 인도의 에너지 수요가 2배로 늘어나기 때문이라고 설명했습니다.

라구라만 씨는 이 파이프라인이 전략적으로 매우 중요하다고 강조했습니다. 라구라만 씨는 풍부한 이란의 천연가스에 접근하는 가장 좋은 방법은 파키스탄을 거치는 육로를 통하는 것이라면서, 이는 이란과 파키스탄, 인도 세 나라 모두에게 이득이 되는 상황이라고 덧붙였습니다.

파키스탄은 천연가스 부족에 직면하게 될 수도 있는 2010년까지 파이프라인 건설이 완료되기를 기대하고 있습니다. 또한 파키스탄은 이 파이프라인을 통해 거액의 수수료를 벌어들이게 될 것입니다. 파키스탄은 최근 이란과 이 사업에 대한 협정을 체결했습니다.

라구라만 씨는 인도는 동아시아와 구 소련 공화국 등 다른 여러 나라들로부터 에너지 수요를 충족시키는 방안을 모색하고 있다고 말했습니다. 현재 인도는 원유 수요의 70퍼센트를 수입에 의존하고 있고, 천연 가스 생산량도 수요의 절반에 그치고 있습니다.

India and Pakistan say work on a gas pipeline linking Iran to India via Pakistan could begin next year. As Anjana Pasricha reports, officials from the two countries expressed serious commitment to the project at the end of two days of talks held recently in New Delhi.

Officials from the two South Asian countries say they will appoint separate legal and financial consultants to begin work on the project to build a 2,600-kilometer pipeline to carry gas from Iranian gas fields to India through Pakistani territory.

The two-day talks in New Delhi also included issues such as financing and security of the pipeline, pricing and sharing of the gas.

The project cost was initially estimated at four billion dollars - but an increase in steel prices could push that up substantially.

An energy expert with the Confederation of Indian Industry, V. Raghuraman, says the pipeline is vital for India, because energy demands are expected to double by 2020 as the economy grows.

"The pipeline is very strategic because Iran is sitting with a lot of gas reserves. The best way to access it is through the land route of Pakistan, and it gives the most win-win situation for all three countries - Iran, India, and Pakistan."

Pakistan says it wants the project completed by 2010 when it may face shortages of natural gas. It will also earn millions of dollars in transit fees.

Pakistan recently signed an agreement with Iran for the project. Officials say this will be expanded to involve India.

India is also considering two other gas pipeline projects -- one that would run from Turkmenistan through Afghanistan and Pakistan, and another from Burma to the east of the country.

Mr. Raghuraman says India is exploring the possibilities of meeting its needs from several Asian countries. These projects could involve East Asian countries and former Soviet republics.

"In the long run we have to think of an Asian gas grid which will run along from the CIS to Malaysia, Thailand and Singapore."

India imports 70 per cent of its crude oil, and only produces half the natural gas it needs.
