한,미, 일 3국, 6자회담 앞두고 공조방안 논의 (영문기사 첨부)

한국과 미국, 일본은 14일 서울에서, 3자 고위급 협의를 갖고 제 4차 6자회담에 임하기 위한 방안을 논의했습니다. 중국 및 러시아와 함께 이들 3개국은 7월 넷째주에 재개될 4차 6자회담에서 핵무기 계획을 포기하도록 북한을 설득하길 바라고 있습니다.

남한 정부가 북한의 핵 무기 포기 댓가로 대량의 전력을 지원할 것을 제시한 후, 지난주 북한은, 1 년간 거부해온 6자회담에 참석하는데 동의했습니다.

중국의 후진타오 국가주석의 특사자격으로 평양을 방문한 탕자쉬안 국무위원은 평양에서 북한 고위 지도자들과의 3일에 걸친 회담을 끝냈습니다.

중국 외교부의 류 젠차오 대변인은 중국과 북한이 오는 회담에서 대면할 것이라고 말했습니다. 류 대변인은 또 중국과 북한은 모두 제 4차 6자회담에서 한반도 비핵화를 향한 실체적인 진전이 이루어져야 한다는데 의견을 같이 했다고 말했습니다.

서울에서 남한과 미국, 일본 외교관들은 회담이 끝난 직후 아무런 성명도 발표하지 않았지만, 분석가들은 이번 회담에서 북한에 대한 각 당사국들의 메시지를 통일되게 유지하는 데에 초점이 맞춰졌을 것이라고 말했습니다.

경남대학교 북한학과 학장인 류길재 교수는 제 4차 6자회담의 성공을 위한 최선의 기회는 미국의 입장 변화에 달려있을 것이라고 말했습니다. 류 교수는 보상이 있기 전에 북한이 먼저 완전히 핵무기 계획을 해체해야 한다는 지금까지의 요구를 미국이 철회해야 한다며, 미국은 보다 과감한 접근을 수용할 수 있어야 한다고 말했습니다.

다른 관리들은 북한에 대해 무상으로 전력을 공급한다는 것 같은 경제적 보상책만으로는 북한이 핵 계획을 철회하는데 충분치 않을 것이라는 것에 동의하고 있습니다.

남한의 정동영 통일부장관은 14일, 북한의 주요 목표가운데 하나는 미국과 “우호관계”를 맺는 것이라고 말했습니다.

러시아의 알렉산더 알렉세이예프 외무부 장관은 북한에 대한 안보 보장이 협정의 중요한 일부가 될 것이라고 말했습니다.

Senior Asian and U.S. diplomats are rushing to make the most of limited time to prepare for the resumption of talks aimed at North Korea's nuclear disarmament. With negotiations scheduled to resume before the end of this month, the United States and its partners are comparing notes to improve the chances of the talks' success. VOA's Kurt Achin reports from the South Korean capital.

TEXT: Here in Seoul, South Korea hosted delegates from the United States and Japan on Thursday, to discuss strategy for the next round of six-party talks. Those three nations, along with China and Russia, hope to convince North Korea to give up its nuclear weapons programs when the talks resume the week of July 25th. Pyongyang agreed last week to end its year-long boycott of the discussions, after South Korea offered to supply it with large amounts of electricity in exchange for disarmament.

In Pyongyang, Chinese envoy Tang Jiaxuan was wrapping up three days of consultations with senior North Korean leaders. Chinese Foreign Ministry spokesman Liu Jinchao says China and its historical ally see eye to eye on the upcoming talks.

Mr. Liu says China and North Korea both agree that the next round of six-party talks should make tangible progress toward a nuclear-free Korean peninsula. The delegates in Seoul made no immediate comment after Thursday's discussion, but analysts say their meeting probably focused on keeping their message to North Korea unified. Ryoo Kihl-jae, a dean at Kyungnam University's School of North Korean Studies in Seoul, says the best chance for the talks' success may be a shift in Washington's position.

Mr. Ryoo says the United States should abandon its previous demand that North Korea completely disarm before it receives compensation. He says Washington should be ready to accept a more phased approach. Other officials agree that economic incentives such as free electricity alone will not be enough to get the North to dismantle its nuclear programs.

South Korean Unification Minister Chung Dong-young said Thursday that one of North Korea's main goals is a "friendly relationship" with the United States. Russian Deputy Foreign Minister Alexander Alexeyev said security guarantees for Pyongyang would also be an important part of any deal.

Thursday's strategy meeting in Seoul came immediately after quick visits by U.S. Secretary of State Condoleezza Rice to China, Japan and South Korea, and the North Korean nuclear issue dominated her discussions in those countries. More shuttle diplomacy is expected between the negotiating partners in the coming days, as is an announcement of an exact date for the talks to commence. (Signed)
