국제 포경 위원회는 일본 북부 해안에서 제한적인 밍크 고래 잡이를 다시 허용해 달라는 일본측의 요구를 거부했습니다.
전 세계의 고래 잡이를 감독, 관리하는 국제 포경 위원회는 23일 한국 울산에서 열린 총회에서 찬성 26표 대 반대 29표로 일본의 요구를 부결시켰습니다.
일본은 북부 해안의 어촌들이 최대한 150마리의 밍크 고래를 잡을수 있도록 허가해 주기를 원하고 있습니다. 일본은 지난 1986년에 발효된 상업용 고래잡이 일시 중단 조치가 일본의 어촌에 피해를 주고 있다고 주장하고 있습니다.
23일의 표결은 일본으로서는 또 한차례의 패배였습니다. 포경위원회는 22일, 일본에게 연구용으로 잡는 고래의 수를 늘리지 말도록 촉구했습니다. 비판가들은 일본의 연구용 고래잡이는 상업용 고래잡이를 은폐하는 수단으로 간주하고 있습니다.
일본은 그 전날인 21일 상업용 고래잡이 금지 규정을 철폐해 달라는 요구도 거부당했습니다.

The International Whaling Commission has rejected Japan's proposal for its northern coastal communities to resume limited hunts of minke whales.
The commission, which regulates global whaling, defeated the proposal by a vote of 29 to 26 today (Thursday) at its annual meeting in Ulsan, South Korea.
Japan wanted to allow the coastal communities to kill up to 150 minke whales. It says a moratorium on commercial whaling that went into effect in 1986 hurts Japanese coastal communities.
Today's vote was the latest setback for Japan. On Wednesday, the commission urged Japan not to increase its research whaling program, which critics consider to be commercial hunt in disguise. Japan also lost an earlier proposal on Tuesday to end the ban on commercial whaling.
