‘난민 처우 개선 촉구’ – 미 난민 이민자 위원회 보고서 (영문기사 첨부)


이 곳 워싱턴에 본부를 둔 민간 난민 단체인 미국 난민 이민자 위원회(USCRI)는 전 세계적으로 1,100만 명 이상의 난민이 있고, 자국 내에서 유랑민으로 전락한 사람이 2,100만 명이 넘는다고 밝혔습니다.

미국 난민 이민자 위원회는 지난 주 발표한 연례 보고서를 통해, 난민을 수용하는 나라들에게 난민들에 대한 처우를 개선할것을 촉구했습니다.

미국 난민 이민자 위원회가 발표한 연례 보고서의 조사 결과를 보면, 전 세계적으로 난민과 유랑민의 숫자가 지난 해에 비해 약간 감소한 것으로 나타났습니다. 그러나, 이번 보고서를 작성한 사람들은 아직도 난민이나 유랑민들에 대한 처우가 용인되기 어려운 실정이라고 지적합니다.

미국 난민 이민자 위원회는 난민들을 마구잡이로 수용한 채 1951년 유엔 난민 협약에 따른 난민들의 기본 권리를 박탈하는 나라들에 대해 특히 비판적입니다.

난민들의 권리 가운데는 이동의 자유, 생계를 위해 임금이 지급되는 직업에 종사할 권리, 강제로 송환되지 않을 권리 등이 포함됩니다.

미국 난민 이민자 위원회의 라비니아 라이몬 위원장의 말입니다. “난민들을 무차별적으로 마구 수용해 난민들의 기본 권을 박탈하는 행위는 불법이며 비도덕적인 행위입니다. 국제법 하에서 그같은 행위는 명백히 불법입니다. 그리고, 난민촌에서 5분 이상 시간을 보내거나 난민들과 직접 이야기를 나눈다면, 그같은 행위가 비도덕적이라는 것도 분명하게 알 수 있습니다. 그것은 결코 인간을 대하는 방법이 아닙니다.”

라이몬 위원장은 올해 연례 보고서에서 난민들에 대한 처우를 근거로 각 나라들을 A등급에서 부터 F등급까지로 분류했다고 말했습니다. A 등급이 가장 좋은 성적이고, F 등급은 최악의 성적입니다. C,D 혹은 F 등급을 받은 나라들은 난민들의 기본권을 박탈하는 관행을 일삼는 나라들로 간주되고 있습니다.

이번 보고서에서는 전 세계적으로 7백만 명 이상의 난민들이 기본권을 박탈당하고 있고 그같은 여건이 더 오래 지속되는 것으로 나타났습니다.

미국은 세계적으로 난민들에게 많은 지원을 제공하는 기부 국가임에도 불구하고, 이번 보고서에서 일부 세찬 비판을 받는 국가로 기록됐습니다.

미국 정부는 쿠바와 아이티 출신 난민이나 망명 신청자들을 강제 본국송환한 것과 관련해 엇갈리는 평가를 받았습니다.

미국 난민 이민자 위원회의 그렉 첸 정책 분석 연구 담당 국장은 미국은 수 천명의 망명 신청자들이 관련된 수용 관행 때문에 나쁜 점수를 받았다고 말하고, 그러나, 미국은 또한 난민 보호와 관련해서는 높은 점수를 받았다고 덧붙였습니다.

아시아에서 중국은 전반적으로 나쁜 점수를 받았고, 이중적인 기준에 대해 비판을 받았습니다.

아프리카에서는 탄자니아가 약 60만 명의 부룬디와 콩고 출신 난민들에 대한 처우와 관련해 나쁜 점수를 받았습니다. 그러나, 첸 국장은 중앙 아프리카의 차드 공화국은 수단 다르푸르 지역의 난민들을 잘 대우해 좋은 점수를 받았다고 말했습니다.

“차드로 탈출한 수단 난민들이 많고, 지금도 그같은 상황은 계속되고 있습니다. 지난 2004년에 13만 명이 넘는 수단 난민들이 차드로 탈출했습니다. 차드는 대체적으로 국경을 계속 개방하고 있고, 난민들에게 이동의 자유와 생계를 위한 직업을 선택할 권리를 허용하고 있습니다.”

중동에서는 이스라엘이 팔레스타인 인들에 대한 엄격한 통제와 이동의 자유를 제한하고 있기 때문에 F등급을 받았습니다. 반면 50만 명 이상의 아프가니스탄 난민을 수용하고 있는 이란은 난민 지위에 있는 사람들을 포함해서 약 14만명의 아프간 인들을 추방했음을 인정한 것과 관련해 F등급을 받았습니다.

유럽 연합은 난민들에게 이동의 자유와 일할 수 있는 권리를 부여함으로써 좋은 등급을 받았습니다. 그러나, 이탈리아는 지난 해 10월에 1,000명의 리비아 난민 신청자들을 추방한 것과 관련해 비판을 받았습니다.

미국 난민 이민자 위원회의 라이몬 위원장은 이번 보고서가 각국 정부의 이민자 처우 방식에 비판적인 것은 분명하다고 말하고, 그러나, 바로 그 나라들이 난민들을 수용하고 있음을 인정했습니다.

NTRO: A private Washington-based refugee organization says there are more than 11 million refugees and more than 21 million internally displaced people worldwide. The U.S. Committee for Refugees and Immigrants issued its annual report this week, calling for host countries to improve their treatment of these people. From Washington, Margaret Besheer has more.

This year's survey shows a slight decline in the number of refugees and displaced persons worldwide, but the report's editors say their treatment is still far from acceptable.

The organization specifically criticizes governments for what it calls the "warehousing" of refugees, which it defines as depriving them of their basic rights under the 1951 U.N. Convention on Refugees. Those rights include freedom of movement, to earn a livelihood, and to not be forcibly repatriated.

"Warehousing is illegal and immoral. Illegal under international law, and if you've spent more than five minutes in a refugee camp or speaking to refugees, you clearly know it's immoral. This is not the way to treat human beings."

That was Lavinia Limon, the president of the Committee on Refugees and Immigrants. She says the annual survey graded nations on an A to F scale based on their treatment of refugees, with "A" being the best and "F" the worst. Countries that
received a C, D or F were considered to have warehousing practices.

The survey found that widespread warehousing affected more than seven million refugees worldwide and their circumtances lasted longer.

Although the United States is big contributor to refugee assistance worldwide, it was still the recipient of some harsh criticism in the report. The U.S. government received mixed reviews for its forcible repatriation of Cuban and Haitian asylum or refugee seekers. This practice is known as refoulement.

Greg Chen, the Committee's Director of Policy Analysis and Research said the the United States received a poor score for its detention practices concerning thousands of asylum seekers, but he said the U.S. also earned a high mark for protecting
refugees.

"But on the other hand, in the United States, the practice of granting refugees broad rights in the freedom of movement and the right to earn a livelihood -- once refugees are recognized and once an asylum seeker receives asylum status -- the U.S.
received "A"s in both these categories, showing its continuing leadership in this area of protecting refugees."

Bill Strassberger, a spokesman for the U.S. Citizenship and Immigration Services agreed.

"The United States is the leader for providing protection to people who've had to flee their country. No one wants to flee their country. But the US is there with a welcome door to refugees who've had to come here and get that protection."

In Africa, Tanzania received poor scores for its treatment of some 600-thousand refugees from Burundi and Congo, but Mr.Chen singled-out the Central African nation of Chad as a bright spot, for its treatment of refugees from the Darfur region of
Sudan.

"There have been large numbers of Sudanese refugees fleeing into Chad and they continue to do so. In 2004, over 130-thousand Sudanese refugees fled into Chad. Chad kept its borders open, by and large, and it allowed refugees the
freedom of movement and the right to earn a livelihood."

In Asia, China received generally poor marks and was criticized for its double standards.

"China gives broad rights to over 200-thousand refugees from Indo-China, but treats North Koreans terribly, horribly. And has refouled thousands of North Koreans, has detained them, and does not allow them to work, earn a livelihood or the
freedom of movement."

In the Middle East, Israel got an "F" for strictly controlling and curtailing the movement of Palestinians. While Iran, which is host to more than a million mostly Afghan refugees, also got an "F" for acknowledging the deportation of 140-thousand
Afghans, including some with refugee status.

The European Union received strong grades for allowing refugees freedom to move and work, but Italy was criticized for deporting more than one thousand Libyan asylum seekers in October.

Ms. Limon said the report was obviously critical of the way governments treat refugees, but she acknowledged that these same governments are hosting refugees.

"And we appreciate that hosting, it's terribly important. Governments like Thailand and Tanzania and Syria and Chad, have hosted refugees for decades. They've had refugees unlike in numbers that the West, that the U.S., the E.U., Canada and
Australia have never experienced."

But she says when you allow a guest into your home, you don't mistreat them, and the law very clearly spells out how refugees should be treated and that the world must be held to that standard.
