아프리카 국가 짐바브웨가 경제 붕괴로 휘청거리고 있습니다. 전체 국민의 70퍼센트 이상이 실업자이고, 인플레이션 율은 150퍼센트를 초과했으며, 연료와 식량, 외환 부족은 극심한 상태입니다.

지금 수 많은 짐바브웨 국민들은 정부가 그들의 가옥을 철거하고, 무허가 사업장들을 폐쇄하고 있는 현실에 대처해야 합니다. 로버트 무가베 대통령 정부는 노점상들이 장사를 할 수 없도록 막음으로써 가난한 사람들이 소득을 올릴 수 있는 몇 안되는 방법 가운데 하나를 봉쇄하고 있습니다. 그리고, 가옥 철거 운동은 짐바브웨의 인도적 위기를 더욱 악화시키고 있습니다.

유엔 조사관 밀룬 코다리 조사관은 세상의 어떤 정부라도 그같은 행위를 하는 것은 무책임한 것이라고 생각한다면서, 아무리 무허가 주택이라고 하더라도 사전에 아무런 통보도 없이 무력으로 가옥을 철거하고 사람들을 내쫒는 것은 인권 의무 위반이라고 지적했습니다.

코다리 조사관은 하라레에서 경찰이 가옥 철거를 수행하기 위해 지나친 공권력을 사용하고 있는 것이 목격되고 있다고 덧붙였습니다.

미국의 콘돌리자 라이스 국무장관은 무가베 대통령 하의 짐바브웨를 폭정의 전초기지라고 비판했습니다. 조지 부쉬 미국 대통령은 최근 타보 음베키 남아프리카 공화국 대통령과의 기자 회견 중에 짐바브웨 상황에 관해 이렇게 논평했습니다.

우리는 민주주의의 원칙을 지키지 않는 지도부에 관해 우려하고 있다고 부쉬 대통령은 지적하면서, 예를 들어 민주주의 원칙을 준수하지 않은 결과를 보여주는 사례로써

과거에는 식량을 자급할 수 있었던 나라에서 이제는 식량 수입 국가로 전락한 짐바브웨에 대해 특히 우려한다고 덧붙였습니다.

세계는 짐바브웨 집권당에 대해 민주주의 원칙을 준수할 것을 한 목소리로 촉구할 필요가 있다고, 부쉬 대통령은 강조했습니다.

Voice: Zimbabwe is reeling from economic collapse. More than seventy percent of Zimbabweans are unemployed,inflation exceeds one-hundred-fifty percent, and there are severe shortages of fuel, food, and foreign exchange.

Now, tens of thousands of poor Zimbabweans must cope with the fact that the government is demolishing their homes and closing down their unregistered businesses. By putting street vendors out of business, the government of President Robert Mugabe is shutting down one of the few ways the poor can earn incomes. And the housing demolition campaign is making Zimbabwe's humanitarian crisis even worse. Miloon Kothari (PRON.: Muh-loon Co-thar-ee) is a United Nations investigator:

"I think it is irresponsible for any government, anywhere in the world, and it is a violation of their human rights obligations to evict people from their homes, whether their homes are informal or formal, without any notice and with force. As we have seen in this case in Harare, the police have
used excessive force in carrying out the demolitions."

U.S. Secretary of State Condoleezza Rice has called Zimbabwe under President Mugabe an "outpost of tyranny." At a recent press conference with South African President Thabo Mbeki President George W. Bush commented on the situation in Zimbabwe:

"We are concerned about a leadership that does not adhere to
democratic principles, and obviously concerned about a country that was able to, for example, feed herself, now has to import food as an example of the consequences of not adhering to democratic principles."

Mr. Bush said, "The world needs to speak with common voice in insisting that the principles of democracy are adhered to by the ruling party in Zimbabwe."
