의원들은 찬성 238대 반대 194로 법안을 통과시켰으나 대통령 거부를 무효화하는데 필요한 3분의 2 과반수 표를 얻지는 못했습니다.
표결에 앞서 부쉬 대통령은 법안을 승인함으로써 의원들은 윤리적 선을 넘게 될 것이라고 말했습니다 . 부쉬 대통령은 그 같은 법이 이른바 “태어나는 생명에 대한 계속적인 파괴”를 가져오는 제도를 만들게 될 것이라고 말했습니다.
법안 지지자들은 미국이 줄기 세포 연구에 뒤떨어져 있다고 말하고 있습니다. 이와는 별도로 미국 하원은 24일, 백악관이 지지하는 성인 줄기세포 연구를 확대하는 법안도 통과시켰습니다.

The U.S. House of Representatives has passed a bill that would ease restrictions on government funding for embryonic stem cell research -- a measure President Bush has threatened to veto.
Lawmakers voted 238 to 194 Tuesday to pass the bill, but came far short of the two-thirds majority needed to override a presidential veto.
Speaking before the vote, Mr. Bush said lawmakers would be crossing an ethical line by approving the bill. He said it would create new incentives for what he called the "ongoing destruction of emerging human life."
Supporters of the measure say the United States is falling behind in stem cell research.
Separately Tuesday, House lawmakers approved a White House-backed bill that aims to expand research involving human adult stem cells and those from umbilical cords.
