미국과 일본은 북한이 핵실험을 실시할 경우 북한을 응징할 조치들을 취할 것이라고 경고했습니다. 스티븐 해들리 국가 안보보좌관은 15일 미국의 폭스 텔레비전 프로그램에 출연해 북한이 핵실험을 단행할 경우 이는 중국을 포함한 북핵관련 6자 회담 참가국 모두에 대한 일종의 도전 행위 될 것임이 분명하다면서 북한에 대한 조치들이 취해져야할 것이라고 경고했습니다.
남북한과 미국, 중국, 일본 러시아가 참여하는 6자 회담은 2003년 8월에 시작됐으나 북한이 협상 테이블 복귀를 거부했을 때인 작년부터 교착 상태에 빠져있습니다.
일본은 최근 북핵 문제를 제재조치 가능성이 있는 유엔 안전보장이사회에 회부할 것을 촉구했습니다. 일본의 이 같은 입장은 지난 주 북한에 압력을 가하기 위한 제재 조치는 원하지 않는다고 말했던 중국의 입장과 상반되는 것입니다.
해들리 안보보좌관은 북한과 협상을 벌이고 있는 6자 회담 다른 5개 참가국들간 일부 견해 차이가 있음을 인정했으나 중국을 포함한 모든 당사국들이 동일한 입장에 있다고 말했습니다.
해들리 보좌관은 정부 고위급 관리들 사이에 북한이 핵무기를 보유해서는 안된다는 점에 동감하고 있다는 것이 중요하다고 지적하고 한가지 전략은 북한에 대해 계속 압력을 가하는 것이라고 말했습니다.
해들리 안보보좌관은 미국이 어떤 조치들을 취할 것인 지에 관한 세부사항은 밝히지 않았으나 미국은 지금까지 그래왔던 것 처럼 북한에 대해 광범위한 외교적 압력을 계속 가할 것이라고 말했습니다.
한편 앞서 일본 집권 자민당은 북한이 핵실험을 실시할 경우 일본 정부는 북한에 대한 유엔의 경제제재 조치를 취하도록 촉구할 것이라고 말했습니다. 자민당의 아베 신조 간사장 대리는 북한이 핵무기 실험을 실시하는데도 아무런 조치를 취하지 않는다는 것은 생각할 수도 없는 일이라면서 이같이 말했습니다.
북한은 그 어떠한 제재조치도 전쟁선포로 간주할 것이라고 경고해 왔습니다.

National Security Adviser Stephen Hadley had tough words for North Korea, warning that any North Korean nuclear test would be a serious act of defiance. VOA's Stephanie Ho reports from Washington.
Speaking on "Fox News Sunday," National Security Adviser Stephen Hadley warned North Korea against conducting a nuclear test.
"If there is a nuclear test, obviously, that would be a defiance by North Korea of every member of the six-party talks, including China."
The six-party talks bring together the United States, North Korea, China, South Korea, Japan and Russia. They began in August, 2003 but stalled last year after North Korea refused to return to the negotiating table.
Japan recently called for the North Korean issue to be referred to the U.N. Security Council, for possible sanctions. This position runs counter to Chinese comments last week that Beijing does not want to use sanctions to pressure Pyongyang.
Mr. Hadley acknowledged some differences of opinion among the five nations negotiating with North Korea. But he added that all the countries, including China, are, in his words, "on the same page."
"I think the important thing is that the top level of the government, there is agreement that there must not be a nuclear North Korea. And there is a strategy that we are moving forward to put pressure on North Korea."
The National Security Adviser did not specify what steps the United States will take, but he added that Washington has been and will continue putting what he called "a lot of diplomatic pressure" on Pyongyang.
