이라크 과도정부 출범- 종파간의 화합이 최대화두로.. <영문기사 첨부>


이라크는 현재 민주적으로 선출된 정부에 의해 통치되고 있습니다. 이라크 임시 국회 275명의 의원들은 격렬한 논의 끝에 새로운 이라크 지도자들을 결정했습니다.

이브라임 알-자파리 총리가 가장 처음으로 취임선서를 했습니다. 자파리 총리는 자신의 임무와 의무를 성실하고도 정직하게 수행할 것이며, 또한 이라크의 독립과 주권을 보호할 것을 맹세한다고 선서했습니다.

미 국무부의 리차드 바우처 대변인은 이라크 정부 출범이 “중대한 단계 조치”라고 강조했습니다.

이라크는 정치 과정을 진전시키기 위한 중대한 단계 조치들을 계속해 왔다면서 바우쳐대변인은 이라크는 수 세대 만에 처음으로 민주적인 방법으로 선출된 제기능할 수행하는 정부를 갖게 됐다고 강조했습니다.”

이라크 내각은 시아파 회교도 16명과 이라크인 쿠르드족 9명, 그리고 한명의 기독교인을 포함하고 있습니다. 석유와 전기, 국방부 같은 주무 부처 장관들을 포함해서 나머지 7명의 각료들은 차후에 최종 임명될 것입니다.

바우처 대변인은 이라크에서 많은 일들이 이룩됐지만, 아직도 많은 과업들이 달성되어야 한다고 지적했습니다.

자파리 총리는 공석중인 일부 각료직을 가능한 조속히 채우기 위해 노력해 왔고, 현재 공석인 각료직들은 중요한 직책으로 미국은 자파리 총리가 항구적인 장관들을 지명하기를 기대하고 있다고 바우쳐대변인은 말했습니다. 미국은 또한 이라크에서 대화와 토론이 계속되기를 고대하고 있고 이라크 정부가 이라크인들을 힘껏 대변하는 다원적인 정부가 되기를 기대하고 있다고 바우쳐대변인은 강조했습니다.

이라크 새정부가 출범한 현재, 임시 국회는 이제 이라크 국민에 의해서 승인될 헌법 초안 작성 작업에 주력하게 될 것입니다.

미 국무부의 바우처 대변인은 미국은 민주주의와 번영, 안보,그리고 법치를 보장하려는 이라크의 노력을 지원하는데 계속 전념할 것이라고 강조했습니다.

Iraq is now being run by a democratically elected government. Iraq's new leaders were chosen after intense debate by the two-hundred-seventy-five members of Iraq's transitional national assembly. Prime Minister Ibrahim
al-Jaafari was the first to take the oath of office.

"I will perform my duties and responsibilities diligently, honestly,
and I swear also to protect the independence and sovereignty of Iraq." U.S.

State Department spokesman Richard Boucher says the swearing-in of the Iraqi government is "a major step"

"Iraq has continued to take vital steps to move forward in the political process. This is the first time in generations that Iraq has a democratically elected government in place and on the job."

The Iraqi cabinet includes sixteen Shiites, nine Iraqi Kurds, four Sunnis, and one Christian. Seven cabinet members, including the heads of the key oil, electricity, and defense ministries, will be named later. Mr. Boucher says that while a lot has been achieved in Iraq, "There's a lot more that has to be done":

"Prime Minister Jafari. . . .has made a commitment to fill the vacant
seats as soon as possible. These are important positions and we look forward to his appointing permanent ministers. We also expect the dialogue and the discussion to continue in Iraq. We look forward to a government that's as pluralistic and representative as possible of the people of Iraq."

Now that the new Iraqi government is mostly in place, the transitional national assembly will turn its attention to drafting a constitution to be approved by the Iraqi people. State Department spokesman Boucher says that the U.S. remains committed to supporting Iraq's efforts "to ensure democracy, prosperity, security, and the rule of law."
