아편 거래와 관련된 극단분자들과 범죄자들이 아프간인들을 공격하고 있습니다. 아프가니스탄 남부지역에서 미군과 함께 순찰을 돌던 아프간 경찰 한 명이 축출된 탈레반 정권과 제휴하고있는 두 명에 의해 살해됐습니다. 살인자들은 추적끝에 체포돼 현재 구금돼 있습니다.
미국 주도 연합국의 지원 속에 아프간 군은 치안을 확립하는데 있어 더 큰 역할을 담당하고 있습니다. 아프간 고속도로 순찰대가 카불과 칸다하르 그리고 헤라트를 연결하기 위해 건설 중인 주요 고속도로를 따라 검문소를 설치하고 있습니다.
미국의 도널드 럼스펠드 국방장관은 최근 아프가니스탄을 방문했습니다. 아프간의 하미드 카르자이 대통령은 럼스펠드 장관에게, 아프간인들은 미국과 유대관계를 오랫동안 지속하길 원한다고 말했습니다.
“아프간 국민들은 지속적인 경제 관계와 정치 관계 그리고 무엇보다도 가장 중요하게 아프가니스탄이 자체 방어를 가능하게 할 전략적 관계를 미국과 유지하기 원합니다”
럼스펠드 국방장관은 미국은 민주적인 아프가니스탄 건설을 도울 결의로 있다고 말했습니다.
“ 다른 국가와 협력할 때 미국이 일반적으로 하는 일은 미국이 줄곧 해오고 있는 일입니다. 우리는 훈련이나 시설물 혹은 다른 형태의 지원등 도움이 될수있는 방법들을 찾아냅니다.”
아프가니스탄은 많은 원조 공여국들에 의해 혜택을 받고있습니다. 여기에는 지난 2004년 국제 공여국 회의에서 공약된 3년에 걸친 총 8십억달러 이상의 지원도 포함됩니다. 아프가니스탄 정부는 또한 국경 통제 강화와 법적 개혁을 통해 국내 세입을 늘리기위해 노력하고 있습니다.
미국의 조지 부쉬 대통령은 아프간 국민은 탈레반 저항 세력들로부터 나라를 지키기위해 투쟁하며, 경제를 소생시키고 있고, 힘든 상황에서도 특별한 용기를 보여주고 있다고 말했습니다.

Extremists and criminals associated with the opium trade are attacking Afghans. An Afghan police officer on patrol with U.S. soldiers in the southern part of the country was killed by two people associated with the ousted Taleban regime. The murderers were tracked down and are now in custody.
With the help of the U.S.-led coalition, Afghan forces are taking a greater role in providing security. An Afghan highway patrol is setting up checkpoints along the major highway that is being built to link the cities of Kabul, Kandahar, and Herat.
U.S. Secretary of Defense Donald Rumsfeld recently visited Afghanistan. Afghan president Hamid Karzai told Mr. Rumsfeld that Afghans want a long term relationship with the U.S.
"The Afghan people want this relationship to be a sustained economic relationship and political relationship and most importantly of all, a strategic relationship that would enable Afghanistan to defend itself."
Mr. Rumsfeld said that the U.S. remains committed to helping build a democratic Afghanistan:
"What we generally do when we work with another country is what we have been doing. We find ways we can to be helpful, maybe training, equipment or other types of assistance."
Afghanistan has benefited from contributions made by many nations, This includes a three-year pledge totaling more than eight billion dollars made by a conference of international donors in 2004. Afghanistan's government is also working to increase domestic revenues through tighter border control and legal reforms.
President George W. Bush says the Afghan people are reviving their economy, fighting to defend their nation from Taliban holdouts, and "showing extraordinary courage under difficult conditions."
