美-中 정상 회담 - 조류독감, 북핵, 무역 문제 해결 위한 협력 다짐(영문기사 첨부)

미국의 조지 부쉬 대통령은 20일 베이징 인민대회당에서 후진타오 중국 국가주석과 정상회담을 가졌습니다. 이어서 열린 공동 기자회견에서, 부쉬 대통령과 후 주석은 조류 독감의 확산을 차단하기 위해 협력할 것이라고 다짐했습니다.

후 주석은 중국은 돌연 변이를 일으킬 경우 사람과 사람 사이에서 전염될 수도 있는 조류 독감의 유행 가능성에 대비하고 있는 국제 보건관계자들과 협력할 것이라고 말했습니다.

후 주석은 두 지도자는 사람 사이에서 조류 독감이 확산될 가능성이 세계 모든 나라들이 직면한 공동의 위협이라는데 인식을 같이 했다면서, 조류 독감의 예방과 통제에서 상호 협력을 증진하기 위한 공동 대책을 강화하기로 합의했다고 밝혔습니다.

부쉬 대통령은 후 주석이 북한으로 하여금 핵 무기 계획을 포기하도록 설득하기 위한 6자 회담에서 주도적인 역할을 한 것에 대해 감사한다고 말했습니다. 지난 9월의 제4차 6자 회담에서 북한은 모든 핵 무기와 기존의 모든 핵 계획을 폐기할 것이라고 약속했습니다. 부쉬 대통령은 그같은 약속들이 지켜질 것으로 기대한다고 말했습니다.

President Bush and Chinese President Hu Jintao have agreed to work together to combat the spread of Avian Flu, reduce their countries' trade imbalance, and stop North Korea's nuclear weapons program. VOA White House Correspondent Scott Stearns has the story from Beijing.

The presidents walked a red carpet through the Great Hall of the People past an honor guard of Chinese troops in olive green uniforms. Making statements to reporters who were not permitted to ask questions of the leaders, President Bush and President Hu vowed to work together to combat the spread of Avian Flu.

Speaking through a translator, President Hu said China is committed to a consortium of world health officials preparing for a possible pandemic if that flu mutates into a virus that can be spread between humans.

"We both believe that the spread, and the possible spread to humans of the Avian Flu is a common threat facing all countries in this world and we reached agreement on strengthening a joint initiative on better cooperation in the prevention and control of the Avian Flu."

President Bush thanked President Hu for taking the lead in talks aimed at convincing North Korea to give up its nuclear weapons program. The fourth round of those talks between the United States, China, Russia, Japan, South Korea, and North Korea ended with a commitment from Pyongyang to abandon all nuclear weapons and all existing nuclear programs.

President Bush says he expects those commitments to be honored. Mr. Bush says the United States and China are important trading partners that benefit from a system of free and fair trade. But that trade is out of balance with Americans buying six-dollars worth of Chinese products for every one-dollar worth of U.S. goods sold in China.

President Bush says U.S. officials with work with China to implement its July commitment to a flexible, market-based currency.

"We will continue to work with China to open up markets and level the playing field for American goods and services and work with China to strengthen protection of intellectual property rights."

President Bush says Chinese leaders can help their country grow into a modern, prosperous, and confident nation by meeting what he calls the legitimate demands of its citizens for freedom and openness.

"It is important that social, political, and religious freedoms grow in China and we encourage China to continue making the historic transition to greater freedom."

President Hu says the Chinese people are already exercising their rights in democratic elections and democratic decision making according to law. Given their different histories, cultures, and natural conditions, the Chinese leader says it is inevitable that China and the United States may have some different opinions on some issues but they ought to follow a spirit of mutual respect in resolving them.

Earlier on this trip, President Bush held up Beijing's rival Taiwan as an example of a nation that has moved from repression to democracy by liberalizing its economy and creating a democratic Chinese society.

President Hu reaffirmed China's commitment to peace and stability across the Taiwan straits but said he will by no means tolerate Taiwanese independence.

"To oppose and check so-called Taiwan independence and safeguard peace and stability in the Taiwan straits serves the common interests of China and the United States."

President Bush invited President Hu to the White House next year, an invitation the Chinese leader says he accepted with pleasure.
