미국의 조지 부시 대통령은 자유 세계가 이란의 핵무기 개발 추구에 관해서 말하고 있는 바를 이란이 경청하는 일은 실로 중요하다고 말했습니다.
“이란인들은 자유 세계가 이란에 대해 핵무기를 개발하지 말라는 매우 분명한 메세지를 보내기 위한 공동 노력을 펼치고 있다는 사실을 알 필요가 있습니다. 우리가 그같은 메세지를 보내는 이유는 이란이 핵무기를 보유하게 될 경우 전세계의 안정을 저해하는 세력이 될 것이기 때문입니다.”
부시 대통령은 자신은 유럽 지도자들과 이란의 핵 야욕에 관한 보다 더 많은 회담을 갖기를 고대하고 있다고 말했습니다.
“영국과 프랑스, 독일은 현재 이란의 핵무기 개발 계획에 관해 이란과 협상을 벌이고 있습니다. 이들 유럽 국가는 이란으로 하여금 경제적 보상을 받는 댓가로 우라늄 농축 활동을 영구적으로 전면 중단하도록 설득하기 위해 노력하고 있습니다. 농축 우라늄은 핵무기를 제조하는데 있어 필수적인 요소입니다.”
콘돌리자 라이스 미국무장관은 미국은 민간 핵 발전소를 가장해 핵 무기를 제조하려는 이란의 모든 노력을 단호히 중단시키고 이란으로 하여금 국제 의무 사항들을 준수하도록 설득하려는 유럽의 노력을 높이 평가하고 있다고 말했습니다.
“이란은 그 같은 국제 규약을 준수할 태세로 있다는 사실을 입증할 기회를 부여 받고 있습니다. 저는 이 같은 점이 바로 국제사회가 이란에 전하는 메세지라고 생각합니다. 이란은 그러한 메세지를 받아들일 필요가 있습니다. 그리고 우리는 분명 이란이 그 같은 국제 규약들을 준수할 채비를 갖추지 못할 경우 국제사회 뜻대로 할 수 있는 또다른 조치들이 있다는 사실을 이란인들에게 항상 상기시켜 줄 수 있을 것입니다.”
라이스 국무장관은 이란이 자체 공약들을 준수하지 못할 경우 이란에 대해 제재조치를 가할 유엔 안전 보장 이사회로 이 문제가 회부될 기미가 보이고 있다고 말했습니다. 라이스 장관이 지적한 것처럼, 이란 정부는 유럽과의 협상이 자체 핵 활동을 계속하도록 허용 받을 일종의 중간 과정과 같은 것이 되지는 않을 것이라는 사실을 인식할 필요가 있습니다. 또한 그같은 행동에는 반드시 그에 상응하는 댓가가 따르기 마련이라고 라이스 장관은 경고했습니다.

President George W. Bush says it is essential that Iran hear what the free world is saying about its pursuit of nuclear weapons
"The Iranians just need to know that the free world is working together to send a very clear message: Don't develop a nuclear weapon. And the reason we're sending that message is because Iran with a nuclear weapon would be a very destabilizing force in the world."
Mr. Bush says he looks forward to further discussions with European leaders about Iran's nuclear ambitions.
"It is important we speak with one voice."
Britain, France, and Germany are currently in negotiations with Iran about its nuclear program. The Europeans are attempting to persuade Iran to permanently stop all uranium enrichment activities in return for economic incentives. Enriched uranium is a key element in the production of nuclear weapons.
Secretary of State Condoleezza Rice says that the United States appreciates European efforts to convince the Iranians "to forswear. . . .any effort to build nuclear weapons under the cover of civilian nuclear power and to adhere to their international obligations.
"They [the Iranians] are being given an opportunity to demonstrate that they are prepared to live up to those obligations. So I think the message is there. The Iranians need to get that message. And we can certainly always remind them that there are other steps that the international community has at its disposal should they not be prepared to live up to these obligations."
Secretary of State Rice says referring the issue to the United Nations Security Council with the possibility of sanctions "looms" if Iran fails to fulfill its commitments. The Iranian government needs to realize, says Ms. Rice, that negotiations with the Europeans "are not going to be a kind of way station where they're allowed to continue their activities." "There's going to be an end to this," says Ms. Rice.
