마흐무드 압바스 팔레스타인 자치수반과 아리엘 샤론 이스라엘 총리는 지난 2월 8일 이집트 홍해 인근 샤름 엘 셰이크 휴양지에서 정상회담을 갖고 양측간에 휴전을 선언했습니다. 이집트의 호스니 무바라크 대통령과 요르단의 압둘라 국왕도 이 회담에 참석했습니다. 압바스 자치수반은 양측은 팔레스타인과 이스라엘 모든 지역에 대한 폭력 행동을 중단하기로 합의했다고 밝혔습니다.
이스라엘은 팔레스타인 테러분자들이 공격을 중단할 경우 표적 암살을 멈추고 9백여명의 팔레스타인 수감자들을 석방할 것이라고 언급했습니다. 이스라엘은 또한 베들레헴과 여리고, 라말라, 그리고 요단강 서안의 다른 지역으로 부터 이스라엘군을 철수하겠다고 발표했습니다. 이스라엘은 팔레스타인 자유 운동의 장애물로 여겨져왔던 검문소와 도로방책들을 제거할 것이라고 밝혔습니다.
미국의 콘돌리자 라이스 국무장관은 압바스 팔레스타인 자치수반의 선출과 가자지구 정착촌 및 요르단강 서안 일부 도시들로 부터의 이스라엘군의 철수결정은 양측간의 충돌을 해결하기 위한 노력에 새로운 힘을 실어준다고 말합니다.
“ 가자지구와 요단강 서안으로 부터의 이스라엘의 군철수 결정에 힘입어 이제 비로소 무언가를 성취할수 있는 새로운 기회가 도래했습니다. 저는 이 역사적인 결정을, 그 결정이 얼마나 근본적으로 중요한 것인지, 그 중요성을 말로 다 표현할수 없습니다. 특히 지난 30여년간, 우리가 기울여왔던 시행착오를 거듭해온 과정을 감안할때, 영토반환은 실로 전향적인 진일보조치인 것입니다.”
라이스 장관은 현재 유럽 주둔 미 육군 부사령관으로 재직중인 윌리엄 와드 장군을 신임 중동 안보 조정관으로 임명했습니다. 와드 장군은 이스라엘과 팔레스타인간의 보안 협상을 감시하고 팔레스타인 당국이 치안 업무를 개혁할 수 있도록 지원할 것입니다. 미국은 또한 앞으로 90일안에 팔레스타인 당국에 대한 4천만달러를 지원하는 내용의 원조 계획을 결의했습니다.
조지 부시 미국 대통령은 최근 국정연설에서 “민주화된 이스라엘과 팔레스타인 두 국가의 평화 공존이란 목표가 이제 가시권에 도달했다고 말하고 미국은 그 목적의 달성을 위해 이들을 도울것”이라고 강조했습니다.

On February 8th, during a meeting at the Egyptian Red Sea resort of Sharm el Sheik, Palestinian President Mahmoud Abbas and Israeli Prime Minister Ariel Sharon announced a cessation of hostilities. Egyptian President Hosni Mubarak and Jordanian King Abdullah also participated in the meeting. Mr. Abbas said the two sides "have agreed to cease all acts of violence against all Palestinians and Israelis everywhere."
Israel has indicated that if Palestinian terrorist attacks end, it will halt targeted assassinations and release up to nine hundred Palestinian prisoners. Israel also announced a pullback of its military forces from Bethlehem, Jericho, Ramallah, and other parts of the West Bank. Israel said it would lift checkpoints and roadblocks that have hampered Palestinians' freedom of movement.
U.S. Secretary of State Condoleeza Rice says that the election of Mr. Abbas as Palestinian president and Israel's decision to withdraw from its settlements in Gaza and several West Bank towns have given a new momentum to efforts to resolve the Israeli-Palestinian conflict.
"We do have a new opportunity to do something really quite dramatic thanks to the Israeli decision to withdraw from the Gaza and from the West Bank. I just can't emphasize enough how historic a decision that is, how fundamental a decision that is; that with all of the going back and forth that we've done over the last thirty-plus years, the return of territory is a major step forward."
Secretary of State Rice has named General William Ward, currently deputy commanding general of the United States Army in Europe, as Middle East security coordinator. General Ward will monitor security discussions between Israel and the Palestinians and assist the Palestinian authority in reforming its security services. The United States has also pledged forty million dollars for aid projects over the coming ninety days to the Palestinian Authority.
President George W. Bush said in his State of the Union message that "the goal of two democratic states, Israel and Palestine, living side by side in peace is within reach, and America will help them achieve that goal."
